Sightsavers is seeking an experienced and capable Country Director who will be responsible for the overall leadership of Sightsavers operations in the Tanzania country office. This is an exciting time to join Sightsavers and the Country Director will be key to the continued success of Sightsavers objectives in Tanzania.

Through working with implementing partners, you will lead and direct the country team to manage and deliver high quality and cost effective programmes, advocacy with agencies and government, assess programmatic fundraising opportunities and research appropriate baseline data in support of programmatic development.

You will ensure the delivery of the programme activities and demonstrate good governance and compliance within financial management framework to meet funding/donor requirements. You will develop and maintain strong relationships with government agencies, donors, international agencies, media and communities to raise the profile of Sightsavers, with the ability to advocate and influence at senior levels.

Your strong leadership skills, integrity and ability to empower your team will allow you to build on an already effective team and to grow this team by focusing on delivery; recruiting high caliber individuals and supporting them and the existing team with focused development plans to ensure successful delivery of programme objectives.

Organizational Profile:
Agape AIDS Control Programme (AACP) was established on 24th of January, 2006 as a CBO working to cover Shinyanga Region and later registered as an NGO on 24th June, 2009 by the Ministry of Community Development, Gender and Children and was issued with the Reg. 00NGO/00003233 under the NGOs Act of 2002, 12 (2) Tanzania Laws. AACP is a Non-partisan, Non-Religious and Non-profit Organization geared at promoting human rights and Community Development. AACP was established with the aim of preventing and controlling HIV/AIDS and its effects in the community.

In 2009, AACP came to realize that violation of Human Rights in the Community was a Problem. Since then, AGAPE started working on four core programs which are; HIV/AIDS control and prevention, child and youth protection, legal aid services provision, and Prevention of Gender Based Violence (GBV), child marriages and early pregnancies. In 2014, AACP add another component to its core works of Skillful parenting to ensure teenage mothers are trained on the best ways to raise their babies and reduce child abuse cases in the communities.

Purpose of the Post: 
Project Accountant Intern supposes to be the part of the team responsible for maintaining efficient and accurate accounting duties.


Roles and Responsibilities/Scope of Work:

  • Get involved in receiving, process all invoices, issuing checks, entering cash receipts and disbursements data into various forms and templates, also process expense forms and requests for payments from staff.
  • Disburses funds from the office’s petty cash fund and prepares requests for reimbursement of the fund.
  • Ensure and handle external and internal audits.
  •  Ensure the timely reporting of all monthly/Quarterly financial information.
  • Ensure the accurate and timely processing of positive pay transactions.
  • Ensure monthly and quarterly Bank Compliance activities are performed in a timely and accurate manner.
  • Collaborate with the other departments in the organization to support overall department goals and objectives.
  • Assist in development and implementation of new financial procedures and features to enhance the workflow of the financial department.
  •  Deal with daily transactions for the petty cash and ensure that reconciliations are completed on a weekly basis.
  •  To match invoices from suppliers with purchase orders, to ensure prices and costs are agreed in advance.
  • To ensure the optimum utilization of fund.
  • To prepare monthly bank reconciliation statements
  • To prepare journal vouchers
  •  To review the Financial Regulations and Accounting Manual and recommend amendments for improvement

  • Develop strategies and plans for mobilizing national and international financial resources for the Programmes of the Commission;
  • Lead the process of formulation and implementation of annual work plans and budget;
  • Ensure overall consistencies, synergies and quality in Projects and Programmes implementation and high performance level;

Qualifications and Experience:

Maintain and upgrade servers, computers, network hardware and software.
Assist in coordinating activities of functional department within the Commission and train end users.
Ensure security and backup copies of core systems and data are maintained.
Ensure ICT disaster recovery and business continuity plans are maintained.
Administer the workflow of the EAHRC journals (e.g. EAHRJ, etc.) from electronic submission, review, to publication. Support the teams of the journals (e.g. the editors-in-chief, editorial teams, editorial boards, authors, reviewers, managing editors, etc.
Support conferences organized by EAHRC (e.g. the biennial Health and Scientific Conference, Digital health summit, etc.), and when required, support conferences organized by EAHRC stakeholders (e.g. National Focal Points, development partners, etc.). The support required spans from pre-conference preparatory phase, the actual conference, and post-conference phase. The responsibilities activities include setting up and managing the conference website, registration of participants (attendees, speakers, exhibitors, etc.), submission of abstracts, live streaming of conference, social media, podcasts, etc.
Manage the open science platform for health (big data for health).
Oversee the overall day-to-day management, maintenance, and updating of the EAHRC web portal for health information.
Embrace the Commission’s vision and values and the ideals of the Commission towards service delivery.
Put strategies to ensure accomplishment of the EAHRC objectives.
Undertake any other duties and responsibilities as may be assigned by the EAHRC management in order to meet personal, team, and EAHRC objectives.

All objectives of the Web portal for Health Information in EAC met.
Running of EAHRJ supported.
ICT strategies, policies, procedure and systems developed.
Functional ICT systems in place and upgraded. – Backup copies of all core systems are made and maintained.
Timely submission of reports on implementation of ICT strategies.
Number of developed systems and databases deployed.
Number of Project proposals developed to mobilize funds for ICT projects.

Minimum Job Requirements Academic and Professional Qualifications:
A Master’s of Science Degree in Computer Science, Information Technology or a Master’s degree in ICT administration, or its equivalent.
Holding a degree/diploma/certificate of ICT applied to health and data management, hospital management systems, health research, will be an added advantage.
All candidates applying must have qualifications that are recognized by the relevant national accreditation body in their respective countries. This condition is applicable for both locally and internationally attained qualifications. Work Experience
Minimum of 08 years’ experience with at least 03 years in managing health web site at a senior level including; processing health database, managing health-based ICT infrastructure and systems,
Experience in using geographic information system (GIS) for health will be an important value.

Skills and competencies:

  • Knowledge of, and competence in modern web development tools, ICT systems e.g. HTML, PHP, MySQL and ICT systems administration and project management
  • Knowledge and competence in using GIS in order to capture, store, manipulate, analyse, manage, and present in the EAHRC web portal health-related spatial or geographic data. – Practical experience/skills in managing database systems (e.g. database designing, database administration), and Web Content Management Systems
  • Practical skills working with web hosting platforms
  • Knowledge in business re-engineering and strategies, and systems analysis and design
  • Familiar with tools in ICT security management
  • Knowledge in managing emails
