JOB PURPOSE

The Medical Officer In – Charge is responsible for ensuring that the UMATI Clinic is a surplus generating social enterprise. This will entail developing and providing quality service packages which meet the highest quality and managing all resources (including human, infrastructure, equipment and financial) entrusted to them by UMATI Senior management for the realization of its goals and aspirations.




The incumbent will assist the Medical and Technical Services Manager in development, coordination and implementation of Hospital plan, strategies and program according to strategic plan. Supervise provision of quality reproductive health and general health care services.

KEY TASKS
a. Management of the Clinic

  • Developing annual business plans for the clinic with specified financial and service statistics targets
  • Develops a programme evaluation framework to assess the strengths of the clinic and to identify areas for improvement
  • Promote effective and efficient delivery of quality Reproductive and general health care services at the Clinic
  • Ensures that clinic activities operate within UMATI policies and procedures in coordination with the Medical and Technical Services Manager
  • Ensuring that the clinic structure, all the equipment and assets of the organization are maintained in safe and good working condition
  • Preparing a work schedules for all staff ensuring that the clinic remains operational between 8.00 AM and 8.00 PM, Monday to Saturday. This includes ensuring that in the process all staff work 40 hours a week and take statutory rest.
  • Provide a timely up date to the Medical and Technical Services Manager on the status of Registration and accreditation the clinic and the medical staff to ensure that they are duly registered and accredited with the relevant bodies at all times.
  • Ensures that all activities and service delivery activities comply with all relevant legislation and professional standards
  • To establish and maintain strategic partnership and co-operation with the multidisciplinary teams and institutions to ensure maximum benefit from coordinated care




b. Provision of Services

  • Responding to medical/health problems presented by clients including history taking, diagnosis, investigation, treatment and referral as appropriate;
  • Maintaining confidentiality and impartiality, comfort and safety of clients
  • Conduct procedures as appropriate Caesarian Section, normal delivery and other simple procedures
  • Developing comprehensive service packages that meet the needs of the clients in the clinic catchment area and attract diverse clientele
  • The provision of comprehensive integrated quality SRH information and services including all Famly planning methods.
  • Ensure that the clinic establishes and implements a quality of care system to ensure it attains and maintains the highest quality desirable
  • Implement a quality improvement action plan and provide quarterly quality of care reports to the Medical and Technical Services Manager.
  • Provide training and supervision for clinical officers and Assistant Medical Officers
  • Keep records and provide accurate and timely reports as required;
  • Ensure clinical protocols and standards are adhered to as per MOH/MSI and professional ethics standards;
  • Remain up to date with medical developments, new drugs, treatments and medications
  •  Undertake any other assignments given from time to time by Supervisor or management for smooth running of the Hospital;

c. Monitoring and Evaluation

  • Oversee the collection and maintenance of records on the clients either manual or electronic records for statistical purposes according to the professional data management policy of UMATI
  • Monitors cash flow projections and reports actual cash flow and variance to the Medical and Technical Services Manager on a regular basis (monthly/bimonthly)
  • Meeting all the financial and service statistics targets agreed with UMATI Senior Management through the Medical and Technical Services Manager
  • Preparing Monthly, quarterly, half year and annual financial and programme management reports and submitting the same to Senior Management in accordance with the UMATI business cycle
  • In collaboration with Cashier ensure that all financial records for the programmes are up to date
  • Implementing, monitoring and tracking financial milestones for the clinic
  • In collaboration with cashier ensures financial reports and supporting documentation for donors are prepared as outlined in funding agreements
  •  Provides required information to have invoices generated and submitted to funders according to the established timelines
  • To fully embrace and utilise the clinic’s Information and Communications Technology including CMIS any other applications.

d. Management of Clinic Staff

  • Consistently promote high standards through personal example and roll out through the team so that each member of the team understands the standards and behaviors expected of them
  • Ensures all staff members receive orientation and appropriate training in accordance with UMATI standards and those of the IPPF Regional office
  • Managing all staff in the clinic including assigning them clear duties, roles and responsibilities
  •  Establishes and implements a performance management process for clinic staff and Communicate key performance Indicators (KPIs) from the strategic annual plan so that each employee is aware
  • Conducting half year and annual appraisal of all clinic staff and submitting the appraisal forms duly signed by themselves and the staff to the human resources unit within specified time lines
  •  Engages volunteers for appropriate programme activities using established volunteer management practices
  • Ensures that all programme staff receive an appropriate orientation about UMATI and the programmes
  • Manage and lead the team, ensuring adequate staffing levels, managing holiday allowances, recruitment, training, development, appraisal, attendance, disciplinary issues and daily supervision to maximize efficient productivity
  • Identification of training and other professional requirements of their team and providing support to address gaps
  • Liaise with other medical and non-medical staff in the hospital to ensure quality treatment

e. Cost Recovery

  • Maintaining and regularly reviewing the Clinic Cost Recovery model. Advice management on the need to adjust prices and or other operational models to improve efficiencies in the clinic.

EDUCATION AND QUALIFICATIONS

  • Holder of Degree in Medicine.
  • Registered with Medical Council of Tanganyika
  • Must have 2 years work experience in clinical work

1.0 SENIOR LEGAL/LICENSING OFFICER (1 POST)

QUALIFICATIONS 
The candidate should be a holder of a Bachelor Degree in Law (LLB) or equivalent qualifications. She/ He should have a minimum  of four years of related working experience and must be an advocate of the High Court

DUTIES
1) Reviews and processes Applications for gaming licenses
2) Develop and maintain data base of gaming licensees.
3) Conducts regular reviews of the gaming legislation.
4) Attends to dispute resolution.
5) Provides advice on adequacy of various legal documents involving the Board
6) Conducts background investigation on applicants of gaming license
7) Formulates legal defense and prosecution for cases involving the Board.
8) Provides professional legal advice on legal matters involving the Board
9) Prepares and maintains Minutes of Management or Board meetings
10) Attends court cases on behalf of Gaming Board
11) Performs other relevant duties as may be assigned by her/his supervisor.




2.0 MOTOR VEHICLE DRIVER II (2 POSTS)

QUALIFICATIONS 
Applicants should be holders of Certificate of Secondary Education Examination, Class’C’ Driving Licence and Trade Test Grade III.  Applicants should have a driving experience of not less than three years. Holders of VIP Driving Certificate will have added  advantage.

DUTIES 
1) Drives Board’s vehicles.
2) Ensures that vehicle assigned to him/her is maintained, serviced regularly, kept clean and parked at a safe place.
3) Reports any defects in the vehicle assigned to him/her.
4) Attends any minor mechanic fault and report promptly on any detected fault.
5) Sending vehicle for service when due.
6) Records all movements of Board’s vehicles in designated logbooks and maintain such records in the manner required  by the Board.
7) Dispatches outgoing mails and other documents.
8) Collects incoming mails and other documents as will be instructed
9) Performs other duties as may be assigned by her/his Supervisor.

owned by PPF Pensions Fund and Prisons Corporation Sole (PCS) for the purpose
of developing and operationalization of the leather industry at Karanga Area,
Moshi Municipality.




The Karanga Leather Industries Company Limited (KLICL) intends to hire
qualified people to fill the following positions in the organization structure;
Managing Director, Production Manager, Manager Internal Audit, Marketing and
Public Relations Officer and Procurement & Logistic officer. The incumbents will
be responsible for operationalization of the Leather Industries project and
implementation of short and long-term strategic plans of the Company.
The Company is looking for an energetic, dynamic and proactive Tanzanians to fill
the following vacant positions:-

1.0 MANAGING DIRECTOR (Re Advertisement)

1.1 REPORTING RELATIONSHIP
The Managing Director will be reporting to the Board of Directors of the
Company.

1.2 JOB PURPOSE
The Managing Director will be responsible for the overall management of the
leather industries project including implementation of short and long term
strategic plans, oversee general business operations of the Company and
manage financial, physical resources and human resource. From time to time
the Managing Director will collaborate with experts from the country and
abroad in expediting various projects such as installation of factory equipment
and any other necessary undertakings.

1.3 JOB SPECIFICATIONS
The Managing Director will be a holder of a Masters Degree in Industrial
Engineering, Business Administration, Finance, Economics, Public
Administration or related fields from a recognized institution and shall have
at least 10 years’ working experience. Working experience and
qualifications in the leather industry or industrial related works is an added
advantage. The incumbent should be innovative, self-driven with good
business analytical skills, flexible, strong communication skills (verbal and
written) and must have a proven knowledge in Strategic Leadership.



1.4 KEY DUTIES AND RESPONSIBILITIES
(i) Responsible for overall management of leather industries project
including implementation of short and long term strategic plans
(ii) Oversee general business operations of the company including
management of financial, physical resource and human resource
(iii) Collaborate with experts and other stakeholders in expediting various
projects relating to the installation of factory machinery, equipment
and any other related items
(iv) Oversee procurement of goods, works and consultancy services for a
smooth operationalization of the company business
(v) Ensure availability of raw materials for a smooth operation of the
plant
(vi) Put in place plan and strategy for marketing and sales of Karanga
Leather Industries Co Ltd products within and outside the country
(vii) Design and operationalize the company internal business processes
(financial, procurement and administrative) to easy the
implementation of company operations
(viii) Set strategy for human resource management including strategy for
human capital resourcing i.e. handling of specific task, specific period
and unspecified period employment contracts
(ix) Promote institutional accountability, timely decision making and
effective communication within the company, and

3.0 PRODUCTION MANAGER

3.1 REPORTING RELATIONSHIP
The Production Manager will be reporting to the Managing Director.

3.2 JOB PURPOSE
The Production Manager will be responsible for supervision of production of
Leather and Leather related goods. This includes making sure that all goods that
are produced in the factories meets the customers’ satisfaction, in terms of
quality, time, quantity and ethical standards. The Production Manager will also
oversee the production processes; communicate with suppliers about the
quality, price and delivery time. He/she will be responsible for planning
coordination and control of manufacturing process.

3.3 JOB SPECIFICATIONS
The Production Manager will be a holder of a Bachelor Degree in
Manufacturing/ Industrial Engineering, Mechanical Engineering, Electrical
Engineering or Chemical and Processing Engineering and a Holder of
Master Degree in business related field. He/She shall have at least Seven
(7) years’ experience in the leather or manufacturing industry.
The incumbent will be innovative, self-driven with good business analytical
skills, computer literacy and strong communication skills (verbal and
written)

3.4 KEY DUTIES AND RESPONSIBILITIES
(i) Oversee production processes
(ii) Plan and organize production schedules
(iii) Assess project and resource requirement
(iv) Estimate, negotiate and agreeing budgets and timescales with clients
and managers
(v) Ensure that health and safety regulations in the Leather production
process are met
(vi) Monitor production process and determine quality control standards
(vii) Re-negotiating timescales or schedules with various suppliers/Clients
when necessary
(viii) Supervise selection, ordering and purchasing of the required materials
(ix) Organize the repair and routine maintenance of production equipment
(x) Organize relevant training sessions for the production activities, and
(xi) Oversees activities of the Engineering department

4.0 MARKETING AND PUBLIC RELATIONS OFFICER

4.1 REPORTING RELATIONSHIP
The Marketing and Public Relations officer will be reporting to the Head of
Marketing Department

4.2 JOB PURPOSE

The Marketing and Public Relations officer will be responsible for the
Company’s marketing and public relations campaigns and plays a key part in
communicating the organization marketing message. The Marketing and Public
Relations officer will also be responsible for defining clear channels of
distribution for the finished goods, including searching for the wholesale buyers
of the finished goods from the industries;-

4.3 JOB SPECIFICATIONS
The Marketing and Public Relations officer should be a holder of a Bachelor
Degree in Marketing and/or Public Relations and shall have at least five (5)
years’ working experience in the marketing or Public Relations field. Working
experience and qualifications in the leather industry or industrial related works is
an added advantage. The incumbent shall be innovative, self-driven with good
business analytical skills, Computer skills and strong communication skills
(verbal and written).

4.4 KEY DUTIES AND RESPONSIBILITIES
(i) prepare, plan and managing the marketing and public relation
materials to maximize brand promotion
(ii) Creating marketing and public Relation campaigns and working with
the Head of Marketing Department for execution,
(iii) Creating and developing new innovative ways to communicate the
Company message to the existing and potential customers
(iv) Defining channels of distribution for the finished products
(v) Developing annual marketing and public relations plans that
contribute to the sales of the finished goods
(vi) Planning marketing and public relations events executing them and
evaluating its success
(vii) Developing and implementing internal marketing programmes, and
(viii) Supporting Head of Marketing in day to day marketing activities

The internal audit Manager will be accountable for the identification and
reporting on all significant control weaknesses, in the Company. He/ she is
expected to help the Company to accomplish its objectives by bringing a
systematic, disciplined approach to evaluate and improve the effectiveness of risk
management, control, and governance processes.

5.3 JOB SPECIFICATIONS
The Manager Internal Audit should be a holder of a Masters Degree in Business
Administration, or relevant field. He/she should be registered with NBAA as
CPA (T) and shall have at least seven (7) years’ working experience in the audit
field. Working experience and qualifications in industrial related works is an added advantage. The incumbent shall be innovative, self-driven with good
business analytical skills and strong communication skills (verbal and written).

5.4 KEY DUTIES AND RESPONSIBILITIES
(i) Perform and control the full audit cycle including risk management
and control management over operations’ effectiveness, financial

Program Officer – Envision (NTD) at IMA World Health

The ENVISION project is funded by the U.S. Agency for International Development (USAID). It provides assistance to national neglected tropical disease (NTD) control programs for the control and elimination of seven targeted NTDs: lymphatic filariasis, onchocerciasis, schistosomiasis, three soil-transmitted helminths (roundworm, hookworm, whipworm) and trachoma. ENVISION’s goal is to contribute to the global goal of reducing the burden of targeted NTDs so that they are no longer a public health problem. IMA World Health manages the ENVISION program in Tanzania in strict collaboration with the Ministry of Health (MOH) and the Neglected Tropical Disease Secretariat.


IMA World Health, a specialist in providing essential healthcare services and medical supplies around the world, is a nonprofit, faith-based organization working to restore health, hope and dignity to those most in need. IMA has more than 50 years of experience in supporting, implementing and providing technical assistance to implementing partners in resource-constrained settings, and specifically has worked on the control, elimination and management of morbidity caused by NTDs for the past 19 years.

Specific Responsibilities

  • Take part and contribute in budget development in line with approved work-plans and assist to conduct periodical reviews of both programs and budgets when the need arises.
  • Under direction of the program manager and in collaboration with technical advisor take part and contribute in program planning, implementation and evaluation activities
  • Assist and facilitate the processes of local partner’s integration of all NTD areas in the mainstream health care delivery system at district levels.
  • Liaise closely with District Health Management Teams (DHMT) as well as other relevant local partners for a harmonized and smooth running of program activities
  • Support IMA NTD program manager and local partners to follow up NTD program implementation and with the Technical Advisor assist in the design of a monitoring and evaluation plan in line with National NTD program framework
  • Under the direction of the program manager take part in developing a comprehensive advocacy strategy and local community mobilization plans
  • Ensure and maintain a high quality program implementation approach, monitoring and evaluation also assist in capacity building of partners in the district s
  • Conduct regular field visits to partners in the program areas for both technical support and monitoring
  • Assist with report writing both for program activities and timely dissemination of the same.

PERSON SPECIFICATION

  • Tanzanian National with five or more years of program management in a mid-level position in a reputable organization an international NGO /Donor funded or big health research program
  • 5+ years’ experience in managing multi-partner, multi-site, multi-district based programs and partners including government;
  • 5+ years’ experience in management of large public health interventions based projects Adequate knowledge of NTDs in Tanzania and the WHO recommended strategy for their control/elimination
  • Experience managing NTD project is a plus
  • Track record in the management of budgets and finances;
  • Track record of working at speed and producing results in high pressured work environment;
  • Experience and adequate skills in strategic planning and budgeting;
  • Experience building planning and budgeting capacity of partners;
  • Experience development of advocacy strategies and conducting advocacy meetings involving mid to high level decision makers;
  • Ability and willingness to travel to the field for extended periods of time;
  • Computer literate and good presentation skills; Good interpersonal and communication skills in Kiswahili and English Languages;
  • Project proposal writing skills and experience is a plus

Academic Qualifications

  • MD or a Masters-level Degree in health-related subjects or a combination of equivalent qualification and work experiences.

MAIN PURPOSE OF THE JOB:
To provide strategic advice and guidance on financial management issues relating to projects funded by the EU, in particular RISP 3, and to ensure optimal utilization of financial resources.

DUTIES AND RESPONSIBILITIES:

Set up and review the accounting, financial and related systems in compliance with the requirements of the donor funds. Where these exist, ensure compliance;
Assist the Partnership Fund Manager and – where required – other managers of project supported by European Development Fund (EDF) in planning and coordinating the preparation of cost estimates, budget, and financial forecasts, as well as advising on financial requirements of EDF projects.
Administer procedures and practices for EDF management, expenditure control and financial reporting of budgetary funds, as well as ensuring that there are no budget overruns.
Maintain proper accounting records and monthly as well as quarterly reports, including analysis of accounts to ensure that decision makers receive timely and accurate information.
Preparation of the year-end Financial Statements for purposes of Audit.
Prepare for and coordinate and oversee teams carrying out audits and Expenditure Verification exercises of RISP 3, as well as coordinate timely response to any queries from these audits by EAC management
Prepare Financial Management reports for the EAC Secretariat and the EU.
Preparation of Monthly bank reconciliation statements
Perform any other duties that will be assigned by the Director, Finance from time to time

QUALIFICATIONS AND EXPERIENCE:

A minimum of a Bachelor’s degree in commerce (Accounting option), Business Administration/Management (Financial Accounting option) or equivalent degree from a recognized University/Institution.
At least five (5) years’ experience in a busy accounting office. Professional qualification such as CPA or ACCA is a must for this positions while relevant experience in a donor funded project at a regional /international level will be an added advantage.

SKILLS AND COMPETENCIES:

Proficiency in computerized financial management information systems, good communication and report writing skills, as well as good inter-personal skills.
Proven experience working on EU funded programmes and projects will be an added advantage
