The US Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of a Motor Pool Supervisor in the General Services Section.

BASIC FUNCTION OF POSITION
The incumbent is responsible for the management of all motor pool vehicles and operations for the Embassy and associated agencies. Directly responsible for fleet management and preventive maintenance of 80+ vehicles. Oversees the preparation of required reports, monitors fuel consumption and mileage, and ensures that procurement of parts, fuel and other automotive services are consistent with USG or local regulations. Personally coordinates motor pool operations in support of VIP visits. Incumbent has overall responsibility for motor vehicles safety program to include SMITH system training and DriveCam. Supervises and reports on any vehicle collisions/mishaps/accidents in Post. Directly supervises one Deputy Motor Pool Supervisor, three Dispatchers and three Mechanics. Provides second level supervision to 40+ drivers through the Deputy Motor Pool Supervisor.

MAJOR DUTIES AND RESPONSIBILITIES
Supervision (65%)
Directly supervises 1 Deputy Motor Pool Supervisor, 3 Motor Pool Mechanics, and 3
Dispatchers. Second level supervisor for over 40 full time drivers. Acts as a leader to all Motor
Pool staff. Conducts spot check on drivers and provides in-house training on standards and
customer service. Overseesthe DriveCam and SMITH System programs at post. Coaches
Motor Pool drivers for Drivecam. Supervises incidental drivers in post and their related training
needs. Point person on VIP motor pool needs. Supervises staff performance evaluation and
timekeeping functions for all motor pool staff.

Fleet Management (35%)
Directly responsible for the management of over 80 vehicles in the motor pool, including light
and heavy armored vehicles, all terrain utility vehicles, and passenger vehicles. Oversees
inventory or all vehicles and vehicle records including registration and importation documents,
procurement documents, fuel consumption and mileage, maintenance schedules, repairs and
vehicle replacement records. Coordinates new vehicle acquisitions in accordance with
standardization and USG regulations, and recommends vehicles for disposal. Prepare all
required reports on various aspects of motor vehicles operations and maintenance as required
by the GSO, including Mishap reporting. Provides guidance to Facilities Maintenance, GSO
Housing/Shipping, and other sections that use motor pool. Assigns vehicles to these sections
and provide guidance to ensure their compliance with motor pool vehicle policies.

QUALIFICATIONS REQUIRED

a. Education:
Completion of two-year college in Business Administration or related field is required.
b. Experience:
Three years of supervisory experience required. One year out of the three years must be in
supervising drivers/dispatchers/vehicles is required.

Level IV (fluent) speaking and written communication in English and Kiswahili is required. (This will be tested)
d. Skills and Abilities
Valid driver’s license is required.

Senior Estate Officer will have responsibility of managing daily operations at WHC properties. Tasks include maintaining property, rentals, marketing and filling vacant spaces, screening prospective tenants/buyers, enforcing leases and securing premises.

d) Specific Duties and Responsibilities
i) Advertise Lettable spaces and negotiate lease terms.
ii) Perform tenant/buyers screenings.
iii) Act as liaison between tenants and property owners.
iv) Collect rent on a monthly basis and handle late payments in a timely manner.
v) Maintain property by addressing tenant complaints, completing repairs, contracting landscaping and snow removal companies and enforcing rules of occupancy.

e) Academic Qualifications and Experience

Land Surveyor will be responsible for provision land survey information for engineering, map making, mining, land evaluation, construction, and other purposes.

d) Specific Duties and Responsibilities:
i) Prepare and maintain sketches, maps, reports, and legal descriptions of surveys in order to describe, certify, and assume liability for work performed.
ii) Direct or conduct surveys in order to establish legal boundaries for properties, based on legal deeds and titles.
iii) Prepare or supervise preparation of all data, charts, plots, maps, records, and documents related to surveys.
iv) Plan and conduct ground surveys designed to establish baselines, elevations, and other geodetic measurements.
v) Search legal records, survey records, and land titles in order to obtain information about property boundaries in areas to be surveyed.

vi) Coordinate findings with the work of engineering and architectural personnel, clients, and others concerned with projects.
vii) Ensure surveying instruments and equipments are safely kept and maintained.
viii) Establish fixed points for use in making maps, using geodetic and engineering instruments.
ix) Train assistants and helpers, and direct their work in such activities as performing surveys or drafting maps.
x) Analyse survey objectives and specifications in order to prepare survey proposals or to direct others in survey proposal preparation.
xi) Compute geodetic measurements and interpret survey data in order to determine positions, shapes, and elevations of geomorphic and topographic features.
xii) Conduct research in surveying and mapping methods, using knowledge of techniques of photogrammetric map compilation and electronic data processing.

Comic Relief Programme Officer at Save the Children (2 positions open)

Child Safeguarding:
Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE:
The Tuwekeze Pamoja Project Officer takes the responsibility of operationalizing the violence-free environment approach of the Tuwekeze Pamoja project in Songwe programme area. The post-holder will be expected to lead on the day-to-day delivery of community work that aims to eliminate violence in homes, communities and schools (referred to as the ‘core plus’ component of the project). This includes working closely with local government officials and community members, including training and ongoing
coaching support to mentors to deliver training and behaviour change activities in all villages across 4 wards in the district.  The post-holder will work closely with the programme team in both Save the Children and the project partner, ADP Mbozi, to ensure overall cohesion and strong coordination throughout implementation.  Reporting to the Tuwekeze Pamoja Coordinator, the post-holder will also liaise with the Child Protection Coordinator in Mbozi and the Child Protection Specialist based in SCI Dar es Salaam on technical matters relating to the project activities.



SCOPE OF ROLE:
Save the Children has been operational in Tanzania since 1986 providing support to children through developmental and humanitarian relief programmes delivered in support of Government of Tanzania priorities and policies both directly and through local partners.  Current programming focuses on child protection, child rights governance, education, nutrition, HIV/TB and emergency response. In 2012, as part of a global reorganization process, Save the Children combined programmes of SCUK, SCUS, SC Sweden to create a single operation in Tanzania.  We currently have an operational presence in Dodoma, Singida, Shinyanga, Zanzibar, Songwe and Kigoma as well as Dar es Salaam and we also work through partners in other parts of the country. We employ nearly 100 staff and have an annual operating budget of approximately $10 million.

Reports to:  Senior Comic Relief Programme Coordinator
Dimensions: Maintains strong linkages with the Tuwekeze Pamoja MEAL Officer and Tuwekeze Pamoja partner, ADP Mbozi, Project Officers.

KEY AREAS OF ACCOUNTABILITY:
Under the direction of the Tuwekeze Pamoja Project Manager and Project Coordinator, the Project Officer will be responsible for:

Project Activity Implementation

Carry out community mentor training activities as per the project detailed implementation plan – this may involve conducting trainings over the weekends from time to time;
Support the establishment of new caregiving groups and conduct regular monitoring visits to ensure effective implementation of the project’s ‘core plus’ sessions;
Conduct regular visits to the ‘core plus’ implementation villages (approximately 18 villages), providing ongoing advice and support to all community mentors (up to 36 mentors) in the 4 wards of responsibility;
Support the implementation and monitoring of behaviour change activities are undertaken as per plans in each village in the 4 wards of responsibility;
Prepare and submit monthly, quarterly work plans and reports in accordance with the agreed schedules with the Tuwekeze Pamoja Senior Comic Relief Programme Coordinator;
Sensitize key stakeholders at ward and village level about Tuwekeze Pamoja activities;
Provide ongoing advice, technical support and capacity building to Ward and Village Authorities to enable them to fulfil their respective roles in the implementation of the project and for future implementation of activities;
Provide liaison and coordination support with other Tuwekeze Pamoja activities in Mbozi District;
Coordinate with Save the Children’s partner, ADP Mbozi, to strengthen the collaboration and smooth implementation of community activities in the same areas of operation;
Highlight early to the Tuwekeze Pamoja Senior Comic Relief Programme Coordinator and Programme Manager any potential constraints to implementation of project;
Represent Save the Children in relevant Ward and village-level meetings.

Project Monitoring, Assessments, Evaluations and Reporting

Support data collection for evaluations/assessment studies;
Refine, as necessary and in collaboration with MEAL staff, community monitoring tools;
Provide monthly activity plan to the project MEAL focal person for field monitoring;
Monitor progress of the project against agreed project targets and indicators;
Share case studies, human interest stories, documentaries and other related materials with the project management and MEAL teams.
In collaboration with other Tuwekeze Pamoja team members, develop and track Quality Benchmarks for the project

Accountability and Organisational Learning

In collaboration with other Tuwekeze Pamoja team members, participate in learning activities such as planning for Tuwekeze Pamoja project review workshops, prepare lessons learnt reports, etc.
Participate in organizing activities that promote participation of beneficiaries and children in monitoring and evaluating Save the Children’s Tuwekeze Pamoja project;
Provide feedback on monthly action plan trackers and accountability databases, taking relevant measures to implement action points;
Collect and manage complaints and feedback in close coordination with MEAL team;
Ensure complaint responses are provided to complainants on a timely manner and collect their feedback after response is provided;
Identify and document key lessons learned from the project.

Representation and Advocacy

Explore opportunity that Save the Children’s work is implemented with efforts of other agencies and government, advocating for the specific needs of children.
Ensure that Save the Children’s work is coordinated in collaboration with other SC sector teams to strengthen programming and impact for children.
Provide appropriate information of Tuwekeze Pamoja programme to facilitate the effective engagement with donor and Tanzania government officials at all required levels as required to ensure Save the Children is considered a preferred and active partner in Tanzania and in Mbozi District specifically.

The Mwalimu Nyerere African Union Scholarship Scheme was launched in 2007 with the aim of contributing to the production and retention of high caliber African human capital for sustainable development of the continent in critical development areas, while promoting regional integration through intra-Africa mobility of students. The Scholarship Scheme is intended to enable young Africans to study in reputable African Universities with a binding agreement that beneficiaries will work in any African country for at least the same duration of scholarship period after graduation. To encourage the participation of young African female students at postgraduate level, for Masters and PhD programmes in the fields of Science, Technology, Engineering and Mathematics (STEM), the African Union Commission is offering a Call for Scholarship Applications (For Female Applicants Only).

ELIGIBILITY CRITERIA

To be eligible for the Scholarship, a candidate must:
i. Be a Female Citizen of an African Union Member State
ii. Be under the age of thirty five (35) years for Masters Programmes; and under
forty (40) years for PhD Programmes.

iii. Be a holder of a Bachelor’s Degree in the relevant field, at the level of Upper
Second Class Honours for a Masters’ Programme; and a holder of Masters’
Degree in the relevant field for a PhD Programme. The degree must be from
a reputable University
iv. Have demonstrated outstanding academic achievement as evidenced by
academic transcripts, and academic awards if any.
v. Have proof of admission to undertake a full time Masters or PhD programme
in a recognized university of an African Union Member State.
vi. Be willing to commit to work in an African Union Member State on completion
of studies for at least three (3) years.
No application will be considered without an admission letter from a university.
Note: In order to promote, intra-Africa student mobility, candidates are encouraged to
seek admission to universities in countries other than their own.

THE SCHOLARSHIP AWARD
The scholarship award covers the following:
Tuition Fees: According to an official invoice from the Host University.
Stipend: 500 US$ monthly, to support living expenses such as housing, food, utilities,
local transportation and medication.

Book Allowance: An allowance of 500 US$ per year for the purchase of books.
Air ticket: A round-trip economy fare for the most direct route between the
beneficiary’s home country and the study destination of host Institute.
Travel Allowance:
 One-off payment of 250 US$ to contribute towards ground transportation from
airport and settling-in costs
 One-off payment of 350 US$ to assist with shipping and other terminal
expenses; upon departure from the host Institution after successful
completion of the study.
Computer Allowance: One-off payment of 1,000 US$ for the purchase of laptop
computer and accessories.

Note: Candidates must complete all academic work within the specified period of the programme as the scholarship cannot be extended.
