Maternity Africa is a local nonprofit organization in Tanzania, devoted to helping make child birth safe and treating obstetrical fistulas. We support local communities, provide information to keep mothers and babies healthy, as well as excellent medical care and training to ensure safer deliveries.
We are looking for a Procurement Officer who will be responsible for the external negotiation and purchase of supplies and services at minimum cost, consistent with delivery requirements and quality specifications, expediting, and vendor evaluation duties in accordance with standard purchasing procedures. Must identify and investigate new sources of supply, cost and delivery. If you have experience with this tasks, very strong interpersonal skills due to daily interaction with vendors then this is a perfect opportunity for you!



Duties and Responsibilities

  • Solicit and analyse tenders from prospective suppliers and make recommendations to the Kivulini Tender Committee.
  • Drafting and negotiation of purchase contracts for products and services necessary to the efficient running of the Kivulini Maternity Centre.
  • Allocate purchase requests to preferred suppliers and ensure timely delivery of all required services.
  • Develop a procurement strategy that ensures price effectiveness, product quality, regulatory compliance and robust supply alternatives for the most vital supplies.
  • Liaise with the Tanzanian Food and Drug Administration, Tanzanian Bureau of Standards and the Tanzanian Revenue Authority to ensure all necessary import documentation is prepared consistent with Maternity Africa’s tax status.
  • Liaise with the selected clearing agents to ensure the cost effective and timely transport of imported goods to the Kivulini Maternity Centre.
  • Maintenance and protection of all documents relating to negotiated contacts and purchases.
  • Validate supplier invoices for conformity with purchase orders and supply contracts and recommend them for payment.
  • Ensuring Supplier, contract and purchase information is accurately entered into the Maternity Africa Purchasing, Inventory and Accounting Information Technology Systems.Track and report key functional metrics to reduce expenses and improve effectiveness.
  • Keep updated on changes in the marketplace, suppliers or legal requirements and make recommendations to minimise the impact Maternity Africa.
  • Collaborate with Key personal to ensure purchases are within the requirements of the department and company.
  • Perform any other relevant duties as required by the management in the day to day running of the Kivulini Maternity Centre.

Qualifications and Requirements


  • Minimum of a diploma in Procurement or Purchasing and supplies management.
  • Three years’ Experience
  • Familiarity with IT based purchasing and stock management system
  • Strong competence with Microsoft Office especially Excel and Word
  • Uncompromising Integrity
  • Strong negotiation and persuasion skills
  • Excellent oral, negotiation and written communication skills
  • Strong organizational and time management skill

1.1.1 TRANSPORT MANAGER 1 POST MSD HEAD OFFICE 
1.1.2 REPORTS TO: DIRECTOR OF LOGISTICS

1.1.3 BROAD FUNCTION:
Responsible for managing the execution, direction, and coordination of all transportation matters within the organization including managing budgets, organizing schedules & routes, ensuring that vehicles are safe and meet road worth standards and legal requirements, and making sure that drivers are aware of their duties.

1.1.4 DUTIES AND RESPONSIBILITIES:
• Advise the Director of Logistics on all matters related to Transportation.
• Implement MSD Strategic Plan in relation to Logistics objectives and enables other directorates perform their functions through innovative approaches for efficiency and cost effective measures.
• Implement Transport performance contract and Strategic Management Office (SMO) targets in the Directorate
• Routes Optimization Planning and Load Scheduling for multi-drop deliveries incorporating the transport management business model as an SBU.
• Embedding a cargo management function with portal and make use of an online logistics market platform.
• Analyze expenditures and other financial information in order to develop plans, policies, and budgets for improving services
• Supervise a system of effective inspection to ensure timely maintenance services to avoid lost time. • Liase with respective departments to ensure transport service in maximized and optimized as Strategic Business Unit meeting the RBF indicators of perfomance.
• Prepare annual plans, budget and budgetary control, periodic reports and other resources for the section




1.1.5 QUALIFICATIONS AND EXPERIENCE:
• Master’s Degree in one of the following fields: Business Administration, International Business, Transport and Logistics Management or Procurement and Supply Chain Management or equivalent qualification from a recognized institution.
• Bachelor Degree in Transport, Engineering, Economics, Sociology or Statistics or Logistics Management or equivalent qualification from a recognized Institution
• Ten years of working experience of which four must have been in a senior position.
• Computer literate,
• Must be registered with Chartered Institute of Transport and Logistics

ROLE PURPOSE STATEMENT:
To plan, supervise and execute company flights in accordance with legal and company policies and procedures for safe, efficient and economic conduct of flights.

Duties and Responsibilities

It is the responsibility of the PIC to ensure the safe and efficient operation of the aircraft in all stages of ground and flight operations. Plan, and supervise the execution of company flights in accordance with legal and company policies and procedures, authorized checklists and to ensure safe, efficient and economical operation.
The PIC will co-ordinate the flight preparation according to directives and procedures in this manual and other relevant Manuals and ascertains that all aspects are covered.
The PIC will ensure that the checklist and standard operating procedures are adhered to and thoroughly carried out.
It is company policy in order to check the adequacy and ability of each aircraft commander to operate the aircraft efficiently and safely during the mandatory competency check or at any other time that may be decided by the Chief Pilot.
Be responsible for the operation and safety of the aircraft from the moment the aircraft is ready to move for the purpose of taking off until the moment it finally comes to rest at the end of the flight and the engines are shut down. The PIC must ensure that:
The prescribed instruments, radios, life jackets, first aid kits and all necessary equipment are installed and serviceable.




The aircraft is serviceable, and that the current certificate of maintenance/release is in force and that the previously reported defects have been notified in the Technical Log as rectified or transferred to the defect log.
The aircraft has been correctly loaded and that the load and balance sheet has been accurately completed in duplicate.
That sufficient fuel and oil is carried for the flight including reserve specified by the compan
That the performance of the aircraft is adequate for prevailing conditions.
The route information, radio facilities, alternate airfield(s), danger and prohibited areas and any other route information are available.
That a meteorological forecast has been obtained to cover the route destination and alternate.
The PIC as a senior member is expected at all times and in all circumstances to behave correctly. He has to set a high standard of behavior, as he is responsible for the discipline and appearance of his flight crew and cabin crew at all times both in the air and on ground.
Be responsible for the safety of all crew members, passengers and cargo onboard when the doors are closed.
Have authority to give all commands he deems necessary for the purpose of securing the safety of the aircraft and of persons or property carried therein, and all persons carried in he aircraft shall obey such comman The PIC will take any action deemed necessary to ensure the safety of the flight; if these actions divert from prescribed procedures he will do so in consultation with other crewmembers and submit a report about his action to the applicable Fleet Manager.
Have authority to disembark any person, or any part of the cargo, which in his opinion, may represent a potential hazard to the safety of the aircraft or its occupan
Not allow a person to be carried in the aircraft who appears to be under the influence of alcohol or drugs to the extent that the safety of the aircraft or its occupants is likely to be endan
Have the right to refuse transportation of inadmissible passengers, deportees or persons in custody if their carriage poses any risk to the safety of the aircraft or its occupan
Ensure that any passengers are briefed on the location of emergency exits and the location and use of relevant safety and emergency equipment.
Confirm that the aircraft performance will enable it to complete safely the proposed flight.
Not permit any crew member to perform any activity during take-off, initial climb, final approach and landing except those duties required for the safe operation of the aircraft.

Minimum Qualifications
In possession of Airline Transport Pilot License with a maximum of 5000 HRS total flying hours of which 1500 as PIC and 500 as PIC on 16 tons and above.
Operational background – at least 5 years experience in commercial air transport
Excellent communication and interpersonal skills
License qualification and recency as per GOM and TCAA requirements
CRM trained

Primary Responsibilities:

IT Support

  • Provide hardware technical support-laptops .
  • Provide software technical Support-Windows and applications.
  • Talk staff through a series of actions, either face-to-face or over the phone, to help set up systems or resolve issues.

DUTY STATION: Arusha (Tanzania) with field missions in project area (Greater Kilimanjaro Ecosystem: in Tanzania includes the Enduimet Wildlife Management Area; in Kenya the OlgululuiOlolarashi Group Ranch (OOGR) and 4 conservancies to the Tanzania border).

DURATION OF THE CONTRACT: 12 months (renewable for others 2 years)

STARTING DATE: March 1st 2018 General duties: The Project Manager will be in charge of the planning, implementation, monitoring and supervision of all project activities in conformity with the project document and the donor’s procedures. The PM will work under the supervision of the Project Coordinator (main applicant) and in coordination with the Project Manager of the activities carried out in Kenya, contracted by the African Conservation Center (project co-applicant).

Key responsibilities

Management and coordination of the project’s staff allocated to the project’s implementation. Particularly, in coordination with Oikos Country Administrator the PM will:

Develop the Terms of Reference for the project personnel;  carry out the candidates’ selection;  prepare local contracts;  supervise staff field’s work, monthly timesheets and reports.

Prepare the needed Memorandum of Understanding (MoU) between Oikos, the local authorities and key stakeholders for the implementation of the Action in Tanzania and ensure that all the relevant MoUs are in place in the Kenyan section.

Coordinate project activities with the co-applicant, relevant actors (local authorities at Regional, District, Wards and village level) and significant project stakeholders.

Provide technical support for project activities, among others: land use and mapping with a focus on viable wildlife corridors; human wildlife conflict mitigation measures; community based wildlife tourism; facilitate roundtables and workshops among project stakeholders in both countries.

Support the design of the Monitoring & Evaluation Plan according to the Logical Framework of the Project; in particular, identify project indicators to monitor the impact of project activities and results and organize the baseline data collection.

Prepare a visibility and communication plan, following the donor’s procedures and under the supervision of Istituto Oikos’ visibility & communication team.

Organize and coordinate the missions of international experts, local consultants and EU officers.

Manage, in collaboration with the Country Administrator, the project financial resources in compliance with Oikos’ internal procedures and donor’s procedures.

In particular support the following: monthly control of the budget and of the expenditures incurred;  verification of the monthly financial reports to be shared with Oikos’ financial departments; preparation of the budget requests; if needed, prepare donor’s budget amendments and no-cost extensions supporting documents.

Compile the following reports:
A monthly technical report (based on the reports of the technical staff) to be submitted to Istituto Oikos HQ according to Oikos procedures and formats. An annual technical report as per donor’s procedure, in collaboration with the Project Coordinator, to be submitted to Istituto Oikos HQ for preliminary approval. The PM will also support the preparation of an annual financial report in collaboration with Oikos Country Administrator. A Result Oriented Monitoring (ROM) report to be submitted according to the donor’s requirements. Any other report and supporting document that might be required.




REQUIREMENTS:
Master’s Degree in Science (Wildlife Biology, Environmental Sciences, Ecology, Agronomy, Forestry or related). At least 6 years of experience in the field of rural development and international cooperation projects. Strong experience in African context with EU funded projects will be considered an added value.

Capacity to plan, implement and monitor field activities. Strong experience in working in consortia of partners and committed to teamwork. Effective communication, motivating leadership and interpersonal skills. Very good reporting writing skills and computer literacy. Sound knowledge of EU procedures (management of the financial resources, monitoring & evaluation, visibility activities, reporting). Excellent command of spoken and written English language. The knowledge of Ki-Swahili will be considered an added value.

DESCRIPTION OF THE PROJECT
The project aims at increasing communities’ capacities to support sustainable ecosystem management and wildlife conservation through improved pastoralist livelihood, land and livestock management in the Greater Kilimanjaro Ecosystem (Greater Amboseli, Mount Kilimanjaro, Mount Meru, Enduimet CWMA ecosystems).

Main results and activities:

RESULT 1 – Wildlife movements within the greater Kilimanjaro-Amboseli Ecosystem are secured by enhancing community participation in conservation of the transboundary Minimum Viable Conservation Areas (MVCAs) and connectivities A1.1 – Participatory Resource Mapping (wildlife/livestock/land use) and identification of MVCAs and realistic conservation strategies; A1.2 – Implementation of key activities in Amboseli Ecosystem Management Plan and OlgululuiOlorashi Group Ranch (OOGR) Conservation & Development Plan, (Kitirua and Kitenden Conservancies); A1.3 – Land use plan for Rombo Group Ranches; A1.4 – Protection of the Iliangarunyori/Maparasha corridor in the SORALO landscape.

RESULT 2 – Community participation in Transboundary Conservation is incentivised through wildlife-based enterprises and livelihood development and conflict is reduced through mitigation measures A2.1 – Improving productivity of pastoral production systems; A2.2 – Development of community based eco-tourism products; A2.3 – Governance training of the Enduimet CWMA and OOGR Board; A2.4 – Exchange of knowledge between the Enduimet WMA and Olgulului-Olorashi GR to improve cross-border coordination; A2.5 Conflict working groups, response protocols, information sharing and training in mitigation measures.

RESULT 3 – Wildlife crime decreased through education, communication and collaboration between cross border key stakeholders A3.1 – Development of transboundary community cooperation through communication enhancement; A3.2 – Design of ad hoc wildlife conservation communication products for local communities; A3.3 –Conservation awareness raising through educational activities; A3.4 – Communication and marketing investments for community-based tourism products; A3.5 – Tourism product development training for community members.
