Duties and Responsibilities

  • Payroll management (Prepare payroll, obtain approval and process to the bank and support all other employer payroll related requirements).
  • Working closely with the Director to input into risk management and compliance.
  • Developing, documenting and implementation of quality accounting systems and processes.
  • Contribution to the business development for the centre.
  • Budget management and preparation of management reports.
  • Prepare cash flow management processes
  • Process accounts payment and record payments.
  • Provide regular creditor reports.
  • Prepare & send invoices to debtors as required, follow up debtors, maintain expected payment dates in cash flow spreadsheet, and oversee payment receive and record.
  • Action regular reconciliations of all bank accounts and credit.
  • Prepare accruals as required and record.
  • Maintain asset register and depreciation schedule.
  • Support preparation of annual audits & preparation of annual financial statements working with the treasurer, external accountants and auditors.
  • Prepare and pay associated payroll payments e.g. NSSF/PAYE.
  • Work with the centre directors on risk management, disaster recovery & contingency planning.
  • Work with all staff to ensure efficiency and effectiveness and continuous improvement of all systems & services including preparation of procedures and documentation as required.

Qualifications and Experience

o Bachelor degree or diploma in accountancy/financial management.

o Three years work experience in accountancy.

o Fluency in English language.

o Very good understanding and efficient use of accounting packages.

o Proven high level of integrity.

WWF-Tanzania Country Office (WWF-TCO) is seeking to hire the “Communication Officer” to be based at WWF Tunduru Office.

Main Task
Under the technical guidance of Communications Manager and support from programme coordinators The Communications Officer will be responsible for ensuring the delivery of outputs under the SIDA CSO Programme that are related to awareness-raising, communications and capacity strengthening in general; facilitating sharing knowledge, raising awareness and increase the programme visibility in the Ruvuma Landscape, partner institutions and other relevant stakeholders on issues relating to conservation of natural resources.

Specific Tasks
The Incumbent will work closely with the Communications manager to execute the following tasks: Ensure that relevant program materials such as Human Interest Stories, donor reports, proposals, factsheets, infographs etc. are developed and disseminated to donors and target groups through relevant media and network channels. The Communications Officer will assist WWF program officers in the proposal development stage to identify appropriate communication activities for the projects.




Develop and maintain contact information, materials and relationships with journalists and media outlets (print, TV, radio, web etc.) within and outside Tanzania to increase coverage of conservation issues in the media (print, broadcast and digital). Specific activities may include: • Draft and edit articles, press releases, human interest stories and other advocacy/information materials. • Collaborate with the media by organizing project site visits; facilitate photo coverage and TV footage and utilizing both web-based and traditional media as appropriate. Monitor and evaluate the use and effectiveness of media materials. Maintain a library of media coverage, clippings etc.

Manage the Selous-Niassa Wildlife Corridor web site to ensure it has updated contents of appropriate and very high quality materials that convey the essence and significance of the corridor in ensuring connectivity of the two protected areas in Tanzania and Mozambique.

Required Qualifications:
Relevant University, level qualification in the field of Communications, Public Relations, Marketing, Journalism, International Relations and Development is required. Natural resources conservation knowledge will be an added advantage. At least five years of similar work experience is required.

3.0MUHIMBILI UNIVERSITY OF HEALTH AND ALLIED SCIENCES (MUHAS)
3.1INTRODUCTION
The Muhimbili University of Health and Allied Sciences (MUHAS) started as the Dar es Salaam
Medical School in 1963. The school then transformed into the Faculty of Medicine of the
University of Dar es salaam that in 1991 was upgraded and became a college–the Muhimbili
University College of Health Sciences (MUCHS). In 1996, the Faculty of Medicine that was
upgraded to a constituent College of the University of Dar es Salaam, with the aim of nurturing it
to a full-fledged university later on was merged with the Muhimbili hospital to create the
Muhimbili Medical Centre (MMC).
Over the years MUCHS made significant achievements in terms of increased student
enrollment and development of several new academic programmes. The Parliament Act No. 9
of 1991 that established MUCHS was repealed in 2005 through the universities Act No. 7 of
2005. Subsequently, in 2007 Article 1 of the Charter of Incorporation established MUHAS in line
with the Universities Act No 7 of 2005.
The objectives of the University are the advancement of knowledge, diffusion and extension of
technology and learning, the provision of higher education and research and, so far as is
consistent with those objectives, the nurturing of the intellectual, aesthetic, social and moral
growth of the students at the University. MUHAS has two campuses; Muhimbili Campus and
Mloganzila Campus.

TAFORI with its Headquarters at Kingolwira in Morogoro Municipality has Seven Research

6.0BENJAMIN MKAPA HOSPITAL
Benjamin Mkapa hospital is established as a Corporate Body to provide quality specialized
health services, which are not offered in the country, thus reducing Government burden
resulting from referring patients abroad. The Hospital is aimed to be a centre of excellence for
medical services in terms of diagnosis and treatment specifically for urology, nuclear medicine,
and Telemedicine and Endoscopic services. Furthermore, the Institute will provide training and
carry out research in various areas of public health concern.
Upon completion, the Hospital will have 300 beds capacity and serve both in and out patients
from within and outside the country. The Hospital, when fully operational, will provide a broad
spectrum of services including emergency medicine, Intensive Care Unit (ICU), imaging
(Magnetic Resonance Imaging (MRI), Computerized Tomography Scan (CT Scan),
Mammography, X-ray, Ultrasound, Gamma Camera, angiography, Positron Emission
Tomography (PET/CT), Single Photon Emission Computerized Tomography (SPECT/CT),
Cathlab, Gamma Knife, Laboratory services (Biochemistry, Virology, Microbiology) Non
Invasive Surgical Services and radiotherapy services.
6.1RADIOLOGIST – 1 POST
6.1.1 DUTIES AND RESPONSIBILITIES
i. Performing Radiological procedures; and
ii. Interpreting Magnetic Imaging Resonance, Computed Tomography, Ultra-Sound
and Radiographs.
6.1.2 QUALIFICATION AND EXPERIENCE.

7.0 KILIMANJARO CHRISTIAN MEDICAL CENTRE (KCMC)
Kilimanjaro Christian Medical Centre is located in the foothills of the snow-capped, Mount
Kilimanjaro, Tanzania. It was opened in March 1971 by the Good Samaritan Foundation, who
planned and raised large funds to build and equip it.
KCMC is a referral hospital for over 11 million people in Northern Tanzania. The hospital is a
huge complex with over 600 beds, with hundreds of outpatients and visitors coming to the
centre every day. Over 1000 staff are employed at the centre.

8.0ARDHI UNIVERSITY (ARU)
The Ardhi University (ARU) was established after transforming the former University College of
Lands and Architectural Studies (UCLAS) which was then a constituent college of the
University of Dar es Salaam from 1st July 1996. The history of Ardhi University, however, dates
back to 1956 when the then Surveying Training School offering land surveying technician
certificate courses was established at the present location of Mgulani Salvation Army Camp in
Dar es Salaam. Then, that school was moved to the present location at which it is today (the
Observation Hill) in 1958. In 1972, the school became called Ardhi Institute. The Institute
offered two-year diploma programmes in the fields of Land Surveying and Land Management
and Valuation. In the same year a three-year Diploma program in Urban and Rural Planning
was introduced.

9.0TANZANIA EXTRACTIVE INDUSTRIES TRANSPARENCY INITIATIVE (TEITI)
The Tanzania Extractive Industries Transparency Initiative (TEITI) is an institution established
by the TEITA Act. 2015. It started to operate in Tanzania from 2009 when EITI Board
(International Board of EITI) admitted Tanzania as an EITI candidate and three years later (in
2012), Tanzania became compliant with EITI global standards.
TEITI operates under the Management of Multi-Stakeholders Group (MSG) that is a Committee

Social Solutions International, Inc. (Social Solutions) is accepting curricula vitae from mid- to senior-level Tanzanian development specialists who are available and interested in a one year posting in Iringa, Tanzania. This position will be under the Expanding Monitoring and Evaluation Capacities (MECap) task order for which Social Solutions is the prime contractor.

The main goal of MECAP is to contribute to the strengthening of project design, monitoring and evaluation (M&E), collaborating, learning and adapting (CLA) at the United States Agency for International Development (USAID).

Role Overview

After a brief orientation period, this Program Cycle Fellow will serve in an advisory and capacity-building role for program-cycle related functions within the Iringa Regional Secretariat in Tanzania. S/he will serve in a coordination and facilitation role for the Iringa Integrated Activity Hub and support implementation USAID Tanzania’s CLA Plan and building CLA capacity at the regional level. The Fellow will generate, analyze and share information and knowledge among Hub partners to inform decision making and adaptive management, while also functioning as a regional representative of the Program Office and serving as a feedback channel from the field to the cross-sectoral Development Objective (DO) teams. The Fellow will play a key role in supporting IPs to better engage with local government organizations and one another, to further institutionalize mechanisms for regional coordination and integration, with greater focus on building Council-level capacity in this regard.

The Program Cycle Fellow is expected to work under the guidance of the USAID Program Office, and in collaboration with the Regional and Local Government staff. The Fellow will work day-to-day with a team of Government of Tanzania (GOT) staff across development sectors, including health and population, nutrition, social welfare, community development, agriculture, education, democracy and governance, and economic growth, including natural resources management and energy. S/he will also support monitoring and evaluation of the Iringa Hub’s integrated programming efforts and document results and lessons learned for USAID/Tanzania and partners. The Fellow will be expected to work independently, yet collaboratively, with regional and district counterparts and maintain open communication with Program Office, DO-team colleagues, and managers of representative activities and will report to the USAID/Tanzania Program Office MEL Team Lead.




Qualifications

Tanzanian National
8+ years of experience working with the Government of Tanzania (GOT), international donors, and/or implementing partners
Demonstrated familiarity with GOT at regional and/or district level (5+ years), as well as donor-funded programming at the regional and/or national level (3+ years)
Demonstrated experience in building relationships between GOT and donor/implementing partners
Experience designing and implementing international development programs with USAID and/or other large development assistance agencies (including large NGOs, contractors, or international organizations).
Experience providing advice to international development managers in the field; including working in the field or supporting field projects to achieve an operational mission or to implement a project or activity.
Experience with catalyzing programmatic learning and adaptive management in USAID or other foreign assistance agencies (including large NGOs, contractors or international organizations).
Master’s Degree+ in a relevant field (e.g., Planning, Business Administration)
Native Kiswahili proficiency; confidence and clarity in written and spoken English
Superior oral and written communication skills and listening skills: both proactive and diplomatic. Excellent public speaking skills and well versed in effectively organizing data in order to successfully support stakeholders in making decisions.

Introduction;
SNV, with funding from Comic Relief, is implementing a 54 months’ Income and Employment for Women and Youth in the Dairy North East Tanzania (IEWY) project, through a partnership between SNV Tanzania (as lead organisation), Match Maker Associates Limited (MMA), Nronga Women Dairy Cooperative Society (NWDCS), Capacity Building for Organisations (CABO) and Kilimanjaro Dairy Cooperatives Joint Enterprise Ltd, KDCE Ltd.

The overall aim of IEWY is to improve the livelihoods of dairy stakeholder with a strong focus on women and youth empowerment. The project objective is to increase incomes and create employment for 18,324 women and youth in rural households. Specifically this is achieved by (a) improving production and productivity of smallholder dairy farmers (b) increasing the amount of, and control over, income earned by women from dairy activities (c) enterprise and employment creation for young people, (d) developing viable producer organizations with improved services (e) increasing knowledge sharing, stakeholders dialogue, and learning to influence an enabling environment for equitable and inclusive smallholder dairy development and (f) increasing the capacity of implementing partners to continue improving income and employment opportunities for women and youth. The project will leverage SNV work in order to enhance youth employment and use of energy saving technology.

SNV had used the Organizational Capacity Assessment Tool (OCAT) to develop the capacity of the partners. Based on the assessment and prioritized areas a tailored Organizational Capacity Development Plan (OCDP) was produced for each organization, which will be used to guide the capacity building inputs. The plans are benchmarked for achievement of targets. Furthermore, the assessment tool is expected to be used every year to enable tracking of the progress of each organisation OCDP in leadership, business development and entrepreneurial-ship.

Objectives of the assignment;
It had been realised that, by developing capable local implementing partners that are not only technically-able and experienced in implementing projects to increase incomes and employment for rural youth and women, but who are also organisationally strong, the in-country capacity to scale up and replicate such projects is assured. Over the course of the project, CABO, Nronga and KDCE Ltd will gain further technical experience and performance references, and will receive training and capacity building in a range of organisational capacity areas. SNV had used the Organisational Capacity Assessment Tool (OCAT) to develop the capacity of our partners. The finding of OCAT for each organisation are available in the report which must be read by the consultant in order to support effective delivery of the assignment

It is for this reason SNV is seeking to contract interested consultancy organisations or firms to provide capacity strengthening intervetions to the implementing partners through skills development in business and entrepreneurship, project management and leadership. The enhancement of the skills is expected to be achieved through tailored made training to be delivered using training materials developed for the purpose and an application of a practical and effective methodology.

The consultancy organisation or firm is expected to contribute to achieving the following outcomes by the end of the assignment;

i. Skills enhanced in the 3 implementing partners members of management and boards in entrepreneurship, project management and leadership
ii. Improved governance and management practices in the 3 implementing partners through enhanced skills
iii. Improved sustainability of the 3 implementing partners through partnerships development and diversified resources to contribute to long term objectives
iv. Documentation of the learning process in capacity building and business development

Overview of the Position;
In providing technical support and capacity building in the mentioned areas, the consultancy orgnisation or firm will collaborate and work closely with the project implementing partners IPs. The project IPs are, SNV Tanzania, Capacity Building Organisation CABO, Nronga Women Dairy Cooperative Society NWDCS, Match Makers Associates MMA and Kilimanjaro Dairy Cooperative Enterprises Ltd KDCE Ltd. The KDCE Ltd is the newly registered joint enterprises in July. However SNV Tanzania and MMA will not be direct beneficiaries of this IPs capacity building assignment. The project activities are implemented in both in Hai district and Dar Es Salaam therefore most of the assignment will be done there. Nronga Women Dairy Cooperative and KDCE Ltd are based in Hai District while CABO is based in Dar Es Salaam. The consultancy firm or organisation should also bear in mind that women and youth are the main focus of IEWY project and their empowerment through project activities is important. The consultancy organisation or firm will report to and receive supervision from a designated SNV representative. The consultancy organisation or firm will be supported by SNV to understand the project outcomes and its related activities as well as SNV policies which are required to be abided to. The consultancy organisation or firm will coordinate, implement, and monitor the activities in the scope of work (see Annex 1). The consultancy organisation or firm will be encouraged to make use of, adapt and complement, the available resources from their organisation such as skills training manual and guides. The consultany organisation or firm will be expected to appoint a dedicated technical lead responsible for the assignment.

Other Responsibilities;
The consultancy organisation or firm will also be expected to:
i. Establish and maintain good relationships with project partners and stakeholders
ii. Provide timely and quality deliverables as per contract
iii. Contribute to knowledge development/learning events as part of the SNV Dairy team; i.e. joint reflection sessions, lessons learnt, challenges and case stories.
