INTRODUCTION:

Through INVEST, USAID/Tanzania seeks to unlock the potential of private capital (foreign direct investment, diaspora, and local) to drive inclusive growth. Increasingly, private investors and businesses are looking to emerging markets for better returns and new market opportunities. Encouraging investment in high-impact areas requires new forms of collaboration between USAID and the investment community.  Specifically, USAID can leverage its resources – grants/seed capital/subsidy funds/etc., technical assistance, guarantees, and convening power – to help raise awareness of investment opportunities, lower transaction costs, and mitigate the risk of investments that generate positive social, economic, and environmental impact.

Through INVEST’s flexible buy-in mechanism, USAID Missions and Operating Units can access an unprecedented network of firms and individuals that have the range of technical expertise needed to identify opportunities and effectively mobilize private capital toward development priorities. Using a lean approach tailored to high potential opportunities, relevant parts of the network will come together to research, develop, and build specific solutions that align private capital with development needs.

BACKGROUND:

Service level agreements (SLAs) between faith-based (FB) hospitals and the Government of Tanzania (GOT) are being terminated. SLAs have provided significant financial resources and critical medical staff for FB hospitals. Forty-four percent (44%) of all operating hospitals in Tanzania are owned and managed by the FB community, while 43% of all operating hospitals are GOT owned and managed.

The Christian Social Services Commission (CSSC) represents the FB hospital network. A March 2020 study conducted at a CSSC hospital, Sengerema Hospital, revealed that more than 60 percent of its operating funds have been through its SLA. More than 80 percent of the staff (214 healthcare workers) were seconded to the hospital and on the government payroll. A new government hospital is being constructed not far from Sengerema and it is anticipated that many of the current staff at Sengerma will be transferred to the new public hospital. Many CSSC hospitals, which have been designated hospitals, will face very similar problems as public hospitals in their vicinity come into operation

The GOT is expanding its network of 37 hospitals to 67 hospitals, some in the vicinity of existing FB hospitals. Because there is a severe shortage of health workers in the current public network with infrastructure that requires enhanced maintenance, it will take some time to raise the level of public healthcare to desired levels. This gives the FB hospital network a window of opportunity to develop a new niche in the national hospital system.

The challenging situation facing the CSSC healthcare network offers USAID an opportunity to participate in a significant transformation of the private health sector in Tanzania. The CCT and TEC religious leadership is now receptive to adopting market-based policies and practices that will increase the network’s self-reliance.

OBJECTIVES :

INVEST is seeking a consultant to complete a rapid assessment validate the interventions identified in the GH/CII exercise and propose solutions for intervention design in support of the USAID/Tanzania Mission in creating a pathway to a self-reliant, market oriented CSSC hospital network. This activities completed under this scope of work will be relayed to the Phase 2 activity, implemented by a procured partner, to design solutions per the validated interventions and findings from the rapid assessment.

ACTIVITIES:

Through a combination of desk-based research and stakeholder interviews, INVEST is seeking a consultant, to conduct an analysis to validate underlying hypothesis and determine requirements for the proposed solutions. The interventions, which are outlined in the problem statement below, were proposed in the 2018 GH/CII deep dive. The assessment should culminate in an analysis and validation of the revolving fund as an appropriate blended finance solution, including requirements for each solution set, and a proposal of solutions to be pursued in phase 2, and/or propose additional or alternative solutions that may be determined as more appropriate after the analysis. The assessment should also culminate with evidence, data, and examples of how CSSC hospitals can improve revenue generation, lower costs, etc.

Problem: CSSC hospitals must improve their long-term financial sustainability and strengthen their business model to improve their market competitiveness.

Result: CSSC hospitals can compete with public and commercial sector hospitals and are financially self-reliant.

Objective 1a : Establish a sustainable bridge financing mechanism that buttresses CSSC hospitals against cash flow problems due to delayed NHIF payments.

Intervention 1a.1.: Create a revolving fund for CSSC hospitals

As shown below, a revolving fund, initially capitalized by a loan from a local bank or other financial institution, will be supplemented by user fees paid by FB hospitals that need access to working capital loans.

Instead of the traditional reliance on collateral, bank loans will be disbursed against NHIF receivables and hospitals will repay the loans, plus interest, after they receive NHIF reimbursement. The activity will first target regions where the religious leadership and hospital administration demonstrate the highest commitment, capacity, and need for support in achieving national and USAID health goals. Over time as the pool of funds increases, more facilities can join and take out and repay loans. Eventually, the initial loan will be repaid to the bank and the revolving fund will become self-sustaining.

Intervention 1a.2: CSSC HQ staff provide technical assistance to member hospitals to reduce errors in completing NHIF claims, which contribute to delayed payment.

Objective 1b : Enhance the market competitiveness of CSSC hospitals

Intervention 1b.1 : A notional network-wide market segmentation strategy is emerging under the leadership of the CSSC office in Dar-es-Salaam. However, more bottom-up evidence is needed. Some hospitals have already implemented innovative market-based solutions, such as Selian Lutheran Hospital in Arusha. CSSC would like to document examples of successful revenue generation, reduction in operating costs, and innovative practices at Selian Lutheran Hospital and 4-5 other progressive hospitals, which will be shared by CSSC throughout the network.

The intervention described above is meant to support a holistic shift within the CSSC network away from dependence on government and donor grant funding and towards a more sustainable business model. There may be opportunities to streamline or combine some of these interventions or modify them depending upon what is ultimately needed to help support the CSSC hospitals.

ILLUSTRATIVE DELIVERABLES

The activities under this scope of work will take place over a 6 to 8 week period beginning July/August 2020.

Deliverables may include:

Phase 1: Assessment report to validate or restate hypothesis, identify potential solutions and draft requirements for the proposed solutions.

Organizational Setting

Within the framework of the Food and Agriculture Organization of the United Nations (FAO) Emergency Center for Transboundary Animal Diseases (ECTAD), under the overall administrative and functional supervision of the FAO Representative in Tanzania, the National Project coordinator will provide overall leadership, management and technical guidance to ensure the achievement of project objectives and delivery of project outputs at the country level.

Reporting Lines

The National Project Coordinator for Global Framework for Transboundary Animal Diseases – African Swine Fever (GFTADs-ASF) will work within the framework of the Food and Agriculture Organization of the United Nations (FAO), and under the direct supervision of the Country Team Leader (CTL) of FAO-ECTAD, Tanzania and in close collaboration with the programme and administration staff in FAO Tanzania. He/she will also work in close collaboration with the Regional Project Coordinator and the technical backstopping and supervision of the ECTAD Regional Manager for Eastern Africa.


Tasks And Responsibilities

The Project Coordinator will undertake the following duties and responsibilities:

  • Provide overall leadership, management and technical guidance to ensure the achievement of project objectives and delivery of project outputs at the country level in close consultation with the FAOR, the CTL and Government authorities.
  • Plan the recruitment, develop TORs and provide supervision of short-term consultants required to undertake specific tasks within the framework of the project as set in the SOW and/or WP,

  • Coordinate national validation workshop for the country strategy and contingency plan for ASF,

  • Monitoring and reporting on indicators and targets set to evaluate the progress and results achieved by the project in 2020; and for planning the implementation for year 2021.

Program Summary

Winrock is seeking Chief of Party (COP) candidates for an anticipated USAID-funded Water Sanitation and Hygiene (WASH)project in Tanzania. The project will apply a facilitative approach, working across government, private sector, and civil society, to strengthen availability, accessibility and reliability of WASH services. The project will foster close alliances with county governments and build their capacity for service delivery and regulation, while applying a market-driven lens to support private sector WASH service and equipment providers to deliver services to communities in Tanzania. The goal of the project is to 1) increase access to sustainable water services managed by the Rural Water Supply and Sanitation agency and urban water utilities, 2) increase access to finance for WASH, 3) strengthen the market for sanitation and hygiene products and services and 4) strengthen basin water boards and water user associations (WUA) to enhance stewardship of water resources. This position is contingent on receipt of donor funding.

Responsibilities

  • Provide overall technical leadership to strengthen sanitation and hygiene markets in Tanzania and scale sustainable models of water service delivery.
  • Facilitate and strengthen alliances with and between water governance institutions and organizations at the county, provincial and national levels.
  • Foster innovation and investment in water service delivery models and mutually accountable partnerships between private sector, county-level institutions and communities.
  • Establish and oversee a framework of building the service delivery and governance capacity of key water institutions including basin water boards and WUAs.
  • Apply adaptive management and learning approach to iteratively evaluate program results and impact. Institute adjustments to replicate and scale successful activities and course correct activities that are not yielding desired results.
  • Provide technical and administrative direction to project staff, consultants and partners, including identifying and responding to training and mentorship needs.
  • Work in close partnership with donor to ensure alignment of project with donor’s strategic goals and objectives, and application of program-wide learning and collaboration.
  • Coordinate and collaborate with host government programs and other donor projects to leverage resources and maximize results.

QUALIFICATIONS AND BACKGROUND:

Master’s degree required in relevant fields of study related to the sector of the project, including but not limited to business, international development, public administration/policy, water resources management, and Water, Sanitation, and Hygiene (WASH), value chain development.

Work Experience

  • At least 15 years of experience in donor-funded project management of which at least 7 years’ overseas experience with technical and/or operational issues related to a mix of WASH, sustainable water management, community and alternative livelihood development, governance and capacity building, value chain development.
  • Minimum 7 years of COP-level experience for complex ($20M USD and above) USAID-funded projects. Preferably as COP and on projects developing and strengthening markets and/or utilities.
  • An understanding of policy, economics, and market issues in the water and sanitation sectors, preferably in the Tanzania and/or East Africa context.
  • Proven ability to develop and communicate a common vision among diverse public and private partners and the ability to lead multi-disciplinary teams.
  • Experience integrating Gender Equality and Social Inclusion (GESI) into water security and livelihoods programming.

Skills

  • Technical understanding of water resource management and sanitation.
  • Knowledge of USAID policies and procedures as related to project management required.
  • Knowledge of the political, social, cultural, environmental, and development context of Tanzania strongly preferred.

POSITION SUMMARY

As Project Manager you will be responsible for the management of Cedar Tanzania’s current project portfolio as well as for the design of new projects in line with the organisation’s strategy and focus areas.

You will closely plan project activities and interventions with a team of field officers who are implementing the activities on the ground. You will support the field team in their daily operations, monitor, evaluate and report on project success and closely oversee project budgets and timelines.

We are looking for someone who is passionate about community development, able to adapt quickly in a multicultural team and shows a supportive and respectful attitude towards the team and community members alike.

RESPONSIBILITIES AND DUTIES

  • Management of Cedar Tanzania’s project portfolio (currently five ongoing projects and two in the developing stage), translating project goals and objectives into implementable strategies and plans including preparing related work plans/GANTT charts, conducting risk analysis, etc.
  • Line managing of the Cedar Tanzania field team (currently three members), providing support and directing their daily activities to ensure effective implementation of project activities, and building their capacity.
  • Implementation of Monitoring, Evaluation, Assessment and Learning (MEAL) activities.
  • Creating and maintaining oversight of projects budget, timelines and quality assurance.
  • Writing of project reports for various internal and external stakeholders.
  • Development of new projects in line with Cedar Tanzania’s focus areas.
  • Involvement in the development of project and communication strategies.
  • Support the grant-writing team with project relevant info, providing technical support and communication activities where needed.
  • As project descriptions cannot be exhaustive, the Project Manager may be required to undertake other duties that are broadly in line with the above key duties.

QUALIFICATION AND SKILLS

  • Minimum 2 years of relevant work experience (preferably in a developing country).
  • Degree in International Development or other relevant field
  • Excellent oral and written communication skills in English and good command of Microsoft Office.
  • Thematic experience in relevant field (e.g. public health, SRHR, entrepreneurship, gender equality, WASH).
  • High level of intercultural competence and communication skills.
  • Highly team- and solution-oriented, flexible and creative.
  • Leadership and people management skills desired.

Under the broad guidance of the Chief Development Manager, the Communications Lead assumes primary responsibility for planning, developing and implementing communication strategies to promote TAHA’s Visibility and Outreach Agenda. The incumbent will also be responsible for developing partnerships with other relevant organizations and to disseminate information and create awareness about horticultural issues and progressions in the horticulture sector.

Main Duties and Responsibilities

The Communication Lead will be in charge of the Communication & Information  team, therefore he/she must demonstrate strong  leadership skills.

The Communications Lead will work closely with TAHA’s Program Department, Production Department and MEAL Unit to ensure relevant program materials such as Human Interest Stories, success stories, factsheets, infographs etc. are developed, shared and stored through relevant media and network channels. The Communications Lead will assist TAHA’s program office in the proposal development stage to identify appropriate communication activities for the projects.
Media Relations: Develop and maintain contact information, materials and relationships with journalists and media outlets (print, TV, radio, web etc.) within and outside TAHA to increase coverage of horticulture issues in the media (print, broadcast and digital). Specific activities may include:

  • Draft and edit articles, press releases, human interest stories and other advocacy/information materials.
  • Collaborate with the media by organizing project site visits, facilitate photo coverage and TV footage and utilizing both web-based and traditional media as appropriate.
  • Monitor and evaluate the use and effectiveness of media materials. Maintain a library of media coverage, clippings etc.

Digital Communications/Social media: Maintain TAHA’s website and social media sites (Facebook, Twitter and YouTube) including daily monitoring, posting and content development and management.
Communications Lead will ensure timely and quality production of advocacy and branding materials such as periodicals, annual and donor reports, supplements, calendars, briefing notes, success stories, picture stories, videos, posters, etc.
The Communications Lead will develop and archive communication materials such as publications, press releases and clippings, photographs, audio-visual materials, web resources etc.
Assist in developing donor visit schedules/brochures. Support preparation of background materials, briefs and information kits for visiting donors and high profile guests/visitors. The task includes travel planning, logistics and administrative arrangements.
Events/campaigns: Assist in organizing and generating public support for special events and campaigns to promote strategic horticulture goals. Support organization of workshops, seminars, campaigns, events and project review meetings including agendas and meeting minutes.
Monitoring and evaluation Monitor and evaluate impact of communication materials and advocacy events/campaigns to target audiences.
The Communications Lead will have to work closely with program officers on a daily basis. He/She will maintain close interaction with communications and program staff of the TAHA network, and with entities associated with communications and horticulture work within and outside the government, including the local media and horticulture partners.

The incumbent Values and Ethics:  The candidate must have high level of integrity, accountability, and punctuality and be willing to work beyond normal working hours. He/she must also demonstrate and be exemplary in portraying TAHA’s values and ethics. He/she must be a good team player.

Minimum Qualification and other Requirements:

Education: Bachelors Degree in communications, journalism, public relations or a related field.

Experience: At least five years of similar work experience is required. Candidate should be able to work independently – with minimum supervision and guidance from supervisors. Demonstrated and extensive social media experience is an added advantage. Leadership and team management experience is a desired attribute.

Skills: Must have an eye for editing and attention to detail. Excellent written and oral English/Kiswahili communication skills and proficiency are required. Knowledge of other languages/dialects is an asset. He/she should have advanced working knowledge of MS Office (Word, Powerpoint, Excel and Publisher). Candidates with creative pop up design and layout skills and adept in using Adobe Photoshop and Pagemaker are an added advantage. TAHA has a lot of creative design to be done including the magazine therefore the incumbent must have a good technical understanding. Demonstrative and extensive social media experience is an added advantage.

For the purposes of implementing this programme, REPOA is currently seeking applications from qualified individuals to fill the position of a Training Assistant focusing on Agriculture Trade Actors and Support Institutions.

Job Summary

The Training Assistant is expected to coordinate day-to-day administration and logistics of tailored training as part of a multidisciplinary team of trade policy trainers and in line with REPOA’s research programme and its mandate.

Summary of duties and responsibilities

  • Ensure effective logistics before and during implementation of training to trade support actors and institutions in the five value chains of logistics, leather, horticulture, rice, and seaweed including: liaison with participants and venues, undertaking administrative preparation of course materials in liaison with the trainers, supporting trainers with formatting and branding of materials and ensuring the smooth running of tailored trainings;
  • Manage all training applications from initial enquiry stage to participation and follow-up, ensuring high quality of service delivery and responsiveness to trade supporting actors and institutions’ needs;
  • Support the development of training needs assessment surveys, feedback and monitoring systems;
  • Provide technical inputs and support in the development of appropriate training design/methodology for trade support actors and institutions in the five value chains of logistics, leather, horticulture, rice, and seaweed;
  • Provide technical inputs in the analysis of training participants for reporting on the training programme;
  • Provide support on filing, organising and archiving of training materials;
  • Assist with any other tasks required to support the programme’s research and training team in terms of scheduled trainings;
  • Participate in selective and strategic policy forums and networking events, both within the country and outside the country (regional, and international);
  • Participate in various committees formed by the government of Tanzania and other development agencies at national, regional and global levels as shall be deemed strategic to the institution’s mandate;
  • Provide input to REPOA strategic planning, annual planning, and monitoring of results;
