About The Role

We are looking for a Monitoring, Evaluation and Learning (MEL) professional to join our team as a MEL Specialist in Iringa, Tanzania. As the MEL Specialist, you will support all MEL surveys and activities for the Tanzania program team. You will report to the Tanzania MEL Department Head.

Responsibilities

You will manage the MEL team, including a Field Coordinator and Data Coordinator. Your direct reports manage a team of 70+ staff and you will support your team through weekly check-ins, field visits, training, and career reviews.

You will project manage all surveys, with a focus on data quality and enumerator performance management.

You will analyze data, share results, and provide recommendations that improve our strategies.

Experience with statistical software (Stata, R) preferred.

Bachelor’s degree in Economics, Statistics, or a related field of study is required.

Fluency in English and Kiswahili.

Post Graduate University degree (Preferably MSc in Natural Resources Management, Environment Management, Forestry, Climate Change, Wildlife or Social Sciences). At least 3 years of practical experience in social development projects/ program/ policy and advocacy work including strengthening of civil society at local and national levels, Experience in leading and managing project in the sector of conservation and civil society or community engagement in landscape management and natural resource management. Ruvuma Transboundary Landscape

Major Functions

  • Responsible for coordinating the overall final design and development of a Ruvuma Transboundary Landscape programme strategy, working with WWF colleagues, external experts and partners including governments in Tanzania and Mozambique, which will include prioritization of work packages within the landscape, a multi-stakeholder engagement process, the review and collection of essential baseline data, and the co-creation of appropriate strategies.
  • Coordinate and facilitate as Secretary an internal WWF Ruvuma landscape steering group, co-chaired by the WWF Tanzania and Mozambique Country Directors or someone else agreed by both, composed of key representatives from WWF Tanzania, WWF Mozambique and supporting WWF National Offices and WWF Practices.
  • Chair an internal WWF Ruvuma Transboundary Landscape technical group composed of WWF TCO and MOZ programme managers and coordinators.
  • Represent WWF within a steerina aroup composed of kev external, coalition partners (e.q., WCS and FFI)
  • Ensure effective coordination of the work being delivered across Ruvuma through a wide variety of part­ners, and which includes landscape level activities, to deliver the programme’s objectives with support from relevant staff at WWFTanzania and WWF Mozambique, the wider WWF Network and external exper­tise;

 

Required Qualifications and skills:

At least 10 years working experience in natural resources conservation (like wildlife, forests, energy, climate change or freshwater) and socio-economic issues in Africa, with a prov­en track record in the design and implementation of large-scale programmes, preferably transboundary and within the wider East Africa Region. At least 5 years’ experience of working on complex programmes with multiple and diverse implementation partners and stakeholders – including high level political engagement, community livelihood initiatives – with cross-cutting themes and multiple objectives;

ROLE PURPOSE: The Administration & Supply Chain Officer is responsible for the effective application of SC administration and Supply Chain policies and practises and enforcement of SC administration and Supply Chain reporting systems and internal control procedures and will provide support to Lishe Endelevu Programme.

SCOPE OF ROLE:

Save the Children has been operational in Tanzania since 1986 providing support to children through developmental and humanitarian relief programmes delivered in support of Government of Tanzania priorities and policies both directly and through local partners.  Current programming focuses on child protection, child rights governance, education, nutrition, Health and emergency response. In 2012, as part of a global reorganization process, Save the Children combined programmes of SCUK, SCUS, SC Sweden to create a single operation in Tanzania.  We currently have an operational presence in Dodoma, Singida, Shinyanga, Zanzibar, Songwe and Kigoma as well as Dar es Salaam and we work through partners in other parts of the country. We employ more than 100 staff and have an annual operating budget of approximately $12 million.

Reports to: Project Area Manager and dotted line to Supply Chain Manager.

KEY AREAS OF ACCOUNTABILITY:

Supply Chain and Administration:

Work at the front desk of  Save the Children Office in  Iringa, Morogoro or Rukwa.

Provide administration support and supply chain function (accommodation, conference, travel booking etc) to programme management team  and the overall field office staff.

Ensure good relationship between the Organization and the public in person, over the phone, and through e-mails when interacting with or visiting the Office. Keep the reception area tidy and welcoming during office hours and ensure the Office Access Procedures are followed at all times.

Supervise the Drivers and Office Attendant. Conduct one to one and Performance Management Review.

Ensure that the programme is provided with adequate logistical support on procurement of goods and services.

Ensure the fleet and other equipment are in good and sound condition including documents updates.

Prepare relevant paperwork to process payments with respect to taxis services provided by companies and or individuals following approval processes.

Maintain the fleet book/tracking system and ensure that these are updated timely and as and when necessary.

Proactively inform users when plans change /delays are anticipated and follow up all pending issues

Ensure that Save the Children’s vehicles are safe and roadworthy at all times.

Ensure that services/repair for all the projects vehicles are planned and conducted on a timely basis (to minimize disruption) by the approved Garage(s). Maintain a tracking schedule to facilitate the monitoring and planning of servicing and repairs

Supervise quotation/estimated costs received from garage and make recommendations to the Field Manager for approval before service /repair is done.

Property and Equipment Management

Oversee the use and maintenance of the office equipment including the photocopier, fax, binding machine to ensure that they are in working order and arrange for their repair and maintenance as needed.

Oversee proper running of utilities for the building such as electricity water and proper function of telephone lines.

Oversee and manage the cleaning of the building and the surrounding.

Manage safety and security of the building and assets.

Ensure the Office storerooms are organized and clean.

Fleet Management:

Responsible for engaging with the garage to ensure the repairs are done economically and the paper trail in support of the repairs complies with Save the Children Procedures.

Supervise the drivers in monitoring the cleanliness of the interior and exterior of the vehicles.

Ensure that all vehicles contain the necessary items and equipment as per the guidelines. (e.g., First Aid Kit, Maps)

Prepare monthly  performance reports for vehicles and submit to the Area Program Manager and the Supply Chain Manager in Dar

Oversee and issue fuel coupons to drivers in compliance with procedures

Review and sign off on a transport log sheet on completion of the sheet.

Supervise the preparation of monthly analysis of fuel consumption against KMs’ and prepare supporting documentation for the payment to supplier and investigate any discrepancies.

Prepare personal usage schedules for refund by the relevant staff and follow up to ensure payment is made.

Prepare the monthly analysis of fuel consumption and submit it to the Area Program Manager and the Supply Chain Manager in Dar.

ROLE PURPOSE:

Under direct supervision of Field Office In-charge, the Finance Officer is expected to perform financial duties around accounting cycle and internal control environment, including; to ensure accuracy of accounting records & system, adherence of organizational policies & procedures and to ensure compliance of statutory obligations.

S/he is expected to ensure that financial regulations and controls are in place at all times and all the financial transactions are administered, recorded and reported in accordance with both Save the Children and donor policies and procedures. The post holder will ensure that financial record keeping is accurate and meet the required standard

SCOPE OF ROLE:

Save the Children has recently secured USAID funding for Multi-sectoral Nutrition Activity in Tanzania “Lishe Endelevu” to be implemented in Dodoma, Morogoro, Iringa, and Rukwa. The Finance Officer will be based in the field office directly supporting Lishe Endelevu program activities.

KEY AREAS OF ACCOUNTABILITY:

Finance Governance/Compliance

The position holder will ensure that all accounting transactions are recorded in Agresso in compliance with:

Save the Children policies and procedures as well as Scheme of Delegation

USAID donor’s policies and procedures and

Statutory obligations [relevant TAX and VAT laws, compliance with GAAP]

The post holder will ensure that each accounting transaction have a proper audit trail and supporting documents. The post holder will also ensure that the supporting documents are secured and archived in a retrievable manner

S/he will ensure Scanning of payment vouchers for uploading them in Agresso /shared folder

The post holder will be the focal point for all internal and external audits at field level from accounting side and will ensure that all audit queries are addressed timely and in an appropriate manner.

Cash Flow Management & Projections

S/he will work with budget holders to estimate funds request on a timely basis to ensure resources are in place for carrying out project activities

In consultation with Area Manager, s/he will ensure preparation and submission of cash flow requirements for the field office

S/he will ensure that sufficient but not excessive funds are available for carrying out project activities in the field office

S/he will ensure all payments to suppliers are made in a timely and accurate manner following organizational policies

The post holder will manage and control cash in hand for field office including ensuring weekly and monthly cash reconciliation and daily cash counts.

The post holder will also ensure proper management of field office bank account, ensure that bank mandate is followed and signatories list is up to date for field office. The post holder will also support Finance & Grants Specialist for bank reconciliations on monthly basis

S/he will keep oversight of cash & bank balance and will ensure field office maintains its KPI for cash balances at the end of each month

Online Mobile Payments

Makes sure Events and workshop Mobile payments are planned properly for cash flow purpose and during the events documentation are collected and initiated for timely payments.

Coordinate with program team on Mobile Bulk payments, get their activity schedule and likely payments coming week/month for timely support.

Guide program team on the expected compliance documents for payments.

Prepare Excel based required Mobile Payment information, get complete supporting documentation and share approved payment documents to Dar Office for payment.

Coordinate with Dar Office Colleagues for payment and subsequent status.

Keep up to date tracking sheet for all payment submitted to Dar Office.

General Accounting

Ensure all transactions field offices are recorded accurately from all aspects in Agresso and system is up to date for postings on weekly basis. This may require submission of Agresso GLACOS for review of Finance & Grants Specialist before posting

Follow-up on pending advance /receivable balances from staff member and ensure compliance of SCI policy is adhered at all levels. S/he will prepare a list of outstanding floats for Area Manager on a weekly basis and follow up to ensure retirement of all floats as per policy

The post holder will ensure accuracy of posting in accordance Save the Children Cost Allocation Methodology and Premises Guidelines

S/he will ensure field office KPIs for recording and posting are met according to set benchmarks i.e. weekly basis

Budget vs Actual Report

Assist Budget Holders for periodic forecast and ensure that the budget holders understand forecast process and their budget forecast is aligned with the activities plan

Ensure that action points from those meeting are followed and corrections are accounted for in the system

S/he will assist the Programme Manager and Finance & Grants Specialist of any operational challenges or discrepancies relating to the financial management of the programme in a timely manner.

In consultation with Finance & Grants Specialist and Head of Awards, support program teams on grants compliance matters and other donor /USAID rules and regulations

Represent the Finance Department on the Procurement Committee, in opening and evaluation of procurement bids

Ensure SCI’s policies on Fraud and Dishonesty are followed in daily routines, and complied at all level in accounting cycle.

Ensure induction training for all staff on matters associated with finance & compliance, and periodic refresher training at field office level

ROLE PURPOSE:

Save the Children seeks 4 Livelihood project coordinators for a USAID-funded Multi-sectoral Nutrition Activity in Tanzania. The Livelihood coordinator will be responsible for work planning, coordination, and technical implementation of innovative integrated nutrition livelihood activities in the target districts. He/she will work closely with LGAs, CSOs, private stakeholders and communities to coordinate capacity building, and onsite mentorship to ensure Successful implementation of the project activities as per the detailed implementation plan.  He/she will be required to maintain strong coordination with the MEAL, SBC advisor, and nutrition coordinator to ensure progress is achieved towards nutrition targets.

S/he will establish and maintain close and effective liaison with government partners at LGAs and communities to facilitate flow of information, reports and updates including staying abreast of current trends and innovation related to project result area. He/she will participate in relevant agriculture and livelihoods working groups and policy fora at regional and district levels

Save the Children has been operational in Tanzania since 1986 providing support to children through developmental and humanitarian relief programmes delivered in support of Government of Tanzania priorities and policies both directly and through local partners.  Current programming focuses on child protection, child rights governance, education, Health & nutrition and emergency response. In 2012, as part of a global reorganization process, Save the Children combined programmes of SCUK, SCUS, SC Sweden to create a single operation in Tanzania.  We currently have an operational presence in Dodoma, Singida Shinyanga, Zanzibar, Songwe, Kigoma and Dar es Salaam and we work through partners in other parts of the country.

KEY AREAS OF ACCOUNTABILITY:

Programme responsibilities

The overall objective of this position is to improve Food Security and Nutrition and ultimately contribute to reducing the high stunting rate in Tanzania particularly in the designated regions.  The specific objective is to improve access to and use sufficient and nutritious food through behaviour change, sustainable and improved production and the diversification of food crops in Dodoma, Morogoro, Iringa and Rukwa Regions.

Technical

Lead, in the collaboration with the Nutrition, SBC Advisor, MEAL team in the implementation, monitoring and adaptation of nutrition sensitive livelihood practices through increased knowledge of better agricultural practices and innovative income generating activities at household and community level.

Provide technical support through coaching and mentorship for quality implementation of livelihood activities at community level

In collaboration with district agricultural, irrigation and livestock officers, ward extension agricultural officers identify village models farmers and establish community agricultural demonstration and learning sites for production, small livestock and preservation technologies.

Coordinate farmers’ field days by linking together different players for technology exhibition, technical and marketing information sharing as well as B to B linkages including income generating opportunities with private investors/stakeholders.

Support communities in the formation of village Savings and Loans Groups (VICOBAS) and coordinate capacity building activities related to VICOBAs and other income generating opportunities

Lead trainings at community levels related to affordable and sustainable technologies related to production, food preservation and storage practices.

Provide ongoing coaching and mentorship to model farmers to ensure adaption of improved production and livestock practices.

Work in collaboration with the MEAL team and Livelihood advisor to develop quality benchmarks for livelihood activities.

Draft activity monthly and quarterly reports on livelihood related activities

Establish and maintain solid collaboration with target relevant LGA departments and staff during planning, budgeting, implementation and monitoring of agriculture, VICOBA and small livestock related activities.

Establish and maintain coordination and collaboration with private sector stakeholders in the respective regions including participation on PPP related working groups in the target region.

Operational

Provide timely and accurate written and verbal reporting.

Contribute to project strategic planning and to well-written, focused project reports, annual implementation plans, success stories and other written products.

Ensure high quality project implementation, monitoring and reporting.

Make regular field visits to monitor project quality and collect data.

Collaborate with MEAL staff to ensure that collection and analysis of data is accurate, rigorous and incorporated into project implementation.

Coordinate with SBC Advisor and Nutrition Project Coordinator’s in work planning, implementation, monitoring, reporting, and adaptation

Representation and Coordination

Participate in technical working groups, district relevant meetings and liaise with other project implementing organizations.

Serve as a livelihood focal point for LGAs, community and other implementing stakeholders at district level

Bachelor’s Degree in agriculture, animal science or related field.

Minimum of 5 years of relevant field experience with an international organization in agriculture and livestock programming

Strong technical grasp of agriculture, livestock, climate change adaptation (CCA), environmental safeguard strategies, and natural resource management.

Experience, knowledge and skills in improved horticulture and or general crop production, demonstration farms, agricultural extension agent engagement, food preservation, and post-harvest handling and storage practices

Demonstrated experience in project and time management

Excellent writing and oral communication skills in English required

Demonstrated experience in working effectively with CSOs and community-level actors, stakeholders and beneficiaries

Experience applying and knowledge of the design, implementation and best practices for promoting behaviour change and adoption of improved practices and technologies in agriculture and livestock programming

Significant knowledge of agriculture, food security, nutrition and gender issues in Tanzania and in particular Dodoma, Morogoro, Rukwa and Iringa Regions is an addition advantage
