Overview
Air Tanzania Company Limited (ATCL) is in the process of revamping its operations and has introduced new equipment to its fleet as part of implementation of its five years Corporate Strategic Plan (2017/2018- 2020-2021). In line with this expansion, the Company is also making some reforms in its structure, internal operations and staffing to accommodate the needs of its business expansion. Therefore, applications are invited from qualified Tanzanians to fill the following positions:-
POSITION: MANAGER REVENUE MANAGEMENT & NETWORKPLANNINGEntry Qualifications:

  • The following are qualifications for aspired candidates:-
  • University Graduate with 5 years of commercial experience
  • Proven hands-on working experience in Airline Network Planning & Revenue Management
  • Excellent computer skills.
  • Experience in route profitability and industry best practice of route evaluation is an added advantage

Job Summary: The candidate will be responsible for the development and implementation of ATCL’s medium to long term network growth strategy into new and existing markets that maximizes network profitability and delivers value to ATCL’s customer; to develop and implement a long term strategic fleet plan that is consistent with ATCL’s network development plan and lead the revenue teams in formulating, implementing and controlling – Pricing, Inventory and Support strategies in order to deliver Company Revenue, RASK, Yield and passenger targets. Hence, the holder of the position will be responsible for the following specific responsibilities:-

  • Develop & drive an optimal network strategy to ensure sustained growth & profitability.
  • To develop & recommend a viable/optimal fleet plan to
  • meet ATCL network requirements.
  • Directs the development and implementation of Revenue management strategies to deliver the Company’s business plan.
  • Monitor and control all pricing and inventory management strategies to deliver expected yield, revenue, passenger targets while remaining competitive
  • Initiate market and industry analysis in order to identify and recommend new business opportunities.
  • Drive the development and production of routine reports that achieve efficient assessment of Commercial performance
  • (Key Commercial Indicators, Historical/forecast Load factors, etc)
  • Evaluate and recommend appropriate Revenue Management systems to enhance productivity, efficiency and maximization of revenue.
  • Design and drive the alliance and partnership strategy to enhance ATCL network and market coverage. (SPA’s, Code shares, Commercial Agreements/Partnerships)
  • Lead and direct implementation of feasible schedules that ensure maximum aircraft utilization, operational integrity and profitable assignment of fleet.
  • Manage ATCL’s slot portfolio and secure new slots for coordinated airports
  • Utilises interdepartmental relationships to ensure that ATCL’s Network Plans are implemented with full support of the Company’s stake holders
  • Lead, motivate, train and support the team for high productivity and efficiency and
  • Develop and monitor expenditure budget/actual and control costs

Position: CLERKS OF WORKS (ENGINEER) (1 POST)
Entry Qualifications
The following are qualifications for aspired candidates:-

Must have a Bachelor Degree in Electrical/Mechanical/Telecommunication Engineering

  • Should be a Registered Services Engineer who has in the last ten years been involved in new construction projects of which five years are in rehabilitation or renovation project works.

Duties and Responsibilities

  • Handing over site to Contractor including drafting site handing over meeting minutes for submission to all contract parties;
  • Evaluate Contractor’s payment and performance guarantees and submit the report to client;
  • Conduct Regular site Inspection and Issue Instructions to Contractor in relation to regulatory bodies compliances without deviating to the original contract between contractor and employer/client;
  • Coordinate and hold site meetings including preparing progress reports and submit the same to client/employer;
  • Evaluate all materials quality tests reports and samples and submit reports to client/ employer;
  • Assess installed equipment’s and services systems functionality and report to client/ employer;
  • Value actual executed works, certify payments and advise a client for payment purpose,
  • Preparation of Bill of Quantities
  • Monitor working plan submitted by the contractor as per contractual time frame;

POSITION: ICT OFFICER (NETWORK ADMINISTRATION AND TELECOMMUNICATION) (1 POST)
Entry Qualifications: The following are qualifications for aspired candidates:-

  • Bachelor of Science/Engineering in Information Technology/information System /Computer Science or relevant qualification
  • Knowledge in VHF/HF Radio installations, maintenance, and repair
  • Knowledge in Security Fundamentals (in multiple vendor / open source environments), Linux and Windows Security Administration, Replication and Mirroring- Virtual Private Networks, Network Security;
  • Must have at least three (3) years working experience in a similar field in a competitive business environment
  • Possession of recognized ICT professional certification such as ITIL, CCNA, CCNP, HCNA, HCNP or MCSE will be an added advantage.
  • Candidates with relevant airline experience will be given preference

Duties and Responsibilities:

  • Diagnose, resolve, and document hardware and software network problems in a timely and accurate manner, and provide end user training and support where required;
  • Administer and maintain of WAN and other network infrastructure managed by the ATCL;
  • Monitor Network Performance
  • To Manage and maintain VHF/HF Radio installations, maintenance, and repair
  • To manage aviation communication protocols.
  • To develop network standards and procedures.
  • The configuration of Network Access Rights based on company ICT and Security Policy
  • The configuration of network services, setting up laptops/ desktops, and updating company phone directorate
  • Interact with internal and external clients to resolve escalated help desk issues;
  • Monitor workload, manage time and prioritize requests;
  • Provide documentation, project tracking, and management reporting;
  • Perform any other duties as may be assigned by his superior and flexible to work long hours.

Position: ICT OFFICER (SYSTEM ENGINEER) (1 POST)
Entry Qualifications: The following are qualifications for aspired candidates:-

  • Bachelor of Science/Engineering in Information Technology/ Information System /Computer Science or equivalent relevant qualification;
  • Must have at least three (3) years working experience in a similar field in a competitive business environment;
  • Strong understanding of the Software Development Life Cycle (SDLC);
  • Technical knowledge in determining the end to end software requirements specification and design;
  • Practical skills on Object-Oriented Design and Analysis (OOA and OOD);
  • Hands-on experience with development in Java/JEE environments;
  • Knowledge in containerization and micro-services application development approaches;
  • Experience in SOAP/REST /Web Services, Application Servers (Tomcat/WebLogic etc.);
  • Experience in Spring Framework (Spring MVC) and other similar application development frameworks;
  • Hands-on experience with Jenkins, Git, JUnit, etc;
  • Experience/knowledge on JSON, XML, and other similar data exchange protocols;
  • Experience/knowledge on AngularJS and other front-end development languages and tools;
  • Strong knowledge of MySQL and PostgreSQL Database Management Systems. Knowledge on MS SQL Server, Oracle, and other DBMS will be added advantage;
  • Familiarity with CI/CD methodology and tools;
  • Working knowledge of various software languages [Java (mandatory), C/C++, .NET, Python] and Possession of relevant recognized ICT professional certification will be an added advantage;
  • Candidates with relevant airline experience will be given preference.

Duties and Responsibilities: To accomplish the Software Application Development Full Life cycle by:-

  • Designing, coding, and debugging software applications based on various deployment platforms (e.g. web, mobile, desktop etc.), operating systems, programming languages, database management systems, etc., software analysis, code analysis, requirements analysis, software review, identification of code metrics, system risk analysis, software reliability analysis, etc;
  • Assist and participate in analysis of user requirements, prototyping, development of new functionalities, maintenance of applications, integration of technological components, testing, deployment;
  • Installation and configuration of appropriate application servers based on the application programs to be supported;
  • Support, maintain, and preparation of technical and user documentations for various software functionalities;
  • Training and support of software users for effective utilization of deployed systems;
  • Assist in troubleshooting and resolving routine software application problems;
  • Software modelling and simulation;
  • Front end graphical user interface design/programming;
  • Software testing and quality assurance;
  • Performance tuning, improvement, balancing, usability, automation;
  • Integrate software with existing systems;
  • Evaluate and identify new technologies for implementation;
  • Maintain standards compliance;
  • Working closely with analysts, designers, and staff;
  • Producing detailed technical specifications and writing the programming codes;
  • Production Support system maintenance;

POSITION: ICT OFFICER (SYSTEM ADMINISTRATION)
Entry Qualifications: The following are qualifications for aspired candidates:-

  • Bachelor of Science/Engineering in Information Technology/Information System /Computer Science or relevant qualification;
  • Must have at least three (3) years working experience of two years in a similar field in a competitive business environment;
  • Extensive knowledge on Linux and Unix Operating Systems;
  • Extensive knowledge on Open Source Mailing Systems and Directory Services;
  • Extensive knowledge on different virtualization technologies both proprietary and open source;
  • Knowledge in Containers Hosting Infrastructure;
  • Knowledge in Security Fundamentals (in multiple vendor / open source environments), Linux and Windows Security Administration, Replication and Mirroring- Virtual Private Networks, Network Security;
  • Knowledge in analyzing requirements to plan systems that provide capabilities required for projected workloads planned layout and installation of new systems;
  • Extensive experience in operating on a large servers infrastructure;
  • Knowledge on different server hardware and storage technologies (HP, Sun, Oracle, Dell, IBM etc.);
  • Knowledge in managing physical and logical storage;
  • Knowledge in Security Fundamentals (in multiple vendor/ open source environments), Linux and MS Windows Security Administration , Replication and Mirroring- Virtual Private Networks, Network Security;
  • Knowledge in designing a Windows Active Directory , Creating Users, Groups and Shared Folders, Managing Active Directory, maintenance, troubleshooting, and disaster recovery;
  • Working knowledge in Clustering, Security/encryption, fail over management and automatic switch over;
  • Possession of recognized ICT professional certification such as MCSE, RHCSE, ITIL, or CCNA will be an added advantage.

Duties and Responsibilities

    • Install, configure, operate, upgrade and maintain assigned server systems hardware, software and infrastructure on MS Windows, Linux and Unix Server platforms; remote administration, train and support end users;
    • Perform maintenance activities, system backups, restoration, and/or retention of systems, software, and data;
    • Administrate servers, security systems, databases, business applications, tools, and manage user accounts;
    • Prepare technical and user documentations;
    • Troubleshoot, document and communicate computer systems related problems, solutions and the implementation process;
    • Provide appropriate infrastructure technology solution to support ATCL operations;
    • Prepare systematic documentation for monitoring ATCL ICT infrastructure;
    • Responsible for administration of server virtualization and infrastructure;
    • Manage security access to assigned systems, related records, documents, and data;
    • Perform backups and disaster recovery operations related to ATCL ICT Systems;
    • Maintains the strict confidentiality of all records, documents, and data stored in the assigned systems and infrastructure;



  • Confers with employees and the project team to provide technical advice, support, and to resolve problems;
  • Prepare reports for system users and management;
  • Create and update procedural and training documents for the assigned systems;
  • Manage data center assets and ensure that the data center inventory, systems diagrams, and related documentation, and system component maintenance contracts are properly maintained;
  • Management of hardware devices, licensing and all programs on the ATCL ICT Infrastructure and Systems;
  • Implement disaster recovery in accordance with the ICT Business Continuity Plan;
  • Perform any other official duties as may be assigned by immediate supervisor.

Position: ICT OFFICER (SYSTEM SECURITY) (1 POST) The following are qualifications for aspired candidates:-
Entry Qualifications

  • Bachelor of Science/Engineering in Information Technology/ Information System /Computer Science, Cyber Security, or equivalent relevant qualification
  • Must have at least three (3) years working experience of two years in a similar field in a competitive business environment
  • Sound knowledge Tanzania cyber legal and regulatory framework, industry standards and regulations in relation to information and communication technology security and compliance.
  • Knowledge of TCP/IP networks and security requirements
  • Proven ability to perform vulnerability analysis and penetration testing.
  • Proven ability to operate and manage Windows/UNIX/Linux systems
  • Proven ability to write and use scripts in bash, Perl and python scripting languages.
  • Knowledge of Security Standards such as BS7799, ISO 27001/2 and e-Government standards and guidelines.
  • Certification in ICT security field such as CEH, ECSA, LPT, CISA, CISSP, CISM, OCSP
  • and CSX-CP is desirable
  • Candidates with relevant airline experience will be given preference.

Duties and Responsibilities

  • Develop and implement/enforce security policies, standards and related e-Government controls and assess their compliance;
  • Conduct internal and external security assessments (Vulnerability analysis and penetration testing) and Information systems audits;
  • Develop and implement security awareness and trainings;
  • Develop, implement and upgrade measurable security control and monitoring measures for the Government;
  • Analyze, assess and advice on security risks in e-Government;
  • Coordinate security efforts with other Government Institutions;
  • Analyse and respond to security incidents related to the government;
  • Recommend and install appropriate security tools and countermeasures;
  • Analyse and manage information from systems/application logs and network intrusion detection and prevention systems;
  • Operate and manage security systems and tools;
  • Assist the Manager in protection of Government digital files and information systems against unauthorized access, modification or destruction; and
  • Perform any other official duties as may be assigned by immediate supervisor.

REMUNERATION:
Attractive remuneration and Fringe Benefits as per ATCL Scales and Incentive Scheme.

TERMS OF EMPLOYMENT
Five (5) years contract (renewable) upon successful performance for Manager Revenue Management and Network Planning and ICT Officers and Six (6) months Specific Task Contract for a Clerk of Works which might be extended depending on the completion of the Projects.
