The Teaching Vacancy Bulletin 2018 will be made available to the public through various newspapers and digital platforms as from Friday, 03 November and not Tuesday 31st October as previously indicated by the Ministry:

A total of two thousand five hundred and sixty nine (2569) posts will be advertised in the annual Teaching Vacancy Bulletin for 2018, of which seventy nine (79) posts are for principals, One hundred ninety eight (198) posts for Head of Departments and Two thousand two hundred and ninety two (2292) posts for teachers.

The above-mentioned teaching posts have been identified as critical and hence the need to be filled in order for the teaching and learning process not to be compromised.

One hundred and nineteen (119) of the two thousand five hundred and sixty nine (2569) to be advertised have been newly created, due to pressing needs and as a result of the 15th day school statistics; whereas the remaining two thousand four hundred and fifty (2450) posts are currently occupied by temporary teachers whose contracts will come to an end with effect from 31 December 2017 thus rendering the posts vacant.

The closing date for Teachers position is 17 November 2017 and for Principals and Head of Departments is 01 December 2017.

The goal of this position is to integrate into all Africa Bridge (AB) training curricula (Most Vulnerable Children Committee and co-op) culturally appropriate training methods – with a participatory approach – and train the trainers on the use of this methods, resulting in positive outcomes for semi-literate rural adult learners

Objectives:

To advise on culturally appropriate M&E tools for assessing outcomes of trainings with the Monitoring and Evaluation Specialist

To collaborate with the Curriculum Development Specialist on testing the training manuals in the field
To help refine the manuals after they have been tested
To train the trainers on training methods and how to use the training manuals effectively
Coordinate the work with the Curriculum Development Specialist, Monitoring and Evaluation Specialist and prospective Abbott-funded 2016-17 project on entrepreneurship/business/co-op management training development for co-ops

BUILDING SUSTAINABLE ANTI-CORRUPTION ACTION PROGRAMME

VACANCY: STATE HOUSE

1.0 BACKGROUND
The Government of the United Republic of Tanzania and the United Kingdom Department for International Development have set aside funds for operation of a five year Anti- corruption Action (BSAAT) Programme. To deliver this programme, a Programme Delivery Team will be created in State House to coordinate implementation across multiple beneficiary institutions. It will be led by a Coordinator and staffed by two officers:- Planning and Finance Officer and a Monitoring and Evaluation Officer.

The aims of the programme are aligned to the strategic objectives of the National Anti Corruption Strategy and Action Plan (NACSAP III), which are:

· Promote efficiency, transparency and accountability in public and private sectors.
· Effective enforcement of anti-corruption measures.
· Build capacity of watchdogs and oversight institutions.

2.0 POSITIONS
The Permanent Secretary, State House, invites qualified Tanzanians to fill the under mentioned three (3) vacant posts.

2.1 JOB TITLE: PROGRAMME COORDINATOR

He/She shall supervise and manage a team of two staff Planning and Finance Officer and Monitoring and Evaluation Officer.

REPORTS TO: THE PERMANENT SECRETARY, STATE HOUSE
DUTY STATION: STATE HOUSE, DAR ES SALAAM.
TERMS AND ENGAGEMENT: 30 MONTHS CONTRACT, RENEWABLE.

JOB DESCRIPTION/ DUTIES AND RESPONSIBILITIES

a. The Coordinator is expected to lead delivery of the BSAAT programme in cooperation with the Chair of the Steering Committee (the Permanent Secretary of State House), beneficiary institutions, and the donor parties (DFID). The main focus of this role will be to drive forward delivery within the beneficiary institutions, and ensure information flows smoothly to allow proper decision-making by all stakeholders.

b. The Coordinator will be accountable for ensuring that beneficiary institutions develop, coordinated and appropriate activity plans to deliver the strategic objectives of the programme. To do this he/she will consult widely within the institutions and with donors and other technical experts to make sure activities are grounded in a strong theory of change.

c. He/she will make financial recommendations regarding allocation of funds and will approve activity-level budgets, subject to final approval by the Steering Committee and DFID in accordance with a Memorandum of Understanding.

d. The Coordinator also will provide high-quality reports to the Steering Committee and to DFID covering the status of implementation, project finances, and monitoring and evaluation. He/she will be the focal point for dialogue between the government of the United Republic of Tanzania and DFID and any other programme donors.

QUALIFICATIONS AND EXPERIENCE
a. The successful applicant is expected to be a serving [or recently retired] government employee at the Director grade or above.

b. This position demands a wide range of management and leadership skills, and the successful applicant will be expected to have a MA/MSc or equivalent degree plus at least 8 years of experience. The candidate will demonstrate experience in the following competencies:
· Programme and project management
· Financial management
· Leadership and motivation of staff
· Change management and cross-government coordination

Experience of working with international organisations and/or international donors is desirable, and the successful applicant will have excellent command of written and spoken English as well as Kiswahili.

JOB DESCRIPTION/ DUTIES AND RESPONSIBILITIES
a. The Planning and Finance Officer is expected to work with programme beneficiaries to prepare agreed budgets, account for expenditure through government systems, and liaise with the National Audit Office to ensure timely and effective discharge of audits.

b. He/she will be accountable for technical preparation of budgets and financial reports that are fully compliant with Government and Donor (DFID) requirements. The main focus of this role will be to ensure beneficiary plans represent value for money, compliant with financial rules, and properly accounted for.

QUALIFICATIONS AND EXPERIENCE
a. The successful applicant is expected to be a serving government employee with a MA/MSc degree and at least 5 years of relevant experience. The position demands a strong set of planning and financial skills, and the successful applicant will demonstrate experience in the following competencies:

· Financial management including budgeting, forecasting, etc.
· Resource-based accounting and IFMIS
· Value for money through budgeting, procurement and delivery
· Audit and assurance
· Project and programme management

JOB DESCRIPTION/ DUTIES AND RESPONSIBILITIES
a. The Monitoring and Evaluation (M&E) Officer is expected to work with programme beneficiaries to prepare appropriate M&E plans for all activities under the programme, and for the programme as a whole.
b. He/she will be responsible for technical preparation of baselines, pre- and post-activity assessments, log-frames and associated data to inform the theory of change.
c. He/she will be expected to pro-actively seek beneficiary feedback including directly from outside of the government where necessary.
d. He/she will also work closely with M&E departments and officers in the beneficiary institutions, and make recommendations for enhancing their capacity through the programme.
e. He/she will prepare information into an agreed format for regular performance reporting to both State House and Donor parties (DFID).

QUALIFICATIONS AND EXPERIENCE
a. The successful applicant is expected to be a serving government employee with a MA/MSc degree and at least 5 years of relevant experience.
b. The position demands a strong set of monitoring and evaluation skills

SOME OF YOUR FIRST CHALLENGES WILL BE:

• Implementing improved systems for metrics (and OKR) tracking and sharing, to optimize efficiency, productivity and performance across teams at Ubongo.
• Working closely with our CEO and COO to leverage metrics and operational insights for strategic decision-making.
• Taking over day-to-day company operations in Tanzania from our COO so that she can focus on scaling business.

TO BE A MATCH, YOU’LL NEED TO BE:
• Ready and able to take on all the challenges listed above (and many more, down the line) as we scale! The Higher Education Students Loans Board (HELSB) had assured students in higher-learning institutions who were waiting for the third batch of loans that it was strenuously working to ensure that the deadline set by the government for loans disbursement was met.



Dar es Salaam. The Higher Education Students Loans Board (HELSB) had assured students in higher-learning institutions who were waiting for the third batch of loans that it was strenuously working to ensure that the deadline set by the government for loans disbursement was met.

To that end, the Deputy Minister for Education, Science and technology, William Olenasha, had ordered HELSB to ensure that all the students who qualified were given the loans by Friday, November 3, this year, at the latest.

Speaking in an exclusive interview to The Citizen shortly before the expiry of the deadline yesterday, the HELSB communications manager, Mr Omega Ngole, said the board was well-prepared to meet the deadline as directed by the government.

“A report on the way we implemented the government directive will be communicated to the public next week. Applicants who will not find their names on the list to be released soon are allowed to appeal,” he said.

In some cases, the board attributed carelessness or malpractice as being among the reasons why some students were denied loans – such as falsifying or giving inadequate information in their loan application documents.

The government has set aside Sh427 billion in the 2017/18 financial year for loaning to students in higher learning institutions that are duly recognized by the Tanzania Commission for Universities (TCU).

A total of 30,000 students were expected to benefit under the current HELSB scheme.

Reports from the board show that a total of 21,677 students had already been granted the education loans in two phases – with the first phase seeing to 10,196 students benefiting, while the second phase ‘accommodated’ 11,481 students.

According to the communications manager, HELSB has already deposited the money in the bank accounts of the students concerned.

Students can appeal if the amount deposited in their accounts is less than what they applied for. But they must appeal beginning next week for their individual cases to be given the consideration they deserve, Mr Ngole counseled.

 

Students who spoke to The Citizen said the delay by HELSB in releasing the names of successful beneficiaries had sparked fears among some loan applicants. Consequently, some of them had failed to register in time with the universities thy wanted to join.

Mr Athuman Mohamed – a first year student at the University of Dar es Salaam (UDSM) – said he was disappointed by the delay… and his parents were unable to raise the money needed to cover his academic expenses.

“I’ve completely lost hope. I spoke to my parents this afternoon – and they were also at a loss what would happen next. I am now looking forward to the third round of loans disbursement. I will apply for postponement (of enrollment) – or completely drop studies – if I won’t find my name in the next disbursement list,” he said.

Ebrania Sanga said “I can’t afford university education without the government chipping in with funds. I came with only as small amount of money from home, as my parents are incapable of funding my education.”

According to Sanga, he will return home and engage in other activities in case his name won’t be in the next list of beneficiaries.

On the other hand, another aspirant for of the UDSM, Justine Joshua, said in case the government will not grant him a loan under the HELSB system, he plans to seek similar support from the Tanzania Social Support Foundation (TSSF).
