Global Resource Alliance, Inc.

Global Resource Alliance, Inc. (GRA) is a non-profit organization headquartered in Ojai, California. It was founded in April 2002 to provide financial and technical support to community organizations in the world’s least developed regions working for social, economic and environmental change. GRA’s local organization has partnered with Belgian NGO, WeForest, since 2011 to plant trees with institutions, such as schools and churches, and individuals and farmer groups, who have collectively planted over 1 million trees through their Tree Program throughout the Mara Region of Tanzania. These seedlings are grown in two nurseries, one in Kinesi, established 10 years ago, and one in Butiama, established in 2019. All trees have to date been provided to individuals who come to the nurseries to pick the tree species and number they choose, and for schools, which receive free delivery of seedlings each season. Beneficiaries are given basic training on transplanting and managing tree seedlings, and establishing their own tree nursery. The seedlings are monitored over time to verify tree mortality rates and offer technical support to beneficiaries on how to best manage and benefit from their trees.

WeForest is a fast-growing international non-profit association headquartered in Belgium and with current projects in Brazil, Ethiopia, India, Tanzania, Malawi and Zambia. The mission of the organization is to advance innovative, scalable and lasting solutions to restore forest and landscapes for climate, people and planet. We promote scientific evidence for the ways in which forests contribute to climate change mitigation, beyond their impacts as stocks of carbon, by increasing water availability, enhancing local cooling and improve rural livelihood and resilience.

Role

This position leads a highly collaborative effort between GRA and WeForest to plant trees throughout Tanzania’s Mara Region and beyond. An experienced Tree Program Manager is needed to improve, manage and scale tree planting operations. The Tree Program Manager is responsible for supervising, planning, developing, implementing, and evaluating all aspects of the Tree Program. Individuals applying to the position must meet the selection criteria below, and be able to function with minimal technical supervision, they will be directly supervised by the GRA-TZ Director.

Responsibilities

Duties include, but are not limited to, the following:

Project Responsibilities

    • Supervise all Tree Program staff
    • Provide training and mentoring for Program staff on project methodology, responsibilities, and expectations, as well as capacity building opportunities
    • Oversee the Program’s strategic plan, logframe and work plans with assistance from the GRA Director and WeForest
    • Oversee the Program budget and financial accounting system
    • Oversee the Program reporting tools and processes, submit reporting requirements (financial and programmatic) to GRA-TZ, GRA-US and WeForest in a timely manner
    • Assist with procurement of materials, tools, equipment, etc.
    • Assist in seedling distribution
    • Assist in delivering training among beneficiaries, communities, institutions and government
    • Work with Program staff to implement and manage all training and M&E activities
    • Monitor the overall Program to ensure it annually meets milestones and goals in accordance with the scope, timeline, and budget
  • Work with Program staff to schedule and coordinate monthly project activities in accordance objectives and budgets
  • Identify, assess and develop strategic locations and partnerships for new Program initiatives
  • Collate and review all Program reporting data to ensure consistency and accuracy
  • Provide accurate and current information as requested for grant proposals and fund-raising activities
  • Provide accurate, comprehensive, and up-to-date information as requested for marketing and outreach, reporting, and other publication material

Partnership and Networking Responsibilities

  • Establish and maintain positive relationships with relevant government offices at all levels in accordance with Program goals and priorities
  • Identify and develop strategic partnerships with national and international corporations, development organizations and non-Governmental Organizations (NGOs) involved in agroforestry or complimentary work
  • Represent the organization at and participate in relevant meetings, task forces, working groups, consortiums, and conferences relevant to GRA’s mission and objectives

Administrative Responsibilities

    • Ensure all Program staff and fiscal and human resource activities adhere to both local and organizational laws and policies
    • Hire quality Program staff and conduct performance reviews with assistance from the Program Coordinator, GRA-TZ Director and WeForest
  • Process administrative requests/documents (e.g., travel requests, expense claims, vouchers, visa applications, etc.) with assistance from the GRA Director
  • Plan and organize workshops, conferences, meetings and other ad-hoc events as appropriate

Required Qualifications

  • Education: Bachelors degree or equivalent in forestry, agriculture, environmental science, development, project management, or other relevant field; masters’ degree preferred
  • Work experience: Minimum three years’ in a supervisory role working in rural development for an NGO in Tanzania; experience with smallholder farmers is desirable

Skills: Excellent in organizing and multi-tasking, coordinating, training, reporting, communication and computer software; experience with GIS is desirable
Language: Fluent in English and Kiswahili (speaking and writing)
Nationality: Tanzanian

a) Holder of Masters Degree in Human Resources Management, Business Administration, Sociology or any other related field from a recognized university.
b) At least ten (10) years experience in relevant field in Public and / or Private Sectors of which five (5) years must be at managerial position.
c) Must be computer literate.
d) Must have a thorough knowledge and understanding of and experience with donor funded project.
e) High level of communication and interpersonal skills and ability to work with people at all levels. .

QUALIFICATIONS:
a) Holder of a Diploma in Procurement/ Supply/Logistics Management, Business studies majoring in procurement and supply management from a recognized institution or any other related qualification recognized by the Procurement and Supplies Professionals and Technicians Board.
b) Should be certified or registered with the Procurement and Supplies Professionals and Technicians Board at the Full Technician.
c) At least possess a certain level of experience in relevant field in Public and / or Private Sectors

Tanzania Social Action Fund (TASAF) is currently implementing Productive Social Safety Net Program which aims at protecting the vulnerable poor households from severest consequences of poverty by implementing interventions that will lead to increased household incomes and opportunities while increasing consumption.

The TASAF Executive Director is inviting applications from suitably qualified Tanzanian nationals to fill the below vacant posts:

Reporting Relationship: Report to the Technical Support Officer

BASIC FUNCTIONS:
To assist the Technical Support Officer to coordinate activities of technical support in the assigned PAA.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
She/He shall:
a) Review of Project Area Authority (PAAs) multi year plans for Pubic Works;
b) Review all interventions application files to be supported by TASAF;
c) Review all cash transfers request forms
d) Compile and report grievances to the Technical Support Officer;
e) Monitoring of project implementation in respective Project Area Authority (PAAs);
f) Ensure regular submission of implementation progress reports
g) Validate data entered by PAAs into the TASAF MIS
h) Participate and provide technical support to trainings, assessment and in reporting for all TASAF supported activities.
i) Undertake a detailed review of procedures at the PAA including, documents, records, reports, and adherence to policies and procedures by the implementers.
j) Review and assess the capacity building program for the Focal person PAAs on specific areas of project implementation
k) Receives and reviews reports on various activities implemented from the PAAs and prepare consolidated monthly and quarterly reports.
l) Liaises with the Technical Support Officer to ensure that the key aspects of the program as well as transfer and other entitlements are well understood.
m) Perform any other official duties as may be assigned by the Technical Support Officer.

QUALIFICATIONS:
a) Holder of a Bachelor Degree or equivalent qualification in Social Science, Business, Accounting or any other related field from a recognized university.
b) At least five (5) years experience in relevant field in Public and / or Private Sectors.
c) Experience in the management of social/community development projects
d) Knowledge and understanding of and experience with donor funded project.
e) Must be computer literate.
f) Must have a valid driving license
g) Good communication and interpersonal skills.
h) Ability to supervise, train and coach staff in relevant skills.
i) Self motivated with integrity and high level of confidentiality

KEY PERFORMANCE MEASURES:
a) Availability of consolidated reports submitted timely.
b) Reports on feedback meetings conducted as a means of linkage between TMU, Regional, PAAs and Payment Service Provider.
c) Availability of reports on training events executed in the assigned PAA.
d) Reports on provision of technical support to PAA.
e) Number of reviewed interventions application files.

Duration of Contract: Terms of Contract is 3 years.

Title: Internal Auditor (IA)

Appointing Authority: Executive Director
Reporting Relationship: Reports to the Internal Audit Manager

BASIC FUNCTIONS:
Conduct internal audit of TASAF supported operations at TMU, Regional, PAA and community levels.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

She/He shall:
a) Prepare audit work plan on assigned area of an audit.
b) Conduct Financial, Operational Audit, and Management audit as per programs at all areas of operations of TASAF as will be assigned by the Internal Audit Manager.

c) Identify all aspects of control systems on which audit intend to rely and develop a review cycle.
d) Evaluate those systems, identify inappropriate and inadequate controls and recommend improvements in procedures and practices based on best practice.
e) Prepare Internal Audit Reports with recommendations for corrective action/improvement and submit to the IAM.
f) Review internal audit reports from PAAs and summarise their findings and evaluate the PAAs where Internal Audit is not adequately functioning.
g) Provide support in implementing approved capacity enhancement programmes by PAAs as and when needed.
h) Perform special reviews or investigations as assigned by the AIM.

i) Maintain audit working papers and register of internal audit and investigation reports prepared by him /her and submitted to the IAM.
j) Prepare and compile directorate annual implementation plan and budgets.
k) Prepare monthly, quarterly and yearly implementation progress reports for the directorate.
l) Perform any other official duties as may be assigned by the Internal Audit Manager.

QUALIFICATIONS:
a) Holder of a Bachelor Degree or equivalent qualification in Accounting, Finance, Business Administration or any other related field from a recognized university.
b) At least five (5) years experience in relevant field in Public and / or Private Sectors.
c) Must have working knowledge of computerized accounting and audit systems.
d) Good communication and interpersonal skills.
e) Ability to supervise, train and coach staff in relevant skills.
f) Self motivated with integrity and high level of confidentiality

KEY PERFORMANCE MEASURES:
a) Timely submission of internal audit reports
b) Number of internal audit reports produced in a year.
c) Number of summaries produced on reviewed PAAs’ internal audit reports.
d) Number of recommendation made on improvements in procedures and practices based on best practice.
e) Number of investigation reports produced.

Duration of Contract: Terms of Contract is 3 years.
