PSI and its local affiliates manage malaria control programs in 32 countries and are world leaders in malaria control implementation delivering 42 million treated mosquito nets and almost 19 million quality-assured ACTs for confirmed malaria cases in 2016. PSI also supports national Ministries of Health to scale up malaria diagnosis especially in the private sector and to improve tracking of malaria patients through surveillance and health information systems, especially DHIS2.

PSI seeks an experienced, dynamic and innovation-driven Chief of Party (COP) to lead an anticipated $50 million 5-year Malaria Surveillance and Vector Control USAID-funded project in Tanzania with an anticipated award date of May 2018.

 

POSITION
Job Title: INTERPERSONAL COMMUNICATION (IPC) LEADER (6 POSTS)
Reporting to: INTERPERSONAL COMMUNICATION (IPC) COORDINATOR
Location: DAR ES SALAAM, ARUSHA, MWANZA, DODOMA AND MBEYA

Your Contribution
Actively builds capacity of IPC workers through supervision, training and coaching;
Identify capacity building needs and ensure that it included in capacity building plan;
Ensure continuous tracking of IPC contacts and health services referrals through maintaining MIS performance dashboards;
Recruitment of the potential IPC workers from the community;
Organizing and conducting training for IPC workers;
Regular supervision of the IPC workers;

Strengthen and maintaining relationship between IPCs, local government health authorities;
Submits monthly reports based on program requirements;
Provide regular technical support to IPC and providers making sure all digital tools included ePalm, Connect with Sara and Mjanja connect is working all time;
Respond to all queries related to digital tools raised from field by IPC or Providers;
Conduct regular data check to make sure all clients information loaded in the system are accurate at best;
Ant other duties as assigned by the Senior Management Team.

What are we looking for?
Diploma in public health, Sociology, Marketing, Communication (degree of its equivalence will be added advantage)
Proven report writing skills
Strong Interpersonal, written and oral communication skills
Ability to travel up to 60% of monthly working days

Job Title: SENIOR HEALTH SYSTEMS STRENGTHENING ADVISOR
Reporting to: SENIOR COUNTRY REPRESENTATIVE
Location: DAR ES SALAAM, TANZANIA

Job Purpose
The Senior Health Systems Strengthening Advisor will execute and recommend strategies to improve and ensure quality, professionalism, client safety, and regulatory compliance for all PSI health areas.

Your Contribution
Builds capacity of public, private and PSI providers in clinical services, including reproductive health services;
Oversees training, certification and supportive supervision plans;
Manages and supervises a team of quality assurance supervisors who support the government to routinely audit private, public and PSI providers on their clinical quality and adherence to SOPs;
Develops, monitors and reviews the implementation of quality assurance policies and procedures and facilitates development or changes to SOPs, policies, training materials, and other documents for all health services;
Develops and maintains clinical SOPs as well as obtains requested information, resolves problems, and identifies opportunities for improvement;

Ensures systems used in QA are properly maintained (e.g., QA audit records, HNQIS, master supervision schedule, provider certification records);
Conducts drills, reviews and evaluates patients’ medical records, to ensure competence and compliance to SOPs among private and PSI providers and regularly notifies Senior Management Team of quality/compliance trends and service failures;
Reviews, monitor and tracks risk management guidelines and procedures for adverse results, responds to surveys on quality issues and reports of adverse results; Prepares action-taken reports for Senior Management Team;

Leads annual internal medical audit and coordinates periodic external medical audits to verify that facility procedures and records are in conformance to applicable SOP and regulatory requirements; and recommends appropriate data-gathering mechanisms, procedures, etc;
Actively participates in MOH and partner coordination meetings/technical working groups ensuring the establishment and maintenance of linkages with other implementing partners at national level;
Supports the government in developing evidence-based policies, guidelines, training curriculums and protocols based on international base practices

What are we looking for?
Medical degree preferably with specialization in obstetrics and gynecology;
At least 10 years’ experience with reproductive health programming in Tanzania;
Demonstrated ability to work with various partners including MoH, private sector medical providers, NGOs, Local governments, CBOs and other stake holders;
Valid registration under the Tanzanian Medical and Dental Practitioners Association;
Strong understanding of the clinical aspects of reproductive health services;

Demonstrated ability to mentor technical staff and medical providers;
Excellent verbal, written and interpersonal communication skills (excellent communication and presentation skills);
Demonstrated ability to work well in a team as well as individually;
Ability to work with minimum supervision;
Good management skills; and
Valid national driving permit with demonstrated ability to drive is an added advantage.

Job Title: MONITORING, EVALUATION AND LEARNING (MEL) DIRECTOR, VECTOR CONTROL
Reporting to: CHIEF OF PARTY
Location: DAR ES SALAAM, TANZANIA

PSI seeks an experienced, dynamic, and innovation-driven Monitoring, Evaluation and Learning (MEL) Director to lead project MEL efforts for an anticipated $50 million 5-year Malaria Surveillance and Vector Control USAID-funded project in Tanzania with an anticipated award date of May 2018.



This position will be based in Dar Es Salaam, Tanzania and will report to the Chief of Party.

Your contribution
Ensure the application of global best practices in the generation and use of routine data for the project, taking into account PSI’s framework for routine monitoring and Tanzania’s existing monitoring systems;
Lead the project’s overall MEL efforts, including the design and oversight of a strong MEL plan and Performance Management Plan (PMP);
Identify and train staff on appropriate indicators in line with USAID, international, and national MEL standards;
Technical support for electronic MIS;

Design data quality assurance mechanisms and validate data;
Triangulate data from multiple data sources;
Design strategies for engaging with provincial, district, and community levels stakeholders in data collection, interpretation and analysis;
Analyze routine monitoring data to provide evidence to develop interventions and ensure continuous improvement, with a particular focus on the use of programmatic dashboards for decision making;
Support project team on data interpretation and promote regular use of data for program improvement;

Disseminate best practices throughout the project using various capacity building and communication channels (e.g. trainings, toolkits, teleconferences, etc.);
Contribute to the performance monitoring evidence base by authoring articles and publishing in peer-reviewed journals; providing support to country-level teams for publication;
Prepares donor reports to inform about progress against targets;
Presenting at conferences and meetings, and documenting lessons learned for internal and external stakeholders;
Coordinate design and implementation of annual research surveys.

What are we looking for?
Master’s Degree in public health, demography, sociology, epidemiology, or biostatistics.
5 years of experience managing MEL systems for donor funded health Initiatives.
Knowledge of data collection protocols for quality data collection and verification.
Demonstrated experience and familiarity with surveys, research methodologies, qualitative and quantitative research methods, data analysis, sampling methods, and establishment of MEL systems in developing country contexts.
Exceptional communication skills in written and spoken English.

Job Title: CHIEF OF PARTY, VECTOR CONTROL
Reporting to: SENIOR COUNTRY REPRESENTATIVE
Location: DAR ES SALAAM, TANZANIA

This position will be based in Dar Es Salaam, Tanzania and will report to the Senior Country Representative.

Your contribution
Lead implementation of a large malaria award in Tanzania. Ensure that activities are implemented according to technical guidance from the donor and global best practices;
Serve as main point of contact/representative of the project to USAID;
Develop and manage country workplan activities, performance indicators and targets, ensuring timely completion of activities against workplan deadlines;
Lead the development of quarterly/ annual programmatic reports;
Produce and disseminate knowledge products and processes (toolkits, case studies, best practices, technical briefing documents, peer review publications, etc.) for national and international audiences to accelerate rapid transfer of best practices;

Ensure strong country level coordination with partners and PNLP. Ensure strong international coordination with PSI headquarters and PMI;
Represent the malaria project as required at relevant technical working groups, conferences, workshops, and policy-oriented forums using appropriate media;
Facilitate senior level policy and dialogue with the sub-national governments and relevant Ministries and partners;
Ensure the effective use and coordination of USAID resources and the compliance of the financial systems and controls with USAID standards;

Lead internal and external program planning and reporting including annual work planning with sub-award partners;
Develop and manage a team that includes members of diverse backgrounds, including finance, and marketing;
Develop business plan outlining financial sustainability of the initiative;
Ensure sound financial management including programmatic budgeting, spending projections and monitoring of payments;
Ensure high-quality periodic reporting in line with USAID and PSI requirements (Quarterly and Annual Status reports, quarterly financial reports etc.).

What are we looking for?
Relevant Master’s Degree in public health, social sciences, or international development.
Minimum of 7 years of senior level management experience in the design, implementation, and management of large, complex, donor-funded technical assistance programs in Tanzania or similar settings.
Demonstrated leadership skills and experience in building and maintaining productive working relationships.

Proven record of building teams and fostering collaboration to achieve program goals, meet program milestones, and produce quality program results.
Knowledge of US Government (USG) health initiatives and related reporting requirements and funding parameters.
Exceptional communication skills in written and spoken English.
Fluent in Swahili.
