Required Criteria

Minimum Educational Qualification

 

  • Desirable Bachelor degree in Pharmacy.
  • Essential Diploma in Pharmacy.

 

Experience:

Languages:

Main Responsibilities

 

  • Ensuring storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents), implementing appropriate quality controls and records, in order to ensure good storage conditions (temperatures, humidity and light exposure) and availability of drugs and medical material, according to MSF protocols, national regulations and in cooperation with the logistics department.
  • Coordinating the delivery, reception and recording of international and local orders, in close coordination with the logistics department, updating stock files and informing line managers on their status (shortfalls, over-stocking, expiry dates), in order to permanently ensure security stock levels and ensure efficient management of stock.
  • Supervising orders of medical and drug material in order to ensure an efficient and appropriate consumption pattern under budget constraints.
  • Supervising the supply of drugs to patients, according to medical prescriptions, informing them on consumption patterns and keeping conditions in order to ensure their therapeutic progression.
  • Ensuring efficient supply to other pharmacies managed/supported by MSF according to orders and stocks, and using cold chain when needed. Monitoring and analysing orders of depending pharmacies in order to avoid ruptures of stock or having expired drugs.
  • Supervising, with the HR department, the associated processes (sizing, staff shifts, recruitment, training, performance evaluation, development and internal/external communication) of the pharmaceutical team and the nursing staff, in order to ensure both the sizing and the amount of knowledge required and to improve their dispensing capabilities.
  • Recording all items received and issued in computer (Isystock) and reporting on drug consumptions and medical equipment dispensed according to protocols, informing on unusual patterns as well as forecasting future needs, in order to rationalise the budget and to ensure availability.
  • Assisting in training and coaching of staffs in the medical team as assigned.
  • Perform any other tasks assigned by your supervisor.

Organizational setting and Reporting:

The post is located in the Registry, Security & Safety Section of the International Residual Mechanism for Criminal Tribunals (IRMCT), Arusha Branch. The incumbent will report to the Security Inspector.

Responsibilities:

 

    • The incumbent will provide supervision of work in progress such as; detainee escort and monitoring, court controls, premise access controls, screening, surveillance, incident and emergency response, report writing, communication centre operations, weapons issue and alarm monitoring.
    • Provide constant review and assessment of the security operation to appropriately mitigate risk by taking immediate action if necessary in case of emergency or by providing well thought out and presented suggestions, recommendations to improve current policies and regulations.
  • Inspect and audit staff at work to provide feedback for development and clarity of requirements so the work process is compliant, understood, and Provides supplementary on-the-job training and instruction to staff under supervision.
  • Co-ordinate daily arrivals/departures of accused, staff, VIPs, witnesses, contractors and visitors to ensure the policies of screening, access, information point and prisoner escort are compliant to policy, procedure and directives.

  • To provide an hourly scheduling of staff assignments to ensure there is a fit between operational objectives and resource applications to produce economies, efficiencies and effectiveness within rules and procedures.
  • To manage the e-performance reporting system of officers assigned as first reporting Officer and to appropriately disseminate reliable information to other first reporting officers who may have staff assigned on a temporarily basis.
  • Review, audit and update all documentation of instructions, guidance, directives, orders, records and logs to ensure they are relevant, accessible, accountable and correct.
  • Collect pertinent information to produce a well written and relevant initial incident report required for the Security Investigations Unit.
  • Provide information briefings and inspections prior to the commencement of operations.
  • Ensure accountability, due care, proper use and reporting of malfunctions of all equipment assigned to the operational area of responsibility. Investigating and reporting any cases of loss or breakage.
  • The post is responsible to remain familiarised and qualified in services normally performed by a Lieutenant but considered a separate unit (e.g. Investigations, Field Operations, and Training Unit) to act as replacement on an ‘as required’ basis.

Education:

Candidate must have prior experience with qualification and carry of a pistol. Description of task

 

  • Under the direct supervision of UNHCR Senior Program Office, the UN Volunteer will undertake the following tasks:
  • Through a consultative process within the country and field visits, stay involved in the development of the strategies, methodologies, contingency plans that respond to new and emerging operational challenges for the country;
  • Assist in ensuring that global strategic priorities (GSP) and regional priorities as well as information on projected resource availability guide the planning parameters;
  • Provide inputs for developing the country operations plan in compliance with global strategic priorities and regional priorities as well as with annual programming/planning instructions;
  • Assist in organizing a consultative process to ensure a consistent application of the organization’s criteria and policies for the selection of implementing and operational partners;
  • Assist in managing the development of a broad network of partners, good coordination practices and the development of partner capacities;
  • Assist in training UNHCR as well as implementing partners (IP) staff in UNHCR standard procedures related to the Results Based Programme (RBM) management;
  • Undertake proper collection, monitoring and use of baselines, standards and indicators needed to measure and analyze UNHCR’s performance, trends and target interventions;
  • Undertake field visits to evaluate and improve the planning, programming, implementation and monitoring of assistance projects;
  • Assist in implementing the establishment of sound monitoring processes, in reviewing final reports and on progress in order to advise on any corrective actions required or the need for additional resources to reach planned target levels;
  • Apply UNHCR’s corporate tools (e.g. Global Focus, Focus Client) to record data and assess the technical soundness of the operation and generate data for evidence-based decisions at the country-level;
  • Assist in keeping donor representatives briefed on developments and assist in the development of funding submissions, appeals and reports;
