Mpanda is a city in Katavi Region of Tanzania, East Africa with a postcode number 50100. It is the administrative centre of Katavi Region, Mpanda District and is itself one of the four districts of the region.
Mpanda is a “frontier town” in the far west of Tanzania, roughly 500 km north of Mbeya and 380 km south-west of Tabora. It is the administrative headquarters for the Katavi Region, (created by subdivision of the Rukwa Region in 2012), and for the Mpanda District. It is an important centre in the rural economy, especially for the marketing and transshipment of rice and maize. The Katavi region is increasingly of interest to mineral prospectors, especially for gold.It is also a staging point for visiting the beautiful Katavi National Park, with its headquarters just 35 km to the south at Sitalike. The Park has a good cross-section of East African wildlife but is perhaps best known for its populations of hippopotamus. As yet all roads into Mpanda (from Sumbawanga, Tabora or Kigoma) remain unsealed and may for brief periods become impassable at the height of the wet season (particularly February–March). The Tanzanian government has in progress a project to seal a large part of the road north from Sumbawanga.

Local services include minibuses to Sitalike, and daily bus services to Usevya and to the fishing villages of Karema and Ikola on Lake Tanganyika. Mpanda is the endpoint of a rail line with passenger services from Tabora (approx 12-15hours). In 2012 the government completed an upgrade of Mpanda airport to a 2 km sealed runway and a commercial air service has commenced.

The WWF (World Wide Fund for Nature) Tanzania, an international conservation organization, is seeking for a competent and experienced Mangrove Conservation Project Executant, to be based in Dar es Salaam.

Major Functions

The Mangrove Project Executant will lead the Tanzania component of the ‘Save our Mangroves Now! 2.0’ (SOMN phase 2) initiative, which is a joint effort of WWF, IUCN and BMZ for mangrove conservation globally and in the Western Indian Ocean region. S/he will be the key partnership facilitator for WWF Tanzania, who will work closely with other regional project implementing partners – WWF Madagascar, IUCN ESARO and Wetlands International (Global and East Africa office). The candidate should be able to build on the achievements, findings and lessons learnt from the first phase of SOMN initiative and continue to use the individual strengths of the existing implementing partners, technical and regional experience. S/he will be obliged to enhance national advocacy efforts for mangrove conservation and to contribute to increase regional network building through close collaboration with the WIO Mangrove Network and the creation of aWIO Mangrove Partnership Group.

Major Duties and Responsibilities

  • Promote responsible mangrove conservation, restoration and sustainable utilization for the benefit of present and future generation;
  • Participate in building content, coherence and political will to develop strong WIO mangrove regional frameworks to advance progress for mangrove conservation efforts nationally, regionally and globally;
  • Provide linkages among regional mangrove conservation achievements and relevant international agreements and processes (mainly 2030 Sustainable Development Goals, UNFCCC and CBD and UN Decade of Ecosystem Restoration)
  • Work in close collaboration with Project and Focal persons from Tanzania Forest Service (TFS),Vice President’s Office (VPO), National Environmental Management Council (NEMC), Districts within and outside the seascape and the WIO Mangrove Network Secretariat to ensure appropriate linkages and coordination at both national and regional level;

Required Qualifications and skills:
University degree, preferably at Master’s level in forestry, and natural resource conservation and management; minimum of 3 years working experience in government, intergovernmental organizations, local and/or international conservation NGOs. Experience in coastal conservation initiatives (programmes or projects),particularly on mangroves in the local Tanzanian context, as well as policy advocacy experience are advantageous; Energetic and strategic individual to ensure match-making partnerships and advocacy at national level are facilitated to generate national commitments and catalyse implementation arrangements;

Job Description

KPMG and a consortium of partners is preparing to tender for Managing Agent services on a new DFID-funded primary education programme in Tanzania, Shule Bora.

The Shule Bora Programme

Shule Bora is DFID Tanzania’s new flagship programme to improve the quality of pre-primary and primary education for girls and boys in Tanzania. The Shule Bora Business Case sets out an ambition to reach all 11.5 million girls and boys in government pre-primary and primary schools in Tanzania through Payment for Results (PforR) financing to the Government of Tanzania (GoT), with additional focussed support to 4.4 million children in government pre-primary and primary schools in 9 regions of Tanzania through testing, adapting and delivering interventions at scale, which will enable the achievement of education sector ‘Payment for Results’ targets. There are four outcomes: improving learning outcomes for all children, improving transition rates to secondary schools for girls, preventing physical and sexual violence in and around schools, and helping children with disabilities access quality education.

The Managing Agent (MA) is expected to provide the following services:

    • Management, coordination and oversight of programme activities;
    • Support to the GoT to implement the PforR mechanism;
  • Support GoT to achieve Shule Bora outcomes through (a) testing, adapting and delivering interventions at scale in nine regions and (b) supporting government-led education sector reforms and systems strengthening.

Job Brief

As the Managing Agent Team Leader, the post-holder will provide high quality technical and strategic leadership, managerial oversight, and administration of the programme.  S/he is responsible for the efficient and effective delivery of programme results, while ensuring proper oversight to implementation processes and effective systems for monitoring, learning and results reporting.  S/he will provide strategic thinking on how to work within the political economy of Tanzania, respond to DFID’s emerging priorities, and contribute to wider learning about inclusive pre-primary and primary education. Heading up a Managing Agent team of at least 20 national and international staff, as well as a number of technical and implementation partners, the Team Leader is the main point of contact for DFID. S/he will be responsible for developing and maintaining strong working relationships with the heads of government institutions and other Shule Bora stakeholders, and be able to communicate the programme’s distinctive contribution convincingly to a range of different audiences.

The Team Leader will be based in Dodoma and will report to the KPMG in Tanzania International Development Advisory Services (IDAS) Partner.

Responsibilities Technical and Strategic Leadership

Promote learning across the Shule Bora team, DFID, Government of Tanzania (GoT) and partner organisations about effective and inclusive approaches and models applicable to the Tanzania education system.
Keep abreast of current debates in education and child rights programming, their applicability to Shule Bora, and how the Shule Bora team can contribute to this thinking.
Provide clarity in linking monitoring, evaluation and learning with broader programme objectives and strategy; periodic analysis and review of theory of change, political economy and overall programme implementation, and capacity to apply these to the overall direction of the programme

Programme Management: Delivering and Reporting Results

Accountable for the achievement of results, ensuring high quality services are maintained, and that all programme objectives and deliverables are met.
Ensure timely preparation and quality assurance of the workplans and reports before submission for approval by DFID.
Communicate, implement and assure adherence to DFID and KPMG policies and codes of conduct and as well as programme policies, guidelines and values
Ensure timely preparation of terms of reference for work to be commissioned to sub-contracting organisations.

Ensure Shule Bora is demonstratively delivering value for money, through development of a VFM strategy, its implementation and monitoring
Review the Shule Bora payment by results (PbR) agreements, progress, and payments to ensure they continue to contribute to the objective of the programme.
In consultation with the MEL lead, liaise regularly with the programme independent evaluation and learning partner, and lead the programme in preparing for mid-term and final evaluations

Financial Management

Ensure appropriate financial management systems with standard operating procedures are in place, and adhered to, for all activities funded by the programme, in line with the head contract with DFID.
Monitor and track programme expenditures, including oversight of the preparation high quality financial reports for submission to DFID.
Agree, and adhere to, accurate monthly, quarterly and annual spending forecasts made to DFID.
Assess and report on programme and fiduciary risks at regular intervals and manage identified risks, including putting in place contingency plans.

Capacity Development

Demonstrate and support effective cross-team working and skills-building
Develop individual staff skills and knowledge, and facilitate team member professional development whenever possible.

Ensure high quality facilitation of programme review and planning, training and learning events for the Shule Bora team and partners, as required.

Networking, Representation, Relationship Building and Communications

Communicate Shule Bora as a cutting edge education programme through written communications and report writing, website content and making presentations as required.
Serve as the main point of contact between the programme, GoT, DFID, KPMG and other stakeholders; collaborate with partners, donors, and other stakeholder representatives, building and maintaining productive relationships.
Ensure Shule Bora strategies and practices keep pace with DFID thinking in terms of programme content areas, and add value to other DFID programmes in Tanzania.
Ensure lessons learned during the implementation of Shule Bora are documented and shared with DFID and other stakeholders, with a view to ensuring the long term value of the programme.

Requirements

This is a senior position which requires outstanding leadership, strategic thinking, and organisational,  team-building and representational skills.

Essential

Master’s or higher degree in education development, education management, child protection or other relevant field.
Demonstrable experience of senior leadership and management of large bi-lateral complex programmes in low income countries.
Familiarity with current debates about education programming, inclusion and child protection, including
DFID’s thinking and emerging priorities
Experience in educational assessment, examination or pedagogy.
Outstanding team building and people management skills,
Experience managing complex relationships with governments, development partners and other partner organisations
Demonstrated competence to work with theory of change and results frameworks; using learning to review and adjust programme strategies, particularly in the context of innovation and support to civil society.

SUMMARY OF ROLE

General Support and Employee Relations (35%)

Provide country office/project HR staff both day-to-day operational support and advice on strategic initiatives to help achieve the organization’s business objectives
Guides and supports employees and managers across the employee life cycle.
Analyze, develop, maintain and ensure compliance with HR policies, procedures and guidelines taking into account the business needs
Act as a functional expert and liaison with managers, advising and supporting them on relevant matters relating to HR

Support project HR staff in managing the New Hire Orientation Program and oversee effective implementation.
Provides country/project HR staff and managers HR policy guidance and interpretation.
Oversee field staff compliance/ethics training and tracking and monitor of timesheet compliance.
Assist with the development and implementation of HR policies, guidelines and procedures
Contributes to the overall HR organizational effort by assisting other HR Partners and HR Teams as necessary to support a high performing Human Resources work team
Understand and guide conversations surrounding country laws with guidance of legal experts when needed
Ensure legal compliance by monitoring and implementing applicable human resource requirements; conduct investigations; maintaining records; represent the organization at hearings
Conduct exit interviews track trends and make recommendations to HR Management

Compensation & Benefits (20%)

Serves as local and regional point of contact for compensation and benefits, participates in policy development and implementation,
Act as a partner to the organization by assisting managers and the Senior Manager of compensation in updating job requirements and job descriptions for all positions in their designated department or area

Collaborates with country/project HR staff to determine salary offers based on approved salary scales, salary survey data for new positions as well as internal equity to ensure competitiveness within the local market
Maintain the organization’s pay philosophy by exhibiting a working understanding of how pay is derived; explaining and training on pay basics; assist in preparing pay budgets (if necessary); monitoring and scheduling individual pay actions; recommending, planning, and assisting with implementing pay structure revisions.
Support employee benefits programs by exhibiting a working knowledge of the organization’s benefits and answering basic questions.

Performance Management (15%)

Provides consultation to managers on talent development and performance management.
Ensure planning, monitoring, and appraisal of employee work results by:
Training managers to coach and discipline employees
Scheduling and participating in management conferences with employees
Resolving employee grievances
Counseling employees and supervisors
Identifies training needs, manages and conducts trainings on topics ranging from HR policies and procedures to professional and leadership skill development
Coach and support Project HR staff and managers on managing performance in the workplace.
Support Performance discussions and Reviews.

Strategic Partnering (15%)

Act as a strategic partner to the organization by understanding mission, vision, values and organizational direction, goals and objectives. Facilitates strategic organizational meetings and provides advice to assigned organizational leadership.
Works closely with country office/ project management and employees to improve work relationships, build morale, and increase productivity and retention.

Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
Maintain employee engagement by being actively involved in employee surveys and focus groups.
Support regional staff as an HR Partner and/or mentor/train/coach local HR staff, as assigned.
Communicate organizational changes and assists managers and employees, as needed.
Develop monthly/quarterly metrics to strategically manage staff turnover.

 MINIMUM REQUIREMENTS

Required

Master’s degree plus six (6) or more years of relevant experience; or Bachelor’s degree plus ten (10) or more years of relevant experience in Human Resource Management or similar field from an accredited university OR equivalent years of experience.
Demonstrated experience working with HR leadership to implement process improvements, policies and HR programs is required.
2+ years international/multi-country HR experience navigating employment laws, regulations, and HR best practices is required.
2+ years administrator or advanced user experience with a Human Resources Information Systems (HRIS) is required.
Ability to legally work, without sponsorship, in one of the following countries required: Kenya, Uganda, Ethiopia, or Tanzania

Additional Skills and Abilities

Must have demonstrated understanding of local and assigned country’s Labor laws, Company Act, NGO Act and other relevant laws.
Ability to gain the trust and confidence of colleagues and to handle confidential matters discreetly and have experience in conflict resolution.
Ability to competently assess priorities; manage a variety of complex activities simultaneously in a time-sensitive environment and meet competing deadlines.
Strong organizational skills and attention to detail.
Excellent oral and written communication skills in English and fluency in local languages; other languages strongly preferred.
Demonstrated computer proficiencies, including Microsoft Office Suite, especially Word, Excel, PowerPoint and database management.

Working Conditions/Physical Requirements

Minimum noise levels in an office environment
Ability to travel locally and internationally approximately 25% of the time to assigned countries for HR initiatives with two weeks.
Position is based in an office, requiring sitting at a desk most of the day
Requires lifting of 0-10 lbs. occasionally or as needed
