  • Drafting the unresolved audit observations related to particular transactions and forwarding to a department head for further evaluations.
  • Participate in the planning and preparation of Internal Audit Programs 111 in coordination with the Chief Internal Auditor.
  • Ensure that all the information relating to the organization is in safe hands and physical access controls are in place for audit working papers and confidential information with the Internal Audit department.
  • To maintain the audit working papers and keep track and follow-ups wherever necessary.
  • Ethics and professional conduct; to ensure that rules of professional conduct and practices are being followed with full integrity as required by the audit profession.

Under the overall guidance of the Representative and the daily supervision of the Operations Manager, the Finance Analyst is responsible for providing oversight assistance to ensure capacity and support; assistance with development projects for the finance users of UN Women for better business practices and controls as well as automation; ensuring all finance users are compliant with and trained in the accounting standards, financial regulations and rules, policies and procedures; ; and acts as the Audit focal point for the Region in co-ordination with Finance Section HQ, as well as finance users in ROs and COs.

The Finance Analyst works in close collaboration with Finance Section HQ, Regional Operations Manager and Finance Specialist, Programme and Operations colleagues, teams at the country level, UNDP staff and Government officials ensuring high performance and efficiency in Finance.

Duties And Responsibilities

  • Manage the financial planning, analysis, and provision of services to CO in accordance with UN Women internal control framework, rules, regulations, policies and procedures
  • Recommend and/or implement cost saving and reduction strategies.
  • Review and/or verify financial transactions/activities, recording/reporting system and audit reports. Co-ordinate with Finance Section RO and HQ on suggestions for amendments.
  • Review financial business processes and use of Atlas system to ensure accurate and complete reporting of financial transactions by UN Women staff in accordance with the Internal Control Framework and Delegation of Authority and the timely flow of financial information in UN Women for management, monitoring and oversight purposes.
  • Analyze and oversee all financial resources managed by the CO and provide high-quality professional advice on financial issues to management, as necessary.
  • Coordinate cash management processes, including liquidity management, recommend imprest (petty cash) level, risk assessment, security for cash assets on site.
  • Assist with financial risk assessment reviews for the CO, by identifying areas of risk and providing recommendations and action plans for addressing issues raised.
  • Coordinate the monitoring and oversight of financial systems in accordance with UN Women rules, regulations, policies and procedures
  • Monitor financial systems and reports for unusual activities, transactions, investigate anomalies.
  • Coordinate the CO timely completion of finance areas of the Month-end Instructions Checklist and Year-end Instructions Closure Checklist;
  • Draft all financial reports in accordance with International Public Sector Accounting Standards (IPSAS) and ensure continued compliance. Monitor the CO for compliance with IPSAS accounting standards by reviewing business processes and systems modules resulting in IPSAS compliant general ledger and financial statements.
  • Review Implementing Partner advance procedures and test against UN Women policies to ensure compliance.
  • Investigate and follow up on any anomalies for timely action and resolution, as necessary.
  • Provide oversight to ensure the proper follow up of advances to implementing partners, review their financial reports together with project managers.
  • Monitor the financial status and under the guidance of the Operations Manager implement control mechanisms for management/development projects.
  • Review all contractual arrangements with suppliers of goods and services to ensure that the financial terms and conditions of all contracts are being adhered to by the suppliers of goods and services.
  • Report to Operations Manager any case of non-adherence for timely action and recommendations for actions/decisions, as necessary.
  • Respond to questions and provide analysis as requested to the Finance Section HQ.
  • Coordinate financial reporting in the CO in accordance with UN Women rules, regulations, policies and procedures
  • Track and report contributions within the resource mobilization efforts, including pipeline, contracted and overdue and future milestones. Review contributions receivables and provide information to Operations
  • Manager for follow up, as necessary.
  • Follow up and/or take prompt action to respond to audit and other findings on financial management.
  • Coordinate the audit process in accordance with UN Women rules, regulations, policies and procedures
  • Coordinate the pre-audit preparations for financial management of the CO to be audit ready and complete the pre-audit checklist . Travel to the sub-offices as necessary to assist during CO audits.
  • Contribute technically to the training in the CO as part of the training plan or requirement of pre-audit preparations or as otherwise determined by Operations Manager.
  • Recommend responses to internal and external audit inquiries and other findings related to financial management for review/approval by Operations Manager and incorporate recommendations in development in policies, procedures and practices;
  • Plan and track expenditures and performance audit of financial resources, including extra-budgetary income.
  • Coordinate programme/ project budgets in accordance with UN Women rules, regulations, policies and procedures

  • Coordinate financial training and communication for the CO
  • Monitor the effectiveness of the services of the finance team on a regular basis to ensure close relationship between Finance Section and Finance Users in the CO and take corrective measures as needed.
  • Coordinate development projects to ensure effective finance and communication tools are in place and regularly monitored for improvements.
  • Perform the Finance Helpdesk function for CO to ensure accurate and timely response to issues and advice requested in conjunction with HQ Finance Field Support Unit.
  • Support in the implementation of the approved Training plans (specifically ATLAS and IPSAS) in conjunction with HQ Finance Field Support Unit and Finance specialist in RO on a recurrent basis to ensure competency across all Finance Users at the CO.

The Global Network of Women Peacebuilders (GNWP) is pleased to announce its sixth annual Cora Weiss Fellowship for Young Women Peacebuilders. Launched in 2015, the Fellowship aims to support the development of young women peacebuilders and ensure that more young people share Cora’s vision for sustainable peace and gender equality as strong and integral parts of our global culture. The Fellowship provides a young woman with the opportunities and platforms to elevate the concerns and priorities of women and girls in their country in global policy discussions at the United Nations Headquarters in New York City.

Eligibility Requirements

To be eligible for the Cora Weiss Fellowship, applicants must meet the following criteria:

  1. Have a deep familiarity with UN Security Council Resolution (UNSCR) 1325 on the Women, Peace, and Security Agenda; UNSCR 2250 on the Youth, Peace, and Security Agenda; the Convention on the Elimination of all Forms of Discrimination Against Women; the Sustaining Peace Resolutions; the Sustainable Development Goals; and related laws and policies;
  2. Have at least two years’ work experience in policy advocacy on women’s rights, human rights, peacebuilding and other social justice issues, including the Security Council Resolutions on Women, Peace and Security, and related laws and policies;
  3. Have at least two years’ experience in program implementation in a women’s rights, human rights or peacebuilding civil society organization in a developing country;
  4. Have a Bachelor’s degree in international relations, women’s or gender studies, or any of the social sciences;
  5. Have lived or worked in a developing or conflict-affected country for at least two years;
  6. Have excellent information and communication skills, with the creativity and enthusiasm for adapting evolving strategies that bring issues on women, peace and security to the public forum;
  7. Are highly motivated with a positive attitude and the ability to manage deadlines and commitments;
  8. Possess a collaborative spirit, with the ability to work independently and as part of a team;
  9. Full proficiency in English is necessary. Proficiency in any other UN language is a plus.

The Fellowship

The successful applicant will have the opportunity to work with GNWP for one (1) year in:

  • Global advocacy in the UN to promote the implementation of the UN Security Council Resolutions (UNSCR) 1325 on Women and Peace and Security, UNSCR 2250 on Youth and Peace and Security, their supporting resolutions, and related laws and policies;
  • Implementation of GNWP’s various programs including but not limited to Localization of UNSCR 1325, national action planning on WPS, and the Young Women+ Leaders for Peace;
  • Research and development of training and advocacy materials on WPS, YPS and humanitarian action; and
  • Administrative support in all areas of GNWP operations.

The Fellowship year will commence in October 2022 and end in October 2023. GNWP will cover roundtrip airfare from the country of origin to New York and health insurance. GNWP will also provide the Fellow with a stipend to cover room and board, local transportation, and other personal expenses for one year.

DAAD Master scholarships 2022/2023 for Master students from Sub-Saharan Africa fleeing the war in Ukraine

The DAAD has launched a special programme for Sub-Saharan African students whose studies are interrupted due to the war against Ukraine to continue/complete their studies in their home country or region.

The Scholarship programme for Master students from Sub-Saharan Africa fleeing the war against Ukraine is a subprogramme of the In-Country/In-Region Scholarship programme. It is funded by the Federal Ministry for Economic Cooperation and  Development and managed by the German Academic Exchange Service.

Programme Objectives

The goal of the programme is to provide Master scholarships to students who are nationals of a Sub-Saharan African country and whose Master studies are interrupted because of the war in Ukraine. Scholarship holders are given the opportunity to continue their academic career at a higher education institution in their home country or within their home region (in Sub-Saharan-Africa).

Requirements:

Applicants must be students who
• started their Master studies in Ukraine, hence had a student status at a recognised Ukrainian higher education institution on 24 February 2022 and fled because of the war;
• are nationals or permanent residents of a Sub-Saharan country;
• have successfully completed generally a three-year university degree (e.g. a Bachelor’s degree) with above average results (at least: Second Class/Lower Division or equivalent, if applicable);
• clearly show motivation and strong commitment;
• have thorough knowledge of the language of instruction;
• have generally completed their last university degree not more than 6 years ago at the time of application.

Eligible Fields

The Scholarship Programme supports full-time higher education Master’s studies leading to a degree. Students may

  1. continue their Master studies in the original study field started in Ukraine, or
  2. if the original study field is not available, then in the Master programme that is the closest match for the original, or
  3. continue their studies in another Master’s programme of which they fulfil the admission requirements based on previous, recognised studies.

Duration and Commencement

  • Funding is provided for the usual duration of a Master’s programme – generally, up to two years – starting in September 20223 .
  • Please note that the maximum duration of the scholarship is based on the time that is left until the scholarship holder has reached the regular period of studies in that programme, i.e., if you apply for a scholarship starting in the second year of studies of a two-year programme, the maximum duration of the scholarship will be one year.
  • Scholarships are initially granted for one year and can be extended to a maximum of the regular period of study upon receipt of an application for extension.
  • Scholars must demonstrate satisfactory progress before an extension is granted.

• Transcripts for all semesters of the Bachelor’s degree programme (if possible)
• Motivation letter (DAAD form) (explaining:
a) previous academic career (including a listing of universities and study programmes attended);
b) the programme choice and how it is matching with the Master programme in Ukraine;
c) motivation for the application.
• Proof of student status at a recognised higher education institution in Ukraine on 24 February 2022. (If the applicant has a Certificate of Student Status, this document should be uploaded. If the applicant does not have a Certificate of Student Status, any documents can be submitted that provide credible evidence of student status in Ukraine on 24 February 2022, such as the official documents or emails received from the Ukrainian university, in some cases the copy of the Ukrainian student card etc.)
• Copy of the passport
• Copy of the last visa certificate for the study stay in Ukraine
• If a Master’s programme is chosen that is not offered at a DAAD partner university under the In-Country/In-Region scholarship programme, the following documents should be submitted if possible: Accreditation certificate of the programme and/or course plan for the whole programme and/or semester plan etc.

Nuffic Orange Knowledge Programme (OKP) Scholarships 2022/2023 for mid-career professionals to study in The Netherlands (Fully Funded)

The Orange Knowledge Programme (OKP) offers scholarships funded by the Dutch Ministry of Foreign Affairs available for a selection of:

  • short courses (duration 2 weeks to 12 months);
  • master’s programmes (duration 12 to 24 months).

Requirements

A limited number of scholarships is awarded to female and male professionals who are:

  • motivated;
  • living and working in an OKP country;
  • proficient in English or French;
  • working in one of the priority areas for their country;
  • can motivate using and transferring their knowledge and experience in their employing organisation after their studies;
  • agreeing to the OKP obligations and conditions (133.9 kB).

Language

You need English or French language skills to follow classes in the Netherlands. Demands for certificates showing language skills differ per education institution.

Priority themes per country

The main priority areas of the Orange Knowledge Programme are;

How to apply

  2. Check if you meet the OKP eligibility criteria.
  3. Find a course on the OKP course list. Please find a study, using the filter ‘Orange Knowledge Programme (OKP)’.
  4. Ask your employer whether they are willing to nominate you for an OKP scholarship.
  5. Contact the Dutch education institution of your choice to receive more information about the application procedure, the academic requirements and the link to apply online.
  6. Prepare your application: employer statement, motivation, passport, government statement (if required).
  7. During an application round, submit your application online using the link you receive from the Dutch education institution. Please be aware of the application deadline of the educational institution of your choice.

Selection procedure

The procedure is as follows:

1. Candidates register with their Dutch education institution
2. Dutch institution nominates candidates and submits grant application
3. Embassies check eligibility and assess applications
4. Selection results available for Dutch education institutions
5. Grants awarded through Dutch education institutions

Results of applications are announced 3 to 4 months after application. The Dutch education institution through which you applied for the scholarship will contact you on the results of your application.

Timeline

Round 2 – for short courses
– Accepting applications between 11 May – 28 June 16.00 CET.
– Courses should start between 21 November 2022 and 20 February 2023.

Round 3 – for short courses

Fully Funded : Rhodes Global Scholarships 2023 for Postgraduate Study at the University of Oxford, United Kingdom

The Rhodes Scholarship is a fully funded, full time, postgraduate award which enables talented young people from around the world to study at the University of Oxford. Applying for the Scholarship is a challenge, but it is an experience which has helped generations of young people to succeed. Rhodes Trust encourage applications from talented students everywhere.

Rhodes Scholars come to the UK for two or more years and can apply to study most full-time postgraduate courses offered by Oxford University.

Requirements

  • The Global Scholarships allow eligible candidates from the rest of the world (i.e. not eligible under any other Rhodes Scholarships Constituency) to apply for a Scholarship, subject to nomination.

Eligibility Criteria
a. Nationality/citizenship: You may only apply to the Global Scholarships if you are not eligible to apply via any existing Rhodes constituency (https://www.rhodeshouse.ox.ac.uk/scholarships/list-of-rhodes scholarshipconstituencies/). If you have a strong connection to one or more Rhodes constituency but do not meet their eligibility criteria you should also consider inter-jurisdictional consideration rather than the Global Scholarship.
b. Age: You must meet either of the below criteria:
i. On 1 October 2022, you must be at least 18 and have not reached your 24th birthday (i.e. you must have been born after 1 October 1998 and on or before 1 October 2004). OR (for older candidates who completed their first undergraduate degree later than usual)
ii. On 1 October 2022, you must not have reached your 27th birthday (i.e. have been born after 1 October 1995) AND you have met or will meet the academic requirements for completing your first undergraduate degree on or after 1 October 2021*

  • A university’s policy determines the date of completion of academic requirement for a degree and this may be
    different from when a degree is considered awarded by the university or the date of a graduation ceremony. In ambiguous cases, the decision of the National Secretary is final.

Academic achievement: You must have already completed, or will have completed by July 2023, an undergraduate degree (normally a Bachelor’s degree) with an academic background and grade that – at a minimum – meets or exceeds the specific entry requirements of your chosen full-time course at the University of Oxford (https://www.ox.ac.uk/admissions/graduate/courses/courses-a-z-listing)
Given the very intense international competition for places at the University of Oxford, candidates will have a
greater chance of successful admission to Oxford if they have:
• A First Class Honours Degree or equivalent, or,
• A GPA of 3.70/4.0 or higher

Benefits

  • The Rhodes Scholarship covers Oxford University course fees, as well as providing an annual stipend. For the 2021/22 academic year, the stipend is £17,310 per annum (£1,442.50 per month) from which Scholars pay all living expenses, including accommodation. Please note – this is not sufficient to cover partners or dependents.
  • On arrival in Oxford, Scholars receive a settling in allowance and for those Scholars who transition to a second course of study in Oxford, they will again receive assistance to cover the fee for visa renewal and further application for IHS.
