The mandate of eGovernment Agency includes coordination, oversight, provision, promotion of eGovernment initiatives and enforcement of e-Government standards and guidelines in the Public Service.<\/p>\n<p>1.1PRINCIPAL ICT OFFICER GRADE II \u2013 (TECHNICAL CONSULTANCY AND<br \/>\nADVISORY SERVICES) \u2013 2 POSTS<\/p>\n<p>1.1.1 JOB PURPOSE:<br \/>\nTo provide advisory and technical consultancy to the Government institutions on all eGovernment<br \/>\nrelated Projects. Lead the review and analysis of the Public Institutions\u2019<br \/>\ne-Government related projects, services, processes and information needs to identify<br \/>\nchanges that will lead to business improvements.<\/p>\n<p>1.1.2 DUTIES AND RESPONSIBILITIES<br \/>\n(i) Lead and manage teams to provide customer focused services to Public<br \/>\nInstitutions on the Government service improvement through use of ICT;<br \/>\n(ii) Manage planning of IT consultancy projects to ensure quality of deliverables,<br \/>\ntimeliness of deliverables and within budget;<br \/>\n(iii) Facilitate strong his\/her superior.<\/p>\n<p>1.1.3 QUALIFICATION AND EXPERIENCE<br \/>\nMaster Degree in the related discipline from recognized institution<br \/>\nBachelor Degree in Computer Science, Computer Engineering, Electronics<br \/>\nEngineering, Information Technology or equivalent from a recognized institution.<br \/>\nAt least nine (9) years of practical working experience in public or any private<br \/>\nreputable organization in the relevant field.<\/p>\n<p>1.1.4 TECHNICAL QUALIFICATION<br \/>\n(i) Experience in managing enterprise ICT Projects including experience with<br \/>\nimplementing ERP;<br \/>\n(ii) Experience in ICT planning and\/or audit function;<br \/>\n(iii) Ability proved by experience with leading cross-functional teams to undertake<br \/>\nmajor ICT related projects;<br \/>\n(iv) Good project management skills preferably holder of internationally<br \/>\nrecognized project management certification like PMP, Prince2 or equivalent;<br \/>\n(v) Good communications skills, both oral and written;<br \/>\n(vi) Able to conceptualize high level ICT planning \/ governance concepts;<br \/>\n(vii) Experience in working with, implementing and\/or POST<\/p>\n<p>1.2.1 JOB PURPOSE:<br \/>\nThis individual provide operational database technical services to support the<br \/>\napplication development, database production support and various requirements for<br \/>\ndistributed technical support to ensure applications are running smoothly. This individual ensures that system hardware, operating<br \/>\nsystems, software, infrastructure and related procedures conform to the applicable<br \/>\nregulatory and operational requirements. He\/ She should under indirect supervision<br \/>\nperform detailed operational evaluations and undertake control, risk management and<br \/>\ngovernance assessments in relation to implemented information systems and<br \/>\ninfrastructures.<br \/>\n1.3.2 DUTIES AND RESPONSIBILITIES<br \/>\n(i) Evaluate ICT, operational and business risks, functions and activities, and<br \/>\nrecommend nature, scope, direction and thrust of the proposed corrective<br \/>\nmeasures;<br \/>\n(ii) Be involved in preparation of annual risk based audit plan in consideration of<br \/>\nthe results of the strategic and operational risks assessments;<br \/>\n(iii) Designs audit procedures to execute the annual audit plan in determining<br \/>\neffectiveness of risk management, control and governance processes;<br \/>\n(iv) Perform general and application control examination of the computer<br \/>\ninformation systems;<br \/>\n(v) Undertake audit engagements planning and implementing complex audit laws, regulations, guidelines, policies and<br \/>\nprocedures;<br \/>\n(xiii) Providing ad hoc advice and guidance on operational effectiveness and<br \/>\nefficiency;<br \/>\n(xiv) Undertake follow ups on audit findings and recommendations to ensure that<br \/>\nmanagement has taken appropriate corrective action(s);<br \/>\n(xv) Anticipating emerging issues through research and interviews to inform on<br \/>\naudits to be undertaken;<br \/>\n(xvi) Assist and train other audit staff in the use of computerized audit techniques,<br \/>\nand in developing methods for evaluating and analyzing computerized<br \/>\ninformation systems;<br \/>\n(xvii)Perform other duties as assigned by the Senior Auditor.<br \/>\n1.3.3 QUALIFICATION AND EXPERIENCE<br \/>\n\u00b7 Bachelor\u2019s Degree either in Information Technology, Computer Science,<br \/>\nComputer Engineering, ICT Assurance or equivalent degree from a recognized<br \/>\ninstitution.<br \/>\n1.3.4 TECHNICAL QUALIFICATION:<br \/>\n(i) Possession of recognized auditing\/information system certifications such as<br \/>\nCISA, CISM, CISSP, CEH, and CCNA will be an added advantage;<br \/>\n(ii) Knowledge in Information Technology Risk Management\/Governance<br \/>\npractices;<br \/>\n(iii) Knowledge in Security Fundamentals (in multiple vendor \/ open source<br \/>\nenvironments), Linux and Windows Security Administration , Replication and<br \/>\nMirroring- Virtual Private Networks, Network Security;<br \/>\n(iv) Conversant with internal control frameworks\/standards such as COSO\/COBIT\/<br \/>\nISO\/IEC 27000 etc;<br
