S\/he will accountable for ensuring that all aspects of HakiElimu\u2019s financial procedures and processes with partners are effectively performed. S\/he will be assisting the Accountant in reporting of all donor funds management.<\/p>\n<p><b>\u00a0MAIN RESPONSIBILITIES:<\/b><\/p>\n<p><b>Grants Management (40%)<\/b><\/p>\n<p>Track funds disbursements and follow all the necessary procedures of funds receiving.<br \/>\nEstablish and maintain the files for each grant received for each project for easy tracking and reporting.<\/p>\n<p>Responsible for the arrangement of projects expenditures verifications and audits as per the grant\u2019s contract.<br \/>\nAssist the Accountant and Head-SSAF in the management of funds expenditures; including Imprest management, posting of vouchers to the account software, reconciliations and reporting.<br \/>\nDevelop systems and support organisation\u2019s efforts to monitor, track and report related grants fund management and audit recommendations.<\/p>\n<p><b>Partner Monitoring\u00a0 and Support (30%)<\/b><\/p>\n<p>Ensure all donor and HakiElimu guidelines\u00a0 are complied with and communicated to partners<br \/>\nConduct periodic verification of Partner\u2019s expenditure to see that they are properly supported and are in accordance with the approved work plan and budget.<br \/>\nReview Partners bank reconciliation statement and compare with expenditure and balance reported in the Statement of Source and Application of Funds<br \/>\nCommunicate in writing to HakiElimu Accountant and Head of SSAF any areas where non-compliance exists or expenditure cannot be verified.<br \/>\nFollow up on any issues raised following these reviews to ensure that they are properly addressed.<br \/>\nEnsure partners financial reports are submitted timely as per the established standards and agreement.<br \/>\nFollow up on external and internal audit recommendations to ensure full implementation.<\/p>\n<p>Participate key training and orientation to partners, development and financial control and system issues.<br \/>\nProvide input in drafting training plans for the relevant partners focussing on strengthening partner capacities to better comply with HakiElimu contractual arrangements.<br \/>\nAssisting partners in identifying areas to strengthen and develop partner finance staff and either provide this training or assist the partner in identifying where such training can be sourced.<\/p>\n<p><b>Compliance (20%)<\/b><\/p>\n<p>Ensure that the contracts, policies and procedures are in accordance to the National laws<br \/>\nEnsure that HakiElimu comply with the NGO 2018 Financial Regulation in Management of donor funds<br \/>\nProvide guidance in interpreting and executing applicable regulations, terms and conditions of the grant<br \/>\nConduct periodic reviews including site visits to the project beneficiaries.<br \/>\nTrain project staff on procedures and requirements.<\/p>\n<p><b>Other duties as required (10%)<\/b><\/p>\n<p>Serve as a member of the fundraising committee and participate proposal budget development.<br \/>\nParticipate in the development of department\u2019s work plans and reports.<br \/>\nOther duties as may be assigned by the supervisor<\/p>\n<p>PERSONAL SPECIFICATIONS, BEHAVIOURS AND CONDUCT:<\/p>\n<p><b>Minimum Skills and Experience-Essentials\u00a0<\/b><\/p>\n<p>Advance Diploma in Accountancy or B Com majoring in Accountancy. Possession of either CPA or Master\u2019s degree in relevant field will be an added advantage.<br \/>\nStrong Financial and grant management skills and experience<br \/>\nGood knowledge and understanding of NGO statutory and compliance requirements.<br \/>\nUnderstanding of project cycle management (including problem\/objective trees, stakeholder analysis, project planning, budgeting).<br \/>\nStrong knowledge of current and future funding trends, as well as of development issues, especially education and democracy<br \/>\nFluency in both Kiswahili and English (Spoken &amp; Written)<br \/>\nExcellent Analysis and Reasoning skills<br \/>\nAbility to work independently and in a team<br \/>\nComputer literate \u2013 competent in the use of Word, Excel, and PowerPoint and accounting software such as Pastel, QuickBooks and Sun system.<\/p>\n<p><b>Minimum Skills and Experience- Desirables<\/b><\/p>\n<p>Applicable experience in nonprofit governance, administration, grants management and compliance<br \/>\nExperience of working in a multi-cultural environment.<br \/>\nAbility to train and support staff to understand developing and managing donor relationships and funding.<\/p>\n<p><b>\u00a0Personal Attributes and behaviors<\/b><\/p>\n<p>Proven ability to manage multiple priorities at the same time.
