Through UNDAP, UN Women supports its partners in implementing and monitoring the international and regional agreements on women\u2019s rights and developing capacity to integrate gender equality into national and regional development strategies, laws and policies. UN Women contributes to results in five of the ten UN Programme Working Groups with staff based in Dar es Salaam, Dodoma and Zanzibar.<\/p>\n<p>Under the technical guidance of the Regional HR Business Partner in HQ and the daily supervision of the Operations Manager, the Human Resource (HR) Associate is responsible for administratively and logistically supporting the recruitment and placement, administration of benefits and entitlements of staff and local external contractors, other HR administration issues and separation of personnel.<\/p>\n<p><b>DUTIES AND RESPONSIBILITIES<\/b><br \/>\n<b><br \/>\n<\/b>1.\u00a0 \u00a0 \u00a0Administer and implement HR strategies and policies in CO in full compliance with UN Women rules, regulations,<\/p>\n<p>and HR policies\u00a0 and guidelines<\/p>\n<p>Provide general, standard information to the management and staff on HR strategies, rules and regulations;<br \/>\nIdentify ways in which the administrative needs can be met within existing policies; interpret processes and procedures, anticipate and manage operational requirements;<\/p>\n<p>Prepare written response to queries concerning HR related matters.<br \/>\n2.\u00a0 \u00a0 \u00a0Provide HR administrative and logistical services to CO and region in full compliance with UN Women rules,<\/p>\n<p>regulations, and HR policies and guidelines<\/p>\n<p>Process, draft, edit, proofread and finalize for approval a variety of correspondence and other communications; maintain files\/records, monitor deadlines;<br \/>\nProvide administrative coordination in the extension of contracts, processing of national benefits and allowances, and entitlements, and renewal of UNLPs and visas;<br \/>\nInput and track all transactions related to positions, recruitment, benefits, earnings\/deductions, retroactivities, recoveries, adjustments and separations through Atlas;<br \/>\nFacilitate responses to audit findings and recommendations;<br \/>\nAssume overall responsibility for leave management; record management;<br \/>\nProcess payment, and administer entitlements for international staff as delegated; validate and coordinate local payroll and related issues;<br \/>\nFacilitate staff separation process;<br \/>\nCreate\/update entries of vendors, PO and Receipts in ATLAS system.<br \/>\n3.\u00a0 \u00a0 Facilitate and coordinate recruitment processes in full compliance with UN Women rules, regulations,<\/p>\n<p>and HR policies and guidelines<\/p>\n<p>Draft job descriptions and vacancy announcements; assist in reviewing and processing requests for classification;<br \/>\nScreen candidates and facilitate and participate in interview panels as necessary;<\/p>\n<p>Prepare recruitment recommendations\/supporting documentation for the Central Review Board (CRB);<br \/>\nPrepare position establishment, liaise with headquarters and assure that action is completed;<br \/>\nProvide regular recruitment status reports;<br \/>\nProvide advice to local recruitment in programmes\/projects when necessary.<br \/>\n4.\u00a0 \u00a0 Provide administrative support to staff performance management and learning and development in full compliance<\/p>\n<p>with UN Women rules, regulations, and HR policies and guidelines<\/p>\n<p>Monitor compliance with the performance appraisal review in the office and staff learning and development;<br \/>\nFacilitate the preparation of Office learning plan and individual learning plans in consultation with the HR Business Partner<br \/>\n5.\u00a0 \u00a0 \u00a0Maintain data in relation to HR in full compliance with UN Women rules, regulations, and HR policies and guidelines<\/p>\n<p>Maintain and update internal database and files on administrative HR matters in a confidential and secure manner;<\/p>\n<p>Generate a variety of standard and non-standard statistical and other reports from various databases;<br \/>\nUpdate position data in Atlas, association of positions to chart fields (CoAs), update of CoA information and setting up vendors.<br \/>\n6.\u00a0 \u00a0 Facilitate knowledge building and knowledge sharing globally<\/p>\n<p>Organize training courses, workshops, information sessions, orientations and consultations for staff;<br \/>\nProvide a synthesis of lessons learnt and best practices in HR administration;<br \/>\nLiaise with HR headquarters in HR administration and staffing to disseminate information on a variety of HR matters.<br \/>\nCOMPETENCIES<br \/>\nCore Values:<\/p>\n<p>Respect for Diversity<br \/>\nIntegrity<br \/>\nProfessionalism<\/p>\n<p><b>Core Competencies:<\/b><\/p>\n<p>Awareness and Sensitivity Regarding Gender Issues<br \/>\nAccountability<br \/>\nCreative Problem Solving<br \/>\nEffective Communication<br \/>\nInclusive Collaboration<br \/>\nStakeholder Engagement<br \/>\nLeading by Example<\/p>\n<p><b>Functional Competencies:<\/b><\/p>\n<p>Strong knowledge of HR administration, processes and policies;<br \/>\nAbility to administer and execute administrative processes and transactions;<br \/>\nAbility to handle information of a confidential nature;<br \/>\nAbility to provide inputs to business processes re-engineering, implementation of new systems;<br \/>\nGood quantitative skills;
