I. Background<\/b>
\nThe Eastern Africa Sustainable Forest Programme builds on foundation laid out by the Terrestrial
\nProgramme under the WWF\u2019s Coastal East Africa Global Initiative (CEA-GI) that was implemented<\/p>\n

between 2010 and 2015. Sustainable Forest Programme seek to strengthen regional coordination and
\ncollaboration and scale-up regional interventions by working more closely with Regional Economic
\nCommissions (RECs). The programme works in 5 countries Kenya, Uganda, Tanzania, Madagascar
\nand Mozambique with the focus to address illegal trade in timber and embrace regional collaboration
\namong countries to improve forest governance.<\/p>\n

II. Major functions:<\/b>
\nUnder the technical guidance of Monitoring & Evaluation Manager and Regional Forest programme
\ncoordinator;The Monitoring & Evaluation Officer will be responsible for coordinating the systematic<\/p>\n

monitoring of the progress and impact of the WWF East Africa Regional Programme, focused on the
\ndesign, implementation and reporting of a programme monitoring plan. Responsibilities also include
\npreparation of annual work plans and supporting reporting and evaluation cycles. The over-riding aim
\nis to ensure that indicators required meeting both donor and internal reporting and evaluation
\ncommitments are consistently met, measured and reported. In support of this, the officer works closely with the programme staff team, partners and third party researchers to ensure that routine data
\ncollection protocols are maintained.<\/p>\n

III. Major duties and responsibilities:<\/b><\/p>\n

    \n
  • \n
      \n
    • Prepare, or revise as appropriate, a comprehensive programme monitoring plan, based on relevant programme documents, funding proposals, log frames and other relevant planning documents;<\/li>\n
    • Support the Programme Coordinator by taking the lead in developing and monitoring progress of annual work plans;<\/li>\n
    • Maintain a master spreadsheet database for monitoring all progress and impact indicators for the programme, ensuring the database is updated semi-annually through collective process involving programme team members, ensuring all are conversant with their roles and responsibilities on the same;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n
        \n
      • Ensure that programme colleagues and member countries are trained in, and aware of, routine monitoring information and data requirements, monitor actual performance on collection of that data by the said team, and keep the Programme Coordinator updated on a quarterly basis;<\/li>\n
      • Oversee the identification and engagement of third party contracted consultants, researchers or partners in meeting data collection needs of the monitoring plan, where needed, including drafting of contracts;<\/li>\n
      • Co-ordinate timely preparation by other team members and partners of inputs required for technical progress reporting for the WWF network and other donor requirements, and submits in timely fashion to the Programme Coordinator;<\/li>\n
      • Support the Communications Officer in production of programme status brochures and dashboards, to share progress and impact data with stakeholders and interested third parties; advise on risk-based approaches to managing projects<\/li>\n
      • Undertake periodic review of the implementation and operation of the monitoring and reporting mechanism; revising it where appropriate, and preparation of best practices and lessons learned;<\/li>\n
      • Under supervision of the Programme Coordinator, support the process of identifying, contracting and overseeing mid-term and final project evaluations, and ensuring outputs and recommendation from the same are shared with the staff team and other stakeholders as relevant, and incorporated into annual work plans and future project design, as appropriate; Routinely collect information and photographs during field visits to enable reporting of individual \u2018success stories\u2019 relating to community members that have benefited from WWF<\/li>\n<\/ul>\n

        Community Forest Enterprises initiatives;<\/b><\/p>\n

          • Participates and provides technical input in preparation of annual programme budgets;<\/li>\n
          • Ensuring adherence to Network Standards including championing safeguards and social policies<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

            • Any other duties as may be required from time to time by the Programme Coordinator or TCO<\/li>\n<\/ul>\n

              IV. Profile:<\/b><\/p>\n

                \n
              • Minimum Bachelor\u2019s degree in Forestry\/ Forest Economics or Forest Biology. Master\u2019s degree will be an added advantage;<\/li>\n
              • At least 5 years working experience in monitoring and evaluation relating to natural resources management initiatives and\/or project cycle management;<\/li>\n
              • Experience, training and knowledge in the field of forest conservation monitoring, including both data collection and analysis will be a particular added advantage;<\/li>\n
              • Experience in ecological and\/or socio-economic monitoring or research, including of miombo woodlands, coastal forests habitats and\/or household socio-economics, and\/ or community knowledge, attitudes and practices etc. will be an added advantage;<\/li>\n
              • Experience of working with CSOs, CBOs, women and youth in Village Forest reserves, TFS and forest reserves within core protected areas such as national parks.<\/li>\n
              • Proven ability to work independently and deliver high quality, timely outputs; and with excellent interpersonal skills and good teamwork spirit;<\/li>\n
              • Experience in writing project technical reports and preparing monitoring plans;<\/li>\n
              • Willingness to participate in field activities and travel to remote areas within the region;<\/li>\n
              • A high level of computer literacy and knowledge of standard computer software packages such as Word and Excel. Knowledge of databases (Access); GIS software, particularly the Arc suite; and socio-economic data analysis software such as SPSS would be an added advantage;<\/li>\n
              • A high level of oral and written fluency in both Kiswahili and English.<\/li>\n<\/ul>\n

                \n<\/b>Under the technical guidance of Communications Manager and Regional Forest programme
                \ncoordinator; the Communications Officer will be responsible for ensuring the delivery of outputs
                \nunder the East Africa Regional Forest Programme that are related to awareness-raising,
                \ncommunications and capacity strengthening in general; facilitating sharing knowledge and
                \nincrease the programme visibility in the member countries and other relevant stakeholders on
                \nissues relating to illegal trade in timber, forest governance and climate change adaptation and
                \nmitigation.
                \n
                \n<\/b>III. Specific Tasks<\/b>
                \n
                \n<\/b>The Incumbent will work closely with the Regional Forest Programme coordinator to execute the
                \nfollowing tasks:<\/p>\n

                  \n
                • Ensure that relevant program materials such as Human Interest Stories, donor reports, proposals, factsheets, infographs etc. are developed and disseminated to donors and target groups through relevant media and network channels. The Communications Officer will assist WWF member countries in the proposal development stage to identify appropriate communication activities for the projects.<\/li>\n
                • Develop and maintain contact information, materials and relationships with journalists and media outlets (print, TV, radio, web etc.) in 5 member countries to increase coverage of conservation issues in the media (print, broadcast and digital). Specific activities may include:<\/li>\n
                • Draft and edit articles, press releases, human interest stories and other advocacy\/information materials.<\/li>\n
                • Collaborate with the media by organizing project counrty visits; facilitate photo coverage and TV footage and utilizing both web-based and traditional media as appropriate.<\/li>\n
                • Monitor and evaluate the use and effectiveness of media materials. Maintain a library of media coverage, clippings etc.<\/li>\n
                • Provide content for WWF Regional Forest programme blogs, TCO website and social media sites (Facebook, Twitter, instagram and YouTube etc). Monitor content on line and provide guidance and reactions and responses whenever needed. Ensure that the programme makes the best use of technology for key communications activities (e.g. content development for web sites & intranet development, social media and online marketing).<\/li>\n
                • Ensure timely and quality production of advocacy and branding materials such as periodicals, annual and donor reports, supplements, calendars, briefing notes, Human Interest Stories, picture stories, videos, etc. The Communications Officer will develop and archive communication materials, including digital, such as publications, press releases and clippings, photographs, audio-visual materials, web resources etc.<\/li>\n
                • Events\/campaigns: Assist in organizing and generating public support for special events and campaigns to promote strategic conservation goals. Support organization of workshops, seminars, campaigns, events and project review meetings including agendas and meeting minutes.<\/li>\n
                • Identifying opportunities for press coverage around events and specific publications and working with colleagues to develop targeted media strategies, including drafting press releases and pitching op-eds.<\/li>\n
                • Manage press inquiries and pursue opportunities for promoting the East Africa regional<\/li>\n<\/ul>\n

                  Programme in member countries.<\/p>\n

                    \n
                  • Develop communications projects, budgets, and prepare progress reports timely as per WWF\u2019s reporting Standards.<\/li>\n
                  • Work collaboratively with fundraisers and programme staff to provide communications products that will support fundraising efforts for the East Africa Regional Forest programme.<\/li>\n
                  • Support Forest programme officers in member countries in identifying and documenting appropriate content for producing appropriate communications materials, stories, articles, audio visuals, presentations, radio and television programmes.<\/li>\n
                  • Ensure production of good and quality reports (bulletin, Semi Annual and Annual Reports) of MFA Finland in collaboration with Regional Forest Programme Coordinator.<\/li>\n
                  • Work under technical close supervision by TCO Communication Manager and Regional<\/li>\n
                  • Forest Programme Coordinator in administrative matters.<\/li>\n<\/ul>\n

                    IV. Profile;<\/b>
                    \nMinimum Bachelor degree in Mass Communication, preferably with post graduate qualification
                    \nin climate change, forest economics or forest biology .<\/p>\n

                      \n
                    • At least 5 years working experience in communication and media related to natural resources management initiatives, forest conservation and\/or climate change adaptation and mitigation.<\/li>\n
                    • Experience, training and knowledge in the field of communication and media related to forest conservation, protected area management will be a particular added advantage;<\/li>\n
                    • Experience in climate change adaptation and mitigation, ecological and\/or socioeconomic monitoring or research, including of miombo woodlands, coastal forests habitats and\/or household socio-economics, and\/ or community knowledge, attitudes and practices etc. will be an added advantage;<\/li>\n
                    • Experience of working with CSOs, CBOs, women and youth in Village Forest reserves,<\/li>\n
                    • TFS and forest reserves within core protected areas such as national parks.<\/li>\n

Basic design and layout skills, Adobe and PageMaker are an added advantage. Demonstrated and extensive social media experience is an added advantage.<\/li>\n
                    • A high level of oral and written fluency in both Kiswahili and English.<\/li>\n
                    • Knowledge of French will be an added advantage<\/li>\n<\/ul>\n
