Responsible for the integrity of the program model in accordance with MTI, MOH and donor requirements.<\/p>\n<p><b>Job Description<\/b><br \/>\n<b><br \/>\n<\/b>Reports to Direct: Director of Programs<\/p>\n<p>Supervises Direct: Medical Coordinator, Pharmacist, Community Health Coordinator<\/p>\n<p><b>JOB RESPONSIBILITIES<\/b><\/p>\n<ul>\n<li>Responsible for ensuring all programs comply with MTI, MOH and donor requirements; ensure that staff adhere to all MTI policies, Code of Conduct and ethical standards<\/li>\n<li>Collaborate with Director of Programs to develop the budget; responsible for monitoring financial performance of programs to ensure project objectives are achieved within allocated resources; analyse budget in Unit 4 ERP system and raise budgetary challenges to supervisor or Finance team<\/li>\n<li>Responsible for ensuring the effective implementation of HR functions related to staff management (hiring, training, promotion, scheduling, disciplinary action, termination) and ensure training and capacity building of regional staff<\/li>\n<li>Responsible for overseeing the effective implementation of Operations and Finance functions to ensure Programs Department is well supported in carrying out activities<\/li>\n<li>\u00a0Develop effective working relationships with relevant stakeholders, implementing partners and community leaders, including representing MTI at health coordination meetings and communicating relevant information back to staff<\/li>\n<li>Lead the Field Management Team in developing regional objectives and change management<\/li>\n<li>Ensure documentation of accurate records of business decisions, actions, and practices undertaken on all projects<\/li>\n<li>Monitor the general dynamics and context of the region and identify potential risks to service delivery and security implications; coordinate actions to mitigate risks<\/li>\n<li>Maintain effective communication between field and country office, submit weekly sitrep and regular budget analysis report, compile incident reports as required per policy<\/li>\n<li>Respond to crisis and make final decisions for action, in collaboration with SMT as needed<\/li>\n<li>Responsible for submitting the final draft of donor reports by coordinating timely submission of data and preliminary reports from all departments, ensuring accuracy and completeness of data, and timeliness of report submission<\/li>\n<li>Conduct orientation and debriefs and evaluations with international volunteers; follow up on feedback accordingly<\/li>\n<li>Responsible for the appropriate use of materials and assets in accordance with budget holder authority<\/li>\n<li>Ensure direct reports have clear objectives, receive mentor-ship and participate in capacity building opportunities<\/li>\n<li>Conduct performance evaluations and enforce disciplinary procedures as per MTI policy<\/li>\n<li>\u00a0Ensure accountability is integrated into country strategies, program design, monitoring and evaluations, recruitment, staff on boarding, trainings and performance management, partnership agreements, and highlighted in reporting.<\/li>\n<li>Ensure the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation &amp; Abuse, Child &amp; Vulnerable Adult protection, and harassment-free workplace policies.<\/li>\n<li>\u00a0Other duties as assigned<\/li>\n<\/ul>\n<p><b>EDUCATION, LICENSES, &amp; CERTIFICATIONS<\/b><\/p>\n<ul>\n<li>\u00a0Doctor of Medicine (MD) preferred<\/li>\n<li>Master\u2019s in Public Health, Project Planning and Management, Health Service Management, or Public Administration is required<\/li>\n<li>Registration with relevant council is required, as applicable to degree<\/li>\n<\/ul>\n<p><b>EXPERIENCE<\/b><\/p>\n<ul>\n<li>More than 5 years of progressive experience managing multi-donor health services projects with an international NGO is required<\/li>\n<li>Experience in proposal writing will be an added advantage<\/li>\n<\/ul>\n<p><b>KNOWLEDGE, SKILLS &amp; ABILITIES:<\/b><\/p>\n<p>In-depth knowledge of humanitarian operations and project cycle management, with strong interdepartmental understanding<br \/>\nIn-depth knowledge of Tanzanian MoH, WHO and UN health systems and policies<br \/>\nKnowledge of health strengthening methods and best practices<br \/>\nKnowledge of principles and current approaches to monitoring and evaluation in relief and development programs<br \/>\nKnowledge of HIS\/HMIS and ERP databases<br \/>\nKnowledge of risk and security management principles and best practices<\/p>\n<p><b>SKILLS<\/b><\/p>\n<p>Skilled in project cycle management<br \/>\nEffective leadership and people management skills, including developing, coaching and managing high performing teams<br \/>\nSkilled in building coalitions, negotiating and resolving conflicts effectively while preserving important relationships with partners and funders<br \/>\nSkilled in developing multiple solutions and able to take a swift decision, including in a high risk situation<br \/>\nSkilled in using HIS, HMIS and ERP database systems<br \/>\nSkilled in data analysis and writing reports<br \/>\nSkilled at using Microsoft Word, Excel, PowerPoint and Outlook<\/p>\n<p><b>ABILITIES<\/b><\/p>\n<p>Keen interest to mentor others<br \/>\nAbility to travel to health facilities frequently and at times upon short notice<br \/>\nAbility to be decisive in emergency situations and use sound judgment<br \/>\nAbility to exercise considerable initiative to plan, organize and follow through to meet deadlines<br \/>\nCommitted to high ethical standards<br \/>\nAbility to support MTI Calling and adhere to the MTI Code of Conduct<\/p>\n<p><b>PHYSICAL CONDITIONS<\/b><\/p>\n<p>This position requires frequent travel to health facilities located in remote areas with very basic living conditions.<br \/>\nNOTE: The above job description is intended to describe the general nature and level of work being performed by staff assigned to this job.
