Monitoring &amp; Evaluation Officer"},"content":{"rendered":"<div id=\"post-body-3944275558456988488\" class=\"post-body entry-content\"><b>Monitoring &amp; Evaluation Officer<\/b><\/p>\n<p><b>Job Summary<\/b><br \/>\nThe Monitoring and Evaluation Officer will be responsible for implementing and coordinating the project monitoring and evaluation activities and working closely with implementing partners to ensure their capacity and compliance.<\/p>\n<p><b>Job Description<\/b><\/p>\n<p>Reports to (position): Country Manager<\/p>\n<p><b>JOB RESPONSIBILITIES:<\/b><\/p>\n<p>Develop country office MEAL processes, methodologies and tools for planning, monitoring, evaluation, accountability and learning in line with Medical Teams policies and standards<br \/>\nMonitor implementation of systems, processes and tools ensuring quality and consistency in MEAL collection and reporting<br \/>\nMonitor, analyze and summarize data collected from project activities<br \/>\nPrepare data for processing by organizing information and checking for any inaccuracies<br \/>\nCompile project monitoring data into internal and external reports reflecting activity indicators to guide management decision making, provide accountability to beneficiaries and stakeholders, share learning and demonstrate impact<br \/>\nProvide feedback to project managers on progress towards program indicators and MEAL activities<br \/>\nAssist program managers in organizing M&amp;E reports related to the program\/projects activities to be submitted to donors<br \/>\nDevelop systematic approaches that support identifying, capturing, sharing, applying and creating knowledge and documenting how change is happening within programs and making knowledge accessible and usable at local, country office and global level<br \/>\nSupport and organize collection of success stories, case studies and photos of activities for knowledge management<br \/>\nCoordinate and support project learning events<br \/>\nDevelop and support efforts and activities toward accountability and to international standards guiding humanitarian assistance<br \/>\nContribute to the establishment of an effective complaints, accountability and response mechanism to enhance feedback, trust and confidence with beneficiaries<br \/>\nProvide mentor-ship and supportive supervision for MEAL activities and best practices to Medical Teams and partner staff<br \/>\nDocument methodologies and procedures used in the compilation and analysis of data as well as data sources, limitations of estimates and guidelines for their use<br \/>\nIn close collaboration with Medical Teams International partners, systematically collect staff input and recommendations regarding project benchmarks and indicators by equating with UN agencies or SPHERE standards<br \/>\nContribute to the development of program logical frameworks, proposals and reports<br \/>\nProduce a comprehensive M&amp;E plan for the program and conduct regular monitoring of progress toward that plan<br \/>\nReview the project indicators, including agreed targets and time-frames for achieving them, and provide trend analysis<br \/>\nAssist partners in preparing project status reports including but not limited to weekly, monthly, quarterly and annual reports<br \/>\nConduct data quality assessments &amp; data audits to ensure that the collected data is accurate and maintains the integrity of the project<br \/>\nConduct beneficiary interviews, focus group discussion, and quality improvement verification visits to the project sites as required by the program<br \/>\nMaintain a filing system for all M&amp;E activities, reports and analyses in hard and soft copies, including backups<br \/>\nEnsure accountability mechanisms are integrated into country strategies, program design, and monitoring and evaluation systems<br \/>\nCollaborates with Medical Teams Headquarters staff for data sharing, reporting, and quality improvement<br \/>\nEnsure the safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation &amp; Abuse, and Child &amp; Vulnerable Adult protection policies and sexual harassment policies<br \/>\nOther duties as assigned<\/p>\n<p><b>EDUCATION, LICENSES, &amp; CERTIFICATIONS:<\/b><\/p>\n<p>Bachelor\u2019s Degree in Public Health, Demography, Statistics, Social Sciences or related field or equivalent experience required<br \/>\nCertificate in monitoring and evaluation preferred<\/p>\n<p>EXPERIENCE: At least 3 years of experience with monitoring and evaluation systems in a humanitarian or development context required<\/p>\n<p><b>KNOWLEDGE, SKILLS &amp; ABILITIES:<\/b><\/p>\n<p>KNOWLEDGE:<\/p>\n<p>Sound theoretical knowledge and demonstrated skills of monitoring and evaluation systems including quantitative and qualitative data<br \/>\nKnowledge of project cycle management<br \/>\nKnowledge of SPHERE standards<br \/>\nFamiliarity with humanitarian and development projects, monitoring and evaluation requirements<br \/>\nKnowledge of quantitative and qualitative survey methods<br \/>\nKnowledge of mHealth and digital data collection systems<\/p>\n<p><b>SKILLS:<\/b><\/p>\n<p>Strong computer literacy skills in word processing, spreadsheets, data analysis and presentations<br \/>\nStrong attention to detail and report writing skills<br \/>\nFluency in English and Swahili, spoken and written<br \/>\nExcellent communication and writing skills<br \/>\nStrong interpersonal skills<br \/>\nSkilled in HMIS data management and development of project monitoring systems<br \/>\nTraining and mentoring project staff<\/p>\n<p><b>ABILITIES:<\/b><\/p>\n<p>Ability to travel to project locations regularly<br \/>\nAbility to work under pressure, managing a varied workload<br \/>\nAbility to consistently communicate professionally and effectively with all constituents<br \/>\nAbility to present technical information in lay terminology<\/p>\n<p><b>PHYSICAL REQUIREMENTS &amp;
