Under the direction of the Humanitarian Monitoring, Evaluation, Accountability and Learning Coordinator, the Humanitarian Accountability Assistant will work with the Programmes, Monitoring\/Evaluation and Operations teams, as well as other relevant internal and external stakeholders, to ensure all Save the Children\u2019s programmes maintain high standards of accountability to our beneficiaries in line with Save the Children and international humanitarian standards.<\/p>\n<p><b>SCOPE OF ROLE:<\/b><\/p>\n<p>The position is under the line management of the Humanitarian Monitoring, Evaluation, Accountability and Learning Coordinator. The post has direct support role of all program teams to get accountability and learning tasks of projects and programs performed appropriately so as to contribute to achieve the organizational goal and objectives.<\/p>\n<p>Reports to: Senior Monitoring, Evaluation, Accountability and Learning Coordinator.<\/p>\n<p>Staff directly reporting to this post: None.<\/p>\n<p><b>Major Responsibilities:<\/b><\/p>\n<ul>\n<li>Planning \/ Distribution \/ Training Design and implement Accountability Logframes and plans for projects during distributions, maintain a help desk\/information table to the community members to answer beneficiary comments\/questions.<\/li>\n<li>Ensure key information reaches beneficiaries using a number of methods (sensitization meetings, radio announcements, leaflets, orientation, help desk).<\/li>\n<li>Work with the rest of the Response Team to ensure Save the Children\u2019s accountability standards are included in staff orientation sessions, with a particular focus on Save the Children\u2019s Programme and Operational staff, and all staff members from partner organisations.<\/li>\n<li>Plan and conduct training sessions of relevant staff members (both Save the Children and partner organisations) to support and ensure quality implementation of accountability mechanisms and information provision plans<\/li>\n<\/ul>\n<p><b>Beneficiaries Feedback &amp; Complaints:<\/b><\/p>\n<ul>\n<li>Receive, process and respond to beneficiary feedback and complaints and guide beneficiaries seeking help through SCI hotlines, field visits, and other complaints and feedback mechanisms.<\/li>\n<li>Compile, anaylze and disaggregate monthly complaints and feedback by project, gender, nationality, etc.<\/li>\n<li>Record and analyze data and produce monthly Feedback\/Complaint reports to the general SCI Office.<\/li>\n<li>Support beneficiaries by providing information to related services from Save the Children and other partner organizations.<\/li>\n<li>Follow up internally with SCI on complaints and feedback referrals with the appropriate offices and sector leads.<\/li>\n<li>Respond to pending issues, provide support as needed, and communicate progress back to beneficiaries.<\/li>\n<li>Inform communities regarding their right to be consulted make complaints and provide feedback to Save the Children and partner organisations.<\/li>\n<li>Present complaints and feedback report (including trend analysis) monthly to SCI staff<\/li>\n<li>Maintain a proper filing system for all the complaints and feedback with filling codes.<\/li>\n<li>Work closely with PDQ team in order to collect feedback from sector leads about referred complains to their respective sectors.<\/li>\n<\/ul>\n<p><b>Follow up on outstanding beneficiary feedback with relevant departments and beneficiaries:<\/b><\/p>\n<ul>\n<li>Beneficiary identification, selection and registration in coordination with MEAL officers, travel to host communities and refugee camps to ensure the data collection process is coherent and follows proper methodology.<\/li>\n<li>Conduct Information Provision &amp; Feedback sessions with beneficiaries.<\/li>\n<li>Investigate allegations of irregularities, fraud, corruption or other forms of misconduct by directly liaising with the affected beneficiaries in close collaboration with the supervisor.<\/li>\n<li>When necessary, in coordination with HMEAL, manage enumerator team to conduct feedback sessions.<\/li>\n<li>Other duties as required by PDQ or MEAL leadership Accountability Coordination Engage with all relevant stakeholders, NGOs and UN agencies to ensure a coordinated and consistent approach to accountability.<\/li>\n<li>Participate in local Accountability and Learning groups to ensure collaboration and Page 3\/5 coordinate Humanitarian Accountability approaches<\/li>\n<\/ul>\n<p><b>Accountability<\/b>:<\/p>\n<ul>\n<li>Holds self-accountable for making decisions, managing resources efficiently, achieving and role modelling values;<\/li>\n<li>holds the team and partners accountable to deliver on their responsibilities \u2013 giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved;<\/li>\n<\/ul>\n<p><b>Confidentiality:<\/b><\/p>\n<ul>\n<li>Ability to deal with and handle confidential information related to refugees and their families including filing sensitive paperwork and pulling sensitive figures<\/li>\n<\/ul>\n<p><b>Ambition<\/b>:<\/p>\n<ul>\n<li>sets ambitious and challenging goals for themselves and their team, takes responsibility for their own personal development and encourages their team to do the same;<\/li>\n<li>widely shares their personal vision for , engages and motivates others<\/li>\n<li>future orientated, thinks strategically and on a global scale;<\/li>\n<\/ul>\n<p><b>Collaboration:<\/b><\/p>\n<ul>\n<li>builds and maintains effective relationships, with their team, colleagues, Members and external partners and supporters;<\/li>\n<li>values diversity, sees it as a source of competitive strength;<\/li>\n<li>approachable, good listener, easy to talk to;<\/li>\n<\/ul>\n<p><b>Creativity:<\/b><\/p>\n<ul>\n<li>develops and encourages new and innovative solutions;<\/li>\n<li>willing to take disciplined risks;<\/li>\n<\/ul>\n<p><b>Integrity<\/b>:<\/p>\n<ul>\n<li>honest, encourages openness and transparency; Minimum 2 year experience in humanitarian accountability design and implementation.<\/p>\n<p>At least 1 year\u2019s field experience working in international relief and humanitarian affairs.<\/p>\n<p><b>Knowledge &amp; Skills:<\/b><\/p>\n<p>Self-starter who can work independently under pressure.<br \/>\nCommitted employee with a high amount of initiative, collaboration, forward-thinking, team spirit and humor<br \/>\nFamiliarity with humanitarian accountability standards and other international quality assurance mechanisms, including Sphere, Red Cross Code of Conduct, Humanitarian Accountability Partnership, Do No Harm, People in Aid Code of Good Practice, etc.<br \/>\nAbility to work in and contribute to team building environment. Cross-cultural sensitivity, flexible world view, and emotional maturity.<br \/>\nExperience engaging in learning events (training).<br \/>\nExperience developing and implementing complaints and feedback systems.<br \/>\nExperience in promoting community participation in all stages of the project.
